SUBJECT: Discussion of County Departments' FY 2024-25 Recommended Budgets

PURPOSE: To review and discuss FY 2024-25 recommended departmental budgets.
BACKGROUND: The County Manager presented the FY 2024-25 Recommended Operating
Budget at the Board's May 7, 2024 Business meeting. Since then, the Board has conducted one
public hearing on May 14, 2024 to receive residents' comments regarding the proposed funding
plan. At its May 16, 2024 budget work session, the Board discussed recommended FY 2024-25
Outside Agencies funding and recommended budgets for Chapel Hill-Carrboro City Schools
Board of Education, Orange County Schools Board of Education and Durham Tech Community
College. At its May 23, 2024 budget work session, the Board discussed the recommended FY
2024-25 budgets for the Fire Districts, as well as three departments (Sheriff's Office, Equity &
Inclusion, and Library Services) that were not able to attend this May 28th budget work session.
Tonight's work session offers the Board an opportunity to review and discuss the recommended
budgets directly with County departments and the Sportsplex within the structure of Functional
Leadership Teams, including operations, capital, and department fee schedule change
recommendations.

FINANCIAL IMPACT: There is no financial impact associated with the discussion of the
Manager's Recommended FY 2024-25 Operating Budget. Decisions that the Board makes as
part of its discussion on the Manager's Recommended FY 2024-25 Annual Operating Budget will
have financial impacts.
SOCIAL JUSTICE IMPACT: There are no Orange County Social Justice Goal impacts
associated with this item.
ENVIRONMENTAL IMPACT: There are no Orange County Environmental Responsibility Goal
impacts associated with this item.
RECOMMENDATION(S): The Manager recommends that the Board review and discuss the
Manager's Recommended FY 2024-25 budget and provide direction to staff, as appropriate.
