SUBJECT: Request for Public Right-of-Way Dedication and Ultimate Public Road Addition to
the State Maintained Secondary Road System for Wolf Creek Trail

PURPOSE: To authorize the County Manager and the Orange County Planning Department to
sign an exempt subdivision plat recording a North Carolina Department of Transportation
(NCDOT) right-of-way to accommodate a future street named Wolf Creek Trail within the Wolf
Creek Subdivision, which is primarily located in Chatham County.
BACKGROUND: This request includes a public right-of-way dedication and road addition to be
petitioned for acceptance to the State Maintained Secondary Road System. The road lengths
and widths are as follows:

60-ft Right-of-Way
The subject property is located in southwestern Orange County along the south side of Jones
Ferry Road (State Road 1942), at the Orange and Chatham County line (Attachment 1). The
Orange County portion of Wolf Creek Trail has a length of 0.27 miles of road and would serve as
the sole means of access for ninety-one (91) single-family residential lots in Chatham County. It
has a right-of-way width of sixty (60) feet and a pavement width of twenty (20) feet.
The exempt plat to record this right-of-way will be recorded in Orange County, pending Board of
Commissioners approval. The Wolf Creek Subdivision and right-of-way will also be recorded in
Chatham County. Wolf Creek Trail was designed to public road standards and will become a
public road when conditions meet NCDOT maintenance responsibility and ownership criteria. The
plans and permits have been reviewed and approved by NCDOT and both County Planning
Departments. NCDOT has investigated this request and has signed the Orange County plat
(Attachment 2). There are no known violations associated with the subdivision.
Conclusion: The plat meets the criteria endorsed by the BOCC for public right-of-way dedication
and ultimate acceptance of the public road into the NCDOT State Maintained System for roads.

FINANCIAL IMPACT: There is no direct financial impact to the County associated with this item.
NCDOT will incur additional maintenance responsibilities and costs.
SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is associated with
this item:
• GOAL: CREATE A SAFE COMMUNITY
The reduction of risks from vehicle/traffic accidents, childhood and senior injuries, gang
activity, substance abuse and domestic violence.
The addition of residential streets to the State Maintained Secondary Road System results in
positive outcomes related to the aforementioned goal.
ENVIRONMENTAL IMPACT: There is no Orange County Environmental Responsibility Goal
impact associated with this item.
RECOMMENDATION(S): The Manager recommends that the Board:
1) Authorize the Manager and Planning Director to sign the plat; and
2) When received, authorize the Planning Director and Manager's Office to forward the
applicant's petition to NCDOT recommending the addition of Wolf Creek Trail into the State
Maintained System.
