PURPOSE: To discuss and approve appointments to the positions on the 2024 Bond Education
Committee and approve representatives to serve as Committee co-chairs from the Board of
County Commissioners (BOCC).
BACKGROUND: The charge and composition for the 2024 Bond Education Committee were
established at the Board's April 16, 2024 Business Meeting. The Committee is charged to:
• Become familiar with the purpose of the bond order
• Become familiar with the projects expected to be addressed with bond funds
• Understand the community needs that led the Board of Commissioners to adopt the bond
order
• Assist in developing appropriate informational materials that will address the bond orders
• Assist in designing and implementing a campaign to distribute relevant factual information
about the bonds to Orange County residents in the most effective and efficient manner
possible, using multiple media and information outlets
• Assist in designing and implementing a process for information meetings with civic groups,
non-profit agencies, neighborhood associations, and other interested parties in the
community
• Ensure that equal access to information is provided to all individuals and groups,
regardless of their position for or against any bond order
• Encourage all eligible voters to participate in the November 51 election
The Board appoints six (6) community members, and the two (2) members of the BOCC who will
serve as Co-chairs of the Committee. The Chapel Hill-Carrboro City Schools Board of Education
and the Orange County Schools Board of Education will each designate two (2) representatives
to serve on the Committee.

Please explain how your background, education and experience is relevant to this board
I've been a marketing and communications professional for 20 years, including 9 as a VP of
Marketing.
Early in my career I worked on marketing for large city and municipal construction projects
around the world, so I am familiar with this type of work.
For the past decade I did extensive work to provide contract opportunities, and lending programs
to diverse and minority-owned businesses.
Please explain your reasons for wanting to serve on this board
I'm eager to help explain the scope of the bond and everything that it entails, so that the county
can cast informed votes on the measure. Our local news and information ecosystem is limited
and underutilized, so I am motivated to help communicate directly with the community in an
accurate, digestible manner.
How would your particpation on this board contribute to the diversity of viewpoints?

family of educators.
I have a special interest in the exceptional children programs and ensuring that all students in
the county have consistent avenues to achieve academic excellence.

I have a masters degree in instructional design and am ABD in Educational Research with an
emphasis in adult education and educational economics. I have taught at two universities and
one community college. Most recently, I served on a volunteer committee for the Chapel Hill
Carrboro City Schools to review their vocational curriculum.
Please explain your reasons for wanting to serve on this board
I am deeply committed to the success of our community college system. As a project coordinator
for a STEM project at Florida A&M, I counseled students who would not have been able to afford
college if they had not been able to complete their general education credits at the community
college. For many students, especially those in rural and under-funded urban high schools, the
community college helps build the study skills and academic independence needed to be
successful in a 4-year school. The community college also serves the needs of adult learners
who need basic academic and technical skills. This is a population that I believe is not always
well represented by academic administrators.

Please explain how your background, education and experience is relevant to this board
As stated previously the last year of my doctoral work was devoted to school/education
financing. I also worked as a project manager/data manager for Facilities Services with UNC-CH
on energy efficiency projects that required convincing upper management that the projects I
proposed were cost efficient.
Please explain your reasons for wanting to serve on this board
This is an important bond and I feel like I am more than qualified, as a writer and educator to
help my fellow residents understand the issues from both an educational and financial
perspective.
How would your particpation on this board contribute to the diversity of viewpoints?
I would bring a technical viewpoint over and above my commitment to public education.

The Carrboro ETJ area is in the University Lake watershed. I want to protect that watershed

I think this is a good opportunity to work with the board to help sell the bond. What messages
matter to voters and the way the messaging needs to be distributed for voters.

I'm not known as someone who always want to give the school board more money and this bond
seems like a good idea. I think I can help encourage others in the county/district to get behind

I absolutely love North Carolina and consider Carrboro/Chapel Hill my long term home. Since
we moved here a few years ago I have looked for ways to become involved in the community,
including through my role on the Town of Carrboro Appearance Commission. I would appreciate
the opportunity to contribute to strengthening our community through this effort.

I am a terrific listener and have high EQ. I enjoy meeting with and working with people from

From 2010-2015 1 worked for the of DC Public Charter School Board (PCSB), the authorizer of
DC public charter schools. With an annual budget of$7.9 million and staff of 40, PCSB oversees
61 chartered local education agencies, across 112 campuses, serving over 38,000 students
(44% of all DC public school students). During this time I served on the DC Facilities Task Force
and learned a tremendous amount about the importance of community education and
communication. I staffed several public meetings to help get input on plans and get word out
about decisions.
I also served as senior staff for a 12-member task force created by DC City Council to assess
need for neighborhood preference in charter school admissions. I oversaw research of best
practices and analysis of enrollment data, led public task force meetings and drafted task force
report to City Council. Task force included officials from City Council, Office of the State
Superintendent, Deputy Mayors€TMS Office, Washington Teachers Union, DC Public Schools,
charter schools, and advocacy groups. We focused on ensuring equity and access for ALL
students especially those from lower income Wards.
Please explain your reasons for wanting to serve on this board
I have had experience leading projects like this in Washington DC and learned a lot throughout
the processes. I deeply value high quality public school options for our community and places
where students, teachers, administrators and families can feel supported to be successful. I
would love to help contribute to the success of this project for the Board of Commissioners. I
would love to get more involved in the community and feel that with my previous experience and
eagerness to learn Orange County constituents needs I would be a strong team member.

