I. Call to Order—Matt Ferguson—Chair 6:04 PM
II. Updates(15 minutes)
a. Board Members
i. Affordable apartments available at Eno Haven
ii. Matt Arlyn is having a baby therefore involvement will decrease.
iii. New member, David Parish. Introduction with staff and board.
b. Staff
i. Public Workshop by Land Use Plan staff
ii. $15M bond closed last month, CD will send packages of all applications for
board to score. Next meeting, we will score applications. Rubric will be provided
with packages to score applications.
iii. Lynn inquired about starting research on what current/old organizations are
successfully doing in affordable housing. Research is encouraged. Board can
investigate what kind of project are being funded.
iv. BOCC minutes is a good starting point to start doing research on funding
allocation for affordable housing projects.
III. Discuss Meeting Topics for the Next 12 Months (60 minutes)

i. Compile historical data from research on affordable housing projects that have
been funded previously.
ii. Each member is going to utilize the google drive to input data and the board will
pull data from the drive to put a draft together.
iii. Matt Ferguson will coordinate research groups and assign years to members to
do research.
iv. Lynn suggested to reduced timeline to 5 years. Erica's suggestion is to look at
data from the beginning. Collecting tangible data is better than collecting
historical data. It's better to monitor affordable housing funding through
historical data. Look for trends.

i. Presentation on Homelessness by Rachel Waltz
ii. Updates from Housing Authority Board
iii. Board of Adjustments deals with land use.They don't go through BOCC.
iv. Coordinate meeting/presentation with Planning Board
v. Qualified contract in year 15t" can drop to being affordable.The state makes
them sign a waiver to keep it affordable for 30 years. Property can be sold to
another buyer who is willing to keep it affordable.
vi. NC funded projects for affordable housing for the lower income bracket
population and under the contract above.
vii. Meeting with the Planning Department instead?
viii. Possible educational presentations on affordable housing by experts
ix. Collaboration with Housing Authority Board/ Planning Board to coordinate and
learn from each other's perspectives.

b. Look at data and points of interest for research.

d. Staff will share minutes on google drive.
e. Feel free to email Matt if anything comes up before the next meeting.
f. Extend invite to attend other board meetings.
