June 1, 1964
The Orange County Board of Commissioners met -n regular session on Monday, June 1, 1964,
at 10:00 otclook A.M., in the Commissioners Room at the Courthouse in Hillsboro, N. C.
.Members present: Chairman Donald Stanford, Commissioners Harvey Bennett, Gordon Cleveland,
Henry S. Walker and Carl M. Smith.
Members absent: None.
The mimrtes were read and approved after a correction concerning the addition of a motion
regarding the increase of the County Welfare Board from a three man to a five man Board.
A complaint was lodg6d by Clyde Scott against the operation of a store owned by Classie
Dean. Mr. Scott stated that the care congested the street, that there was frequent boisterous and
loud conduct, and that the store was generally disturbing the neighborhood. Chairman Stanford
advised Mr. Scott that his complaint would be brought to the attention of the Sheriff, even though
it was felt that this neighborhood was within the corporate limits of the town of Hillsboro.

Chairman Stanford brought to the attention of the Board that the position of Vice Recorder
for Orange County's Recorders Court was now vacant due to the resignation of L. J. Phipps. Discussion
ensued concerning said matter. It was agreed that this matter be referred to the Orange County Bar
Association for their recommendations, and George.Levings, County Attorney, was requested to bring
this matter to their attention.
Chairman Stanford read the following telegram from D. W. Brosnan, President of Southern
Railway System-
I am delighted to tell you that Southern Railways reduced grain freight rates
have been upheld by the U. S. District Court in Cincinnati. This big victory
for the right to save people money through reduction in artificially high
freight prices will surely mean a lot to the people and the eoonamy of your
community. Your support in this fight is gratefully acknowledged as having
contributed greatly to this wonderful result.
Chairman Stanford read a letter from 0. David Garvin, District Health Officer. Dr. Garvin
requested that the District Health Department be given two window air conditioners by the County
after the completion of the installation of air conditioning in the oourthouse.. These air conditioners
can be used in the Chapel Hill office located on the University campus. Dr. Garvin also requested
that the Board consider donating two or three units to the Person County Health Center, as this
center accommodates a number of Orange County residents.
The Board agreed that at the proper time the District Health Department in Chapel Hill
should receive some of the units, but that any additional units could be used by other governmental
agencies located in this county.
Commissioner Smith presented the program and by-laws which have been adopted by the Health
Planning Council for Central North Carolina, He stated that all agencies connected with the proposed
program had been contacted and that general agreement had been reached-within these groups.
Upon motion of Co-missioner Smith, seconded by Commissioner Bennett, the following resolution
was unanimously adopted:

THE BOARD OF COMMISSIONERS OF ORANGE COUNTY
On request of the organizational Committee of the Cotmaunity Health
Organization, and after study of the Charter and By-Laws and the -nominations
to membership on the Health Planning Council for Central North Carolina, we the
Board of County Commissioners of Orange County do hereby approve the principle
of areawide planning for the improved health care of the three Counties of Orange,
Durham, and Wake, as represented by the Health Planning Council for Central
North Carolina.
Upon motion of Commissioner Smith, seconded by Commissioner Cleveland, the following reso- .
.cation was unanimously adopted:

The Board of Commissioners of Orange County in official meeting hereby
approve for membership on the Health Planning Council of Central North Carolina,
in accordance with the provisions of the Charter and By-Laws of the Council, for a
term of office beginning June 1, 1964, the following persons:

Upon motion of Commissioner Smith, seconded by Commissioner Bennett, the following resolution
was unanimously adopted:
RESOLUTIDN June 1, 1961:
The Board of Commissioners of Orange county in official meeting hereby
authorize the expenditure of $750.00 toward the operating expenses of Health
Planning Council for Central North Carolina, said fund to be charged to
Emergency Fund account.
This authorization is in accordance with the official request from
Community Health Organisational Committee dated February 3, 1964.
Upon motion of Commissioner Smith the following list of official nominations for membership
on the Health Planning Council from Durham, Orange, and wake counties was approvedt

Upon motion of Commissioner Bennett, seconded by Commissioner Smith, and unanimously
adapted, W. M. Russ Company of Raleigh was awarded the auditing contract for Orange County.

Upon motion of Commissioner Walker, seconded by Commissioner Cleveland, and unanimously
adopted, Howard Compton of the Carr Community was appointed to a three (3) year term on the County
Felfare Board. This term effective as of July 1, 196h.
Sheriff C. D. Knight and Deputy Sheriff, Avery Maddry, appeared before the Board.
ommissioner Bennett informed Sheriff Knight of the complaint he had received concerning loud
)artier which were being held on property owned by Frank Carlisle, but which was being rented to
tudents. Deputy Sheriff Maddry stated that all calls being received fromthis type of complaint
ad been answered, and that no call had been received on the night to which Commissioner Bennett
ad referred.

Chairman Stanford discussed with Sheriff Knight the complaint lodged earlier by Clyde
Scott. Sheriff Knight reported that he had on occasion been summoned to these premises, but that
his jurisdiction did not include this area. It was agreed that a letter should go from the County
Board to the Town of Hillsboro concerning this matter.
There being no further business to come before the Board, this meeting was adjourned.

The Orange County Board of Commissioners met in special session on Friday, June 19, 1964,
at 10:00 o'clock A.M., in the Commissioners Room in the Courthouse in Hillsboro, N. C.
Members present: Chairman Donald Stanford, Commissioners Harvey Bennett, Gordon Cleveland,
Henry S. Walker and Carl M. Smith.
Members absent: None.
T. A. Burton, C. I. Walters, Paul Welsh, J. B. Taylor and Earl Hoover, representatives of
the Seventh Division of the North Carolina Highway Commission, appeared before the Board to present
the North Carolina State Highway 1964-1965 Secondary Road Program for Orange'County.
