PURPOSE: To discuss appointments to the Agricultural Preservation Board.
BACKGROUND: The Agricultural Preservation Board is charged with promoting the economic
and cultural importance of agriculture in the County, and to encourage voluntary preservation and
protection of farmland for future production.
The Board of County Commissioners appoints all 15 members, including eight (8) At-Large
members, and one (1) member from each of the seven (7) Agricultural Districts in the County.

Dear Chair Bedford:
The Orange County Agricultural Preservation Board (APB) discussed recommendations to fill
vacant positions at its regular meeting on May 15th, 2024. The APB asks the Board of
Commissioners to consider the following appointment recommendations:
Reappointments of three at-large members to new three-year terms. All will reach the end of
their terms on June 30, 2024, and all wish to continue to serve:
Anjail Taylor to a second term in position 8.
Elizabeth Hooten to a second term in position 11
Manley Palmer to a first full term in position 12
Move current at-large members into vacant district positions:
Move Noah Rannels to the High Rock/Efland district position (position 1), which will be
vacated by Howard McAdams who will rotate off on June 30, 2024 after two full terms
(Mr. Rannels owns a farm in the VAD program in the High Rock/Efland district, so is
qualified for this slot).
Move Michael Hughes from position 15 to the vacant White Cross district position
(position 7) (Mr. Hughes owns a farm in the VAD program in the White Cross district, so
is qualified for this slot)

I have attended Racial Equity Institute Phase I Workshop, also returning as alumni as well as
have I attended the Groundwater training. I am currently employed at Durham County
Government who is a member of GARE (Government Alliance on Race and Equity). I am
currently serving on the Durham County Department of Public Health Racial Equity and Diversity
Committee (Public Health Nexus Team). Later this month, I will be attending the GARE
Conference. I will also be attending REI Phase I again as alumni in May. We have contracted
and are currently working closely with UNC Gillings School of Diversity, Equity, and Inclusion in
Research Program Director Dr. Deborah Stroman, PhD, CLU to implement change, review and
revise county policies that sustain inequities in the workplace.
Reasons for wanting to serve on this board:
on this board:) have worked in local government serving in Public Health for close to 10 years
and continue to witness health and education disparities and barriers to care in brown and black
people. As an employee at the local government level, I have experienced, witnessed, and
suffered injustices through modernized and reverse racism disguised in such a way they are
dismissed or unsubstantiated by Human Resource departments. I am aiming to use my
knowledge, education and expertise to bring perspective in dismantling these actions in our
systems.

mental health standpoint.

Recently cared for my grandmother who resided in an adult care home and I would like to further
ensure that the rights of the elderly and disabled residing in these homes are well reserved.

As co-owner and manager of a small cow-calf herd of Balancer and Gelbvieh beef cattle, I
have resided on our farm in the southwest corner of Orange County since 2006. 1 grew up
in Blacksburg, Virginia as the daughter of extension faculty; my father in animal science
(extension beef specialist) and my mother in public service. I was active in 4-H from 9-19
and am a Virginia State 4-H All-Star. I graduated from Davidson College in 1984 and went
on to complete a masters in public health from the Gillings School of Global Public Health
at UNC-Chapel Hill and a doctorate in public health policy from The Bloomberg School of
Public Health at Johns Hopkins University. I have held academic and public service
positions in public health over the course of my career. I have served as a deacon and an
elder at First Presbyterian Church in Burlington and continue to serve both the local
church and Salem Presbytery in various ways (social justice, clergy and church health,
etc.). I also volunteer with several other endeavors including the Board of the Orange
Durham Cattlemen's Association, and as a community organizer supporting preservation
efforts in the Historic Oaks area of Orange County.

Being from Orange County, always being involved in agriculture, growing up, I have seen the
importance of agriculture in this county, and how it has brought industry into this county and
education into this county. My desire is to continue to see agriculture be something that is

1. Please describe, generally, your reasons for wanting to serve on the OWASA Board of
Directors.
I would like to be re-appointed to continue the contributions in my previous appointment to the
Board. I am a North Carolina Professional Engineer with extensive consulting experience in the
design, construction and operation of water and sewer utilities across the US and abroad.
2a. Please list/explain your experience, either professionally and/or from other
boards/commissions that you have in the areas of budget, personnel, and management.
In my prior appointment three of my specific contributions were to 1) Recommend a firm which
was brought on to negotiate employee health insurance benefits with BCBS, 2) Contributed to a
review of emergency plans to build a pipeline and pump station to provide raw water from the
Haw River when the Cane Creek Reservoir was at a critical stage, and 3) My insistence with the
support of other Board members that OWSASA re-evaluate the safe yield water supply from the
reservoirs anticipating additional drought conditions in the future.

3. What do you understand OWASA's role to be regarding issues of growth and
development?
Ensure adequate water supply that meets and exceeds EPA standards for drinking water,
provide wastewater treatment and sludge disposal, anticipate and provide for Capital
Improvements of the infrastructure as necessary to support growth and fail-safe operation of the
treatment systems, pump stations, and ensure contingency plans are in place for existential and
environment risks and threats.

