Outside Agency Application Review a. CR: Bonnie looks at every scorecard; if there isn't enough funding, the lower scored projects get cut b. EC: Wide range of what we're talking about when we talk about affordable housing. Not just rental properties, but homeownership, rehab, maintaining homes so people can age in place, etc.The process of making those kinds of things affordable for people is also valid use of funds c. Holly: Does Bonnie see comments? Only if we want to leave them in d. CEF: i. Paul: "Appropriate growth" is a hard thing to measure; everyone seems to have struggled with this. Self-Help was especially bad at estimating. ii. So Impressed by what they do with such small staff iii. Actual results weren't quite aligned with projected, but has to be expected with COVID; Paul sees issues of sustainability; budget doesn't seem totally realistic iv. In agreement that CEF should receive funding, not sure whether they should increase funding. Holly thinks yes, because costs are going up and people she has talked to speak highly of CEF.Jenn says no just because we have a limited number of resources. e. EmPOWERment i. Paul: Again, doing a lot with a small staff f. Habitat i. Mariela: Leaves out a large quantity of community members from applying/not enough people from diverse communities that are eligible to apply ii. Holly: Seems like more of a trade program than a housing program ii. Jenn:The data they give is about the students, not the seniors they're serving. It was really hard to determine who they were talking about in their program data iii. CR:This is a housing program but they need to redo their application; the economic development folks might take applications; can tell Bonnie this is how we scored based on housing, but they might score higher in other divisions iv. Jenn: Add that WE know they are a housing agency, but the words on the page don't reflect that h. PeeWee Homes: i. Jenn: numbers don't add up exactly ii. Dion: Expenses are still pretty high but they're not getting the same donation they got before iii. Paul: Requesting$14k and yet in their projected budget for next year,they're showing$21,088; thought the language was more aspirational than "this is what we're going to do" iv. Mariela: Agrees with issues around budget; It's a good program but limited to a small number of people. It's not AS good as some of the other ones i. RTT: i. Dion: Numbers were going down over the years. Not a lot of information on target ii. Holly: Divided total count of residents helped by months to find that RTT that helped about 8-9 people per month iii. Jenn:The drop of participants is not well explained/doesn't make sense. iv. Paul:Their diversity numbers were not great j. Jenn: they have a lot of money coming in from other sources, and they explicitly stated that in the application ii. Holly: Funding is going to staffing, not to Orange County Housing;Jenn interpreted that this is to be used for helping residents fill out paperwork to get the relief; Holly thinks they should have been more specific;they didn't say anything about helping with tax relief; Holly doesn't understand why they wouldn't include numbers about results iii. Jenn: they consistently have issues with their applications around clarity. They've been told this before iv. Paul: felt parts of the application were sloppy. Doesn't Northside neighborhood bump up against Carrboro, and is Carrboro not funding them at all? Mae: Historic Northside does not go into Carrboro, but some places that people call "Northside" do v. Erica: Encourages members to do research on Self-Help. Alerts us to the fact that they assist undocumented homeowners III. Member Updates a. Paul: Sun has lead article on topic of homelessness and justice, and it's very good b. Holly: Eno Haven apts currently have 7 apts that are open/ready for leasing.
