BACKGROUND: The Southern Orange Senior Center (SOSC) has been under design for the past year. In tandem with the Board appointed design committee, the center program was established and the resulting floor plan and building design was presented to the County Commissioners for approval on June 23, 2005. The project has also been granted the required Special Use Permit Modification by the Town of Chapel Hill. The Zoning Compliance Permit (ZCP) approval is imminent and is the last remaining regulatory element needed before the project can begin construction. Four contractors submitted bids on August 4, 2005. The attached tabulation will reflect that the apparent low bidder for the project is Resolute Construction Company, Chapel Hill in the amount of $5,570,300. Coincidentally, Resolute Construction, Inc. was also responsible for the upfit of the current senior center on Elliot Road in Chapel Hill. As the Board will recall, the project calls for the construction of a 25,000 square feet facility, with a project budget of $4.9 million as approved by the Board in December 2004. $4.1 million of the project was to be funded by County bonds and alternative financing, with grants from various sources to fund the remainder Department on Aging staff remain optimistic that additional funding will be obtained; however, the amount remains speculative. Further, through the efforts of Commissioner Halkiotis, Senator Elizabeth Dole's office has accepted a grant request to construct and furnish the commercial kitchen in the facility. The County has been advised to expect final disposition of the grant request in September 2005. The kitchen is essential to many of the programs planned for the senior center, including, but not limited to, the daily nutrition program, frequent special events and perhaps the Meals-on-Wheels program. Through a combination of accepted deduct alternates included in the bid and value engineered elements agreed to by the County, the Architect and the Contractor, the cost of the bid has been reduced to $5,110,771 All essential elements remain in the project and no cost reduction element reduces the integrity of the program or operational aspects of the overall project. It is important to note that there are several cost items beyond the bid amount that are considered owner responsibilities and have been or will need to be paid by the County during the course of the project, including, but not limited to such items as: design fees, materials testing, furnishings, OWASA fees to connect facility to public water and sewer, data and telephone system wiring, fees associated with regulatory process, etc. These owner responsibility items total approximately $838,000. The combined total of the value engineered bid that the Board is being asked to award ($5,110,773) and the owner responsibility costs that will need to be paid in addition to the construction contract (approx. $883,000) is $5,993,773.