Please explain how your background, education and experience is relevant to this board
As a North Carolina native, I have seen firsthand how local decision-making and land use
policies have impacted this region over the past four decades. I began farming in Orange County
in 2010 upon graduating from UNC-Chapel Hill, and I have continued to grow food, raise
livestock, and steward land in Orange County over the past 14 years. My professional work is
focused on agroecological systems that work to improve the land and provide dignified
employment to farmers and farmworkers while building more sustainable regional food systems.
I have built a strong network of farmers, service providers, educators, investors, and landowners
in the county and greater region. Preserving agricultural land over the next decade will require
creative thinking around land use policies and conservation of working lands, as well as public
education and outreach, to which my background and experience will greatly contribute.
Please explain your reasons for wanting to serve on this board
The 2022 Census of Agriculture data indicated an increase in new and beginning farmers since
2017, but the number of farms continues to decrease nationwide. The census ranked North
Carolina 15th in the nation in the loss of farmland, and a more detailed report from the American
Farmland Trust ranks NC second in the country for projected farmland loss by 2040. With the
average age of the American farmer at 58, the next decade is crucial for farm transition,
especially in creating pathways for new growers to sustain our vibrant agricultural economy.
Orange County has a rich agricultural history, and it is one of the reasons people are drawn to
the area. As development answers the call of increased growth, we need ways to preserve
farmland so new farmers can continue to provide fresh, local food to the community. We can
preserve farmland, provide affordable land access to a new generation of growers, and continue
to feed the county s growing population with sensible, creative, and community-driven solutions.

How would your particpation on this board contribute to the diversity of viewpoints?
I represent a cohort of farmers looking for ways to build stronger local food systems through
small-scale farming and climate-smart agricultural practices at a time when land prices make
available farmland inaccessible to most beginning farmers. The connections and relationships
have built over the past 14 years shape my viewpoints, and I am adept at connecting with all
personality types, education levels,job titles, and backgrounds.
Do you have any personal or business interest(s) that could create a conflict of interest
(either real or perceived) if you are appointed to this board?
My husband and I own a farm in Cedar Grove, where we live and raise sheep. I also work for a
farm conservation organization that educates and advocates for sustainable farms and local food
across the Carolinas. This might be perceived as a conflict of interest to those directly opposed
to my goals of creating more just and equitable food systems that are good for the land and the
community.

Please explain your reasons for wanting to serve on this board
I have been involved in land preservation for more than 30 yrs in my career with NC State Parks.
I own 45 acres in Orange/ Durham Counties. Just entered my land into a Conservation
Easement with the Eno River Assoc. So throughout my life time I have worked in some way to
promote land conservation.
How would your particpation on this board contribute to the diversity of viewpoints?
I think a mix of my career with NC State Parks and my sustainable farming experience are a
good mix in dealing with land use issues and bring a different viewpoint that includes both public
and private ideas.

(either real or perceived) if you are appointed to this board?

Please explain your reasons for wanting to serve on this board
My experience in the recreation field and land preservation include overseeing large and small
State owned recreation areas and the management of intensive use recreation and natural
areas with different operational mandates. Because of this background and a lifetime of
conservation/recreational work experience I still have a desire to contribute to helping the public
protect and manage park areas.
How would your particpation on this board contribute to the diversity of viewpoints?
As a Park Superintendent and District Superintendent I dealt with local governments and civic
groups across the State. Having been involved in statewide management plans and local master
plans for regional parks I feel I understand the need for creativity from many sources in the
recreation field in order to meet the diverse needs of Orange Co. and surrounding areas as it
relates to both recreation and land preservation.

I have a doctoral degree in Molecular Genetics and over 15+ years of experience working within
or running research driven companies. Such responsibilities have necessitated me to develop a
network of academic collaborators across the world. I hope to bring not only my academic
training, but also the hands-on experience in future workforce training, university and industry
engagement, grants and funding resources.
Reasons for wanting to serve on this board:
I previously collaborated with and mentored Montgomery College in Germantown MD to build
their programs to nurture students for a career in life sciences. I have worked with the University
of MD along similar lines. In NC, I am currently engaged in multiple activities with NCSU. I
believe I have ideas and the necessary experience to help DTCC thrive as it continues to serve
its residents.

I am an scientist-entreprenuer in the area of agriculture and food and have served this industry
for over 15yrs. Over the years, I have developed the expertise, insight and a practical
appreciation for the farm, farmer, the community and the environment. If chosen, I look forward
to bringing my expertise and network in this area to assess, analyze and resolve issues and
explore opportunities for the benefit of the citizens of Orange County. I have a BS in Agriculture
and a PhD in Plant Biology.
Reasons for wanting to serve on this board:
As a member of the community, I have always wanted to participate and contribute, but never
could make the time. Recently, I made a decision to consciously make changes to my life and
not let work take over. Importantly though, I do have the relevant education and the life
experience that this Board could benefit from.

I have MS in Agriculture from NCSU, PhD from University of Georgia. I have worked with 7 of
the 13 Consultative Group of International Agriculture Research Institutes, dealing with various
crop commodities: wheat maize rice lentils tropical ag economics. Also work with FAO. I strive to
serve my NC community as I have done abroad for 39 years.

I return to NC and would love to serve this community of growers. I am retired and have time to
serve .

I have an international perspective on ag, ag commodities. Not many have international
experiences as I do. But not many yearn to learn more about NC and its current ag practices.