single mom and member of the BIPOC community I deem would bring valuable insights to the
committee s discussions and decision-making processes.Also serving on the board I hope would
offer me opportunities for personal growth, skill development, and networking. So I can expand I

I am a librarian and writer with two kids who will be in 2nd grade and kindergarten at CES next
year. I care deeply about public schools and help run a local civics blog called Triangle Blog
Blog, which reaches a large audience in our community. My background is in audience
engagement, translation of scientific and mathematical concepts, and building products that help
people engage with public institutions.

I am saddened to read about so much opposition to public education and truly believe it affords
possibilities for all students to continue their educations post-high school graudation as well as
provide opportunities for those who do not desire to pursue further education when additional
technical courses are offered in high school. This country became the greatest leader in the
world based, to a large extent, on our educated citizenry. I want to help remind people how
fragile public education is, particularly in the present era and why we need to make it the best we
can. It has differentiated us from most other nations and enhanced our democratic values.

As a senior analyst for the U.S. Government Accountability Office, I lead program
evaluations/performance audits of exceptionally large, complex, and politically sensitive
programs and activities within federal agencies. I am an expert in collecting, analyzing, and
synthesizing a variety of information, including quantitative and qualitative data. I am also an
expert in presenting in identifying patterns, issues, and other problems, and conveying those
findings in a matter that is digestible to the public while still being accurate, objective, unbiased,
and supported by strong evidence. To do this work, I often work with federal staff and
Congressional staff, but to ensure that we understand all the nuances of what we re looking at, I
also regularly communicate with and interact with all those affected stakeholders, such as
advocacy organizations, private businesses, and the public themselves.
Please explain your reasons for wanting to serve on this board
I think any sort of large--and very important--investment should be done carefully and guided by
strong evidence. With any change, unintended consequences are inevitable, but I think it s
important to perform due diligence to minimize those consequences. What this bond supports
will have long-standing effects on our school district, and it s critical that we get it right.
How would your particpation on this board contribute to the diversity of viewpoints?
I have so far experienced five schools (next year will add a 6th) in CHCCS through my three
children in our short time here, but I suspect many can say that. However, I bring an evaluator s
and auditor s perspective with regard to understanding and processing information. I also bring
an ability to understand how best to craft messages so that they are understandable, focused on

what s most important, yet not deceptive. The reports I produce through my job are heavily
scrutinized, and used by both Congress and federal agencies to fundamentally alter programs,
services, and funding--often in the billions. Regularly, I have to defend our work, often to those

even keeled.

I am a resident of Chapel Hill and Carrboro since the fall of 2005. Most of my career has been in
the realm of finance, where I have worked in a variety of positions within boutique financial firms
as well as large investment banks and family offices. I also have experience as a serial

community as a whole will be a critical part of ensuring the success of this proposal. I believe

My kids have all gone through the CHCCS school district. The physical space of many of the
schools need repair or renovation. Beyond unsightly or uncomfortable workspaces, these items

support new technology. Schools should be places that are pleasant for students and staff. I
want to make sure that we can get the funds to invest in something that is important for our
future.

All my children have gone through the CHCCS school district. My youngest will graduate in a few

I attended UNC in Chapel Hill for both undergraduate &graduate school. My graduate degree is
in Public Health Education and much of my coursework focused on adult learning principles-
how to assess where people are and how to best reach them based on that information. I then
worked in clinical research at UNC Hospitals for a decade where one of my primary job functions
was to help research trial participants decipher& understand complex medical information. I
currently teach the Clinical Research Site Management course at Durham Tech's Clinical Trials
Research Associate Program -where I work with adult learners from a wide variety of
backgrounds, educational levels, and understanding.
My role as a publisher for Macaroni KID, a hyperlocal website for parents featuring family-friendly
events & businesses, means that I am already involved in parent-centric spaces around the area
as well. I am used to spreading the word!
Last, I have been a frequent volunteer at Hillsborough Elementary for the last 2 years, including
PTA-lead events such as book fairs, teacher appreciation week lunch coverage for teachers,

I am parent to a 2nd grader and a rising kindergartner in OCS. That means that I have a vested
interest in the trajectory&quality of investment our community makes in the school system for at

vital to our future-and volunteer at my son's school (and daughter's preschool) regularly in an
effort to support the children around my children and the greater community.
Similarly, my role as Macaroni KID Publisher is mostly unpaid labor, but I enjoy sharing a
resource with local families that allows busy parents to tap into all sorts of family-friendly events
being hosted by local organizations& businesses. This enriches the lives of local children &
families AND supports local businesses, all of which strengthens the community overall.
