PURPOSE: To consider appointments to the Human Services Advisory, Commission (HSAC),
BACKGROUND: There are currently six vacancies on the HSAC: three, At-Large vacancies
plus three agency vacancies: Board of Health, Partnership for Young Children, and Cooperative
Extension.
At its meeting on March 15, 2004 the Human Services Advisory Commission (HSAC) reviewed
and agreed to recommend to the BOCC the following applicants to fill the At-Large vacancies.
The agencies have been contacted to request replacements for their representatives.

Tara ,just following up, you mentioned ARAB (Affordable Housing Advisory Board) has a spot to to be
added to HSAC. See below what I have communicated to Nancy Glover in the Clerk's Office already on
vacancies and appointments. I know Nancy is preparing to put these nominations/recommendations
before the BOCC soon and may want to include the AHAP nominee at the same time. Thx

At their meeting on March 15, the Human Services Advisory Commission (HSAC) reviewed and agreed to
recommend to the BOCC the following applicants to fill vacancies.
Tracy Cepeda to fill the t ~3r a vacanc previously held by Cheryle Atwater. Ms. Cepeda has been
involved in many outreach missions an start up enterprises and would bring business administration and
community building expertise to the HSAC.
~ Ernest Roberts, Jr to fill the At Lar e vacanc previously held by Louise Echols.. Mr. Roberts has a
background in mechanical engineering an as graduated from the United Way leadership development
program. He would bring reseach and advocacy skills to the HSAC.
® Joe Robbins to fill the unfilled At Lar e vacar~y that expires on March 31, 2005. Mr. Robbins has
extensive experience in health an uman services administration and volunteer support to the
Department of Social Services. He would bring technical knowedge as a trainer and specialist to the work
of the HSAC.
Phyllis Horton serving in an At Large position has met the attendance requirements, is eligible for
reappointment, and the HSAC approved her consideration for reappointment by the BOCC.
No other recommendations were made by the HSAC at this time.
We have no confirmation from Patty Murray Hill as to whether or not she wishes to be re-appointed to
her At Large position.
Lois Kinzie representing the Partnership for Young Children has indicated that she does not wish to be
reappointed. By copy of this correspondence, 1 am asking that the Partnership consider referral of a
new representative to the BOCC for consideration. Lois' term expires March 31, but she is willing
to serve through the next HSAC meeting to be held on April 12.
Betty Matthews representing Cooperative Extension term expires also on March 31 and I have no
indication of her interest in serving an additional term but I believe she is eligible and would be favorably
considered by the HSAC. By copy of this correspondence, I am referring the issue to Cooperative
Extension for their information and recommendation.

From 1988 into 1999 I was in the medical field and Small Business Management, From
1999 to 2003 I have been a corporate Director of Child Care, I am now a partner in a
start-up Non-profit organization. I am the Administrative Director of Child missions and
Teen Living.
Volunteer Experience:
From 1996 to 1998 I was involved in many of the outreach missions of Abundant Life
Church, I was involved with start up of the Self-Help small business builder classes in
Durham. I was a guest speaker far the Durham Child Care Association throughout the
last four years. I taught continuing education classes approved by the State in Child Care
