Applicant Interest List PURPOSE: To discuss and approve appointments to the positions on the 2024 Bond Education Committee and approve representatives to serve as Committee co-chairs from the Board of County Commissioners (BOCC). BACKGROUND: The charge and composition for the 2024 Bond Education Committee were established at the Board's April 16, 2024 Business Meeting. The Committee is charged to: • Become familiar with the purpose of the bond order • Become familiar with the projects expected to be addressed with bond funds • Understand the community needs that led the Board of Commissioners to adopt the bond order • Assist in developing appropriate informational materials that will address the bond orders • Assist in designing and implementing a campaign to distribute relevant factual information about the bonds to Orange County residents in the most effective and efficient manner possible, using multiple media and information outlets • Assist in designing and implementing a process for information meetings with civic groups, non-profit agencies, neighborhood associations, and other interested parties in the community • Ensure that equal access to information is provided to all individuals and groups, regardless of their position for or against any bond order • Encourage all eligible voters to participate in the November 51 election The Board appoints six (6) community members, and the two (2) members of the BOCC who will serve as Co-chairs of the Committee. Early in my career I worked on marketing for large city and municipal construction projects around the world, so I am familiar with this type of work. For the past decade I did extensive work to provide contract opportunities, and lending programs to diverse and minority-owned businesses. Please explain your reasons for wanting to serve on this board I'm eager to help explain the scope of the bond and everything that it entails, so that the county can cast informed votes on the measure. Our local news and information ecosystem is limited and underutilized, so I am motivated to help communicate directly with the community in an accurate, digestible manner. Please explain your reasons for wanting to serve on this board I am deeply committed to the success of our community college system. As a project coordinator for a STEM project at Florida A&M, I counseled students who would not have been able to afford college if they had not been able to complete their general education credits at the community college. For many students, especially those in rural and under-funded urban high schools, the community college helps build the study skills and academic independence needed to be successful in a 4-year school. The community college also serves the needs of adult learners who need basic academic and technical skills. This is a population that I believe is not always well represented by academic administrators. Bond Education Committee -2024 Please explain how your background, education and experience is relevant to this board As stated previously the last year of my doctoral work was devoted to school/education financing. I also worked as a project manager/data manager for Facilities Services with UNC-CH on energy efficiency projects that required convincing upper management that the projects I proposed were cost efficient. Please explain your reasons for wanting to serve on this board This is an important bond and I feel like I am more than qualified, as a writer and educator to help my fellow residents understand the issues from both an educational and financial perspective. How would your particpation on this board contribute to the diversity of viewpoints? I would bring a technical viewpoint over and above my commitment to public education. I want to protect that watershed while still helping the town grow responsibly. I'm not known as someone who always want to give the school board more money and this bond seems like a good idea. I think I can help encourage others in the county/district to get behind this initiative. With an annual budget of$7.9 million and staff of 40, PCSB oversees 61 chartered local education agencies, across 112 campuses, serving over 38,000 students (44% of all DC public school students). During this time I served on the DC Facilities Task Force and learned a tremendous amount about the importance of community education and communication. I staffed several public meetings to help get input on plans and get word out about decisions. I also served as senior staff for a 12-member task force created by DC City Council to assess need for neighborhood preference in charter school admissions. I oversaw research of best practices and analysis of enrollment data, led public task force meetings and drafted task force report to City Council. Task force included officials from City Council, Office of the State Superintendent, Deputy Mayors€TMS Office, Washington Teachers Union, DC Public Schools, charter schools, and advocacy groups. We focused on ensuring equity and access for ALL students especially those from lower income Wards.
