Subject: Orange County Transportation Multimodal Plan

PURPOSE: To provide comments on the Orange County Transportation Multimodal Plan.
BACKGROUND: Orange County Transportation Services (OCTS) is conducting planning for
Transportation Multimodal Plan (TMP). The project is program with the Durham‐Chapel Hill‐
Carrboro Metropolitan Planning Organization (DCHC MPO) Fiscal Year 2024 Unified Planning
Work Program. The Orange County TMP consolidates all Orange County transportation plans,
programs, policies and projects into a single document and map, with member jurisdiction
participation and public engagement. The plan will include a transportation performance matrix
to assist in determining County transportation priorities, funding to achieve County objectives
and recommendation necessary to realize County’s transportation goals. WSP was selected to
complete the plan by June 2025.
The Orange County Transportation Multimodal Plan (TMP) is a strategic framework that
integrates various modes of transportation to create a balanced and interconnected system. It
consolidates projects and programs from existing plans, providing a countywid e perspective on
transportation initiatives. By identifying gaps in the unincorporated areas of the county and
providing recommendations to address underserved communities, the TMP aims to ensure
equitable access to transportation resources across Orange County.
The project includes all of Orange County’s unincorporated areas and transportations projects,
plans, and policies listed by agency.

FINANCIAL IMPACT: There is no financial impact to the County. OCTS is conducting this update
in‐house through department resources and is being reimbursed by DCHC MPO through federal
planning funds.

Background

Purpose:
This plan consolidate all Orange County transportation related plans, policies, and
programs into a single document. The TMP is a comprehensive and strategic plan that
addresses all multimodal needs in the unincorporated portions of Orange County and helps
prioritizing them.
Scope:
To create a single Orange County Multimodal Transportation Plan and recommend a
prioritization process to address all transportation needs.
Description:
The Orange County Multimodal Transportation Plan will serve as a high-level plan that
incorporates all transportation-related plans, programs, policies, and projects within the
unincorporated areas and local jurisdictions in Orange County, while defining needed
transportation improvements that can be reflected in the Comprehensive Transportation
Plan (CTP), Metropolitan Transportation Plans (MTP), State Transportation Improvements
Program (STIP), and other plans.

Subject: State’s Strategic Prioritization of Transportation (SPOT) 7
Attachment:
PURPOSE: To provide comments on the SPOT 7 process.
BACKGROUND: Biennially, the North Carolina Board of Transportation (BOT) adopts a ten-year
Statewide Transportation Improvement Program (STIP) that funds and schedules transportation
projects throughout the state for all modes. The STIP implements Metropolitan and Rural
Planning Organizations (MPO/RPO) adopted Comprehensive Transportation Plan (CTP) and
Metropolitan Transportation Plan (MTP). The CTP and MTP are used by the MPO/RPO to
determine which projects are submitted for consideration in the STIP using the Strat egic
Prioritization of Transportation (SPOT) process.
SPOT P7.0 Schedule and Process
Last spring/fall 2023, MPO/RPOs across the state submitted their limited number of projects –
based on their population and total centerline miles – to North Carolina Department of
Transportation (NCDOT) for inclusion in SPOT 7.0. These projects must be approved by their
respective Boards prior to submission to the MPO/RPO for their consideration. Orange County’s
requested the approval of the OUTboard review and approval the list of County transportation
priorities prior to submission to respective MPO/RPO last year. The goal is to provide the
OUTboard a presentation on the history, current situation, overview of the STI process, the three
tires, where we are in the current schedule, Orange County Involvement level and opportunities
for input to P7.0.
Each MPO/RPO has its own unique process for determining which limited number of projects to
submit to NCDOT.
• DCHC MPO will only submit projects listed in the adopted MTP
• Triangle RPO uses a subcommittee for SPOT 7 project selection
• BG MPO uses a multi-criteria process to determine which projects to submit
Before the MPO/RPO Boards approve projects for submission, they will conduct a 30-day public
comment period and public hearing.
SPOT P7.0 Current Situation
Currently, we are operating under 2024-2033 STIP. Prioritization 6.0 was cancelled in 2021 due
to COVID-19, and projects submitted for SPOT 6.0 were made available for resubmittal in SPOT
7. Prioritization 7.0 started 2022, and with draft STIP anticipatio n of February 2025 and
adaptation in August 2025. Orange County has influence in new submissions, local input in
reference to methodology, and draft and final points. Currently, we coordinate with three
different MPO/RPO agencies to determine our influence.

• Orange County submitted #### submittal slots for each mode between June - October of
2023
• Local Input Points by MPO/RPO, we have meetings with each agency to influence the
process for Orange County.

Process Summary

No update for NCDOT, waiting on the preliminary Complete Street Evaluation for multimodal improvements. We
know that project costs are being updated per the approved study and both segments are submitted in SPOT 7
for possible funding. Update: VHB competed the study to determine the long term vision through 2045 to
include surrrounding areas. The study considered traffic congestion and daily level of traiffic, access to goods,
services and residences.Along with multimodal network facilites, econonmic, evironmental and
considerations for all modes of travels. NCDOT updatd the Complete Street process using the Project Delivery
Network (PDN) All projects go through a complete assesmment. Policy change dictates consideration of
multimodal elements will begin at the inception of the transportation planning process and the decisions
made will be documented.
Part of US 70 Multimodal Corridor Study; updated: completed the information presentation for towns involved.
Update: the study was completed VHB, the purpose is develop long term vision for the communities and
surrounding natural areas. Designate a transit emphasis with specific transit improvents, providing
recommendations for bike lanes, sidewalks, and transit acess. Reduce speed and accept widening as an
unavoidable future for corridor east of Mebane.

School zone added, speed reduced, main priority for implementing
Orange County's new Complete Street and Vision Zero policy. Update:
Safe Routes for School Orange County is working with WSP for 13 schools.
We will have a draft of the results by end of June 2024. We are conducting
a summer public engagement TDA ( July).

Road….. Transporation works with Mebane.
Part of 2019 E-B-M AMP, Mebane Growth Area. Update Orange County
and Mebane are working develop a tranportation route that would
support with service in parts of Alamance County. We are in the works of
completing the Short Range Transit Plan which will show the need for the
tranist service.

Complete -NCDOT policy to install on NC/US routes when resurfacing
roads. SR routes and other roads are treated on a case-by-case bases.

Northwood Subdivision
1. The roads have a couple re-occuring potholes that are
patched yearly.
2. Culverts and ditches are largely failing causing standing
water.
3. Edges of the roads are being eroded due to
vegetation/pine needles and water flow.
Submitted to NCDOT Maintenance Office in Hillsborough, waiting to hear
back.
Scheduled Follow-up in few weeks. Update: All roads are scheduled for
resurfacing 2024

immediate family member, or Board member of the agency shall participate in the
selection, award, or administration of a contract supported by Federal and/or State
funds if a conflict of interest, real or apparent, would be involved. Such a conflict would
arise when any of the following has a financial or other interest in the firm selected for
award:
• The employee, officer, agent, or Board member,
• Any member of his/her immediate family,
• His or her partner, or
• An organization that employs, or is about to employ, any of the above.
The agency’s officers, employees, agents, or Board members will neither solicit nor
accept gifts, gratuities, favors, or anything of monetary value from contractors, potential
contractors, or parties to sub-agreements.
