PURPOSE: To discuss appointments to the Economic Development Advisory Board.
BACKGROUND: The Economic Development Advisory Board works cohesively with the
County's Economic Development staff and other economic development partners to position
Orange County as a competitive location for business opportunities.
The Board of County Commissioners appoints all ten (10) members, with representation from
various fields.

members to a 2nd term, (2) appoint 3 new candidates to fill 3 upcoming vacancies,
and (3) leave open 1 other vacancy position to permit time to recruit additional
minority candidates.

REQUESTED ACTION#1:
The Economic Development Advisory Board has 3 current members, listed below, whose
15t term expires on 6/30/24, and who are eligible to be reappointed to a new term. They have
expressed their interest to continue their board service, if approved by the BOCC.
On behalf of the Economic Development Advisory Board's Chair, Kristen Smith-Young, and
all Advisory Board members who have voted to endorse their recommendation, I ask the Board
of Commissioners to consider reappointing these 3 current members to a new term on Economic
Development's Advisory Board.

• Dr. Jane Saiers (Co-Owner, RambilRil Farm)
• Estella Johnson (Managing Partner, Triseed Consultants, LLC)

REQUESTED ACTION#2:
In addition, the Economic Development Advisory Board has 1 new vacancy (due to the
recent resignation of Vice Chair Dave Gephart), and 3 upcoming vacancies (current members
John Morris, Barbara Jessie-Black, and Sharon Hill)who will be completing their second and
final term on 6/30/24. Three of these members have been serving on the Economic Development
Department's subcommittee that reviews and makes grant award decisions for the many small
business grant applicants submitted to Orange County's Small Business Grant program. Their
expertise and absence will be missed, and must be replaced quickly by our other existing, and
new prospective advisory board members.
The Economic Development Advisory Board's Policies and Procedures outline
membership representation from various sectors including agriculture, entrepreneurship, tourism,
nonprofit, University of Chapel Hill, and core business. For the 1 current vacancy and 3
upcoming vacancies that are effective 6/30/24, this will leave open seats for appointment in the
entrepreneurship (1), nonprofit (1), and core business categories (2).
The Economic Development's Advisory Board endorses new appointments for these 3
candidates:
• Emilee Collins (Commercial broker with Pickett Sprouse Real Estate Services, & Chair
of the Hillsborough/Orange County Chamber of Commerce)
• Joy Mercer (Tax Attorney, small business owner, and member of the Orange County
Equalization and Review advisory board)
• Lisa Kaylie (Executive Director of Extraordinary Venture in Chapel Hill, &Acting
Director of Democratic Women of Orange County)
REQUESTED ACTION#3:
The Advisory Board requests that a 10th vacancy remain unfilled through the summer to
permit time for the recruitment of additional minority candidates.
The requested appointments are intended to help accomplish the Board of Commissioners'
economic and social justice goals, as follows:
• Utilize the diverse range of economic development experience that all members bring to
the County among a broad range of key business sectors (agriculture, hospitality,
nonprofit,UNC academia, and general core business expertise), as required by the
Economic Development Advisory Board's stated Guidelines.

• Bring new talent to replace outgoing members currently serving on the Small Business
Grant Program's review subcommittee.
• Maintain the diversity of women and minority members who comprise the advisory
board.

Background, education and experience relevant to this board:
In my time as an Orange County resident, I have worked in large companies (Glaxo,
GlaxoWellcome, GlaxoSmithKline), started and run two small businesses (The WriteMedine,
Inc. and RambleRill Farm, Inc.), and served on the boards of nonprofits. These experiences
have provided me with an understanding of diverse business operations and economic
development efforts as they impact the community. Having spent many years in academia---
first as a PhD scientist and later in life as a beginning farmer---I have a deep appreciation of
the value of education, training, and re-training in providing opportunities for economic
development.
Reasons for wanting to serve on this board
I wish to support initiatives that promote small businesses and foster their cooperative and
integrated activities and thereby enhance local resilience in Orange County. I wish to support
economic development initiatives that enhance quality of life and build community in Orange

I would like to give back to the community and help it develop policies for the benefit of all
members of Orange County.
How would your particpation on this board contribute to the diversity of viewpoints?
Not sure how to answer this as I don't know the viewpoints of the current board members.
However, I can bring 40 years of advising all forms of business (for profit and not); and 30 yrs of

I have a strong business background and am active in the community.
I earned an MBA from UNC Kenan-Flagler in 1997. 1 ve lived all around the United States and
also spent 5 years living and working in Austria and Europe.
I started my career after business school working in High Tech. For 18 years I ran a small online
retail company that was a subsidiary of a Belgian company.
I am currently the Executive Director of Extraordinary Ventures. Extraordinary Ventures is a local
nonprofit with the mission of running sustainable businesses with the philosophy that all people
are employable. We focus on creating employment opportunities for adults with intellectual and
developmental disabilities such as autism.
In addition to my work experience, I am very active in the community. My focus has been on our
public schools and disability rights. I have served in many leadership positions in CHCCS
schools, including being appointed to fill a vacancy on the school board. I have also had the
opportunity to serve on several nonprofit boards.

Orange County is my family's home and I care deeply about our community. Economic
Development is critical to the future of Orange County. It is not just important to our business
community. The taxes generated by our businesses enable all of the social supports that are
critical for our citizens, from our schools to our senior centers. In addition my interest in
supporting economic development, I am also interested in sharing the benefits of inclusive
employment. At a time when NC has an unemployment rate of 3.5%, disabled adults have an
unemployment rate of almost 80%. There is a lot of opportunity being lost when businesses do
not consider employing disabled adults.
How would your particpation on this board contribute to the diversity of viewpoints?
My parents were immigrants and I bring the diverse perspective of a first generation American
who has also lived abroad.
I am also highly involved with the disabled community in Orange County. Disability is
experienced by people of all different ages, races, religions, genders, sexual orientations,
political affiliations, and socioeconomic status. Being active in this community exposes me to a
wide variety of different perspectives daily.

from $1 mm to to $2bn. My experience covers a wide range of industries from Paper, Plastics,
Coating, Electronic Materials to Personal Care and Life Science. I lived and worked in Europe,
Asia and the USA. In my role as executive consultant I worked with investment funds and a
diverse range of clients in equally diverse industries. I am very comfortable interacting with C-
lever executives and have a deep understanding of how large corporations work and what they
need for investment or relocation decisions.
At the same time, I fully understand and live in the world of startup and micro businesses. During
the time in North Carolina/Orange County I coached various local startups and was on the Board

I have a bachelors degree in economics and a MBA. Most of my career has been involved in
investing in private companies which seek to grow and improve the economic situation for
employees, their communities, and shareholders. I have been involved in a variety of industries
including, real estate, life sciences, venture capital, natural resources, and manufacturing.
Reasons for wanting to serve on this board:
My family and I moved to Orange County in 2011. We have raised 3 children who have all
graduated from college (the last one will finish her economics degree from Duke in May 23).
We have witnessed a tremendous amount of growth in the area, and I want to make sure that
this development is one that is sustainable and serves the overall community. Having lived and
worked in cities throughout the world (including San Francisco, Singapore, New York, and Los
Angeles), I have seen both the good and bad of unbridled growth. I just want to help to insure
that our area remains attractive to the community.

I have lived and worked in a number of diverse cities including those in Asia and Europe. In
addition, my work experience has involved businesses from real estate, natural resources, life
