Committee for Advisory Board Policies and Procedures a. Committee was formed at last meeting to reconcile discrepancies between these two documents: (1) The Orange County Board of County Commissioners Page 2 of 8 Advisory Board Policy and(2) Animal Services Advisory Board Policies and Procedures b. Lucia Welborne, Allan Polak, Dawn Roberts, Debby Hill and Mike Delafield were on the committee. Debby Hill is the chair. c. Findings presented by Debby Hill (supporting document attached) i. In general, when there is conflict between the policies, the ASAB policy takes precedence. Any ASAB policy that we think should be changed will need to go to the BOCC ii. Advisory Board member term limits align with BOCC guidelines—Tara May(Deputy Clerk to the BOCC)keeps track of these and advises OCAS when member terms are done. iii. Action item created for Holly Pittman to let all board members know where they stand in their term(s) iv. Officer terms and term limits differ—BOCC stipulates 1 yr terms, with a maximum of 3 terms. ASAB stipulates 2 yr terms, with no maximum. v. Quorum of members necessary to conduct business should align with BOCC policy because it's more detailed vi. Member Meeting Absences—defer to BOCC policy of removal for missing 3 consecutive meetings or 25% of meetings within a 12 month period. vii. Orientation training of members—change the wording to reflect that orientation may be a video or powerpoint presentation and completed individually within 3 months of appointment. Vote to change Animal Services Advisory Board Policies and Procedures VI. 1. to: Within three months of his or her appointment to the ASAB, each member shall complete an approved orientation to familiarize the advisory board members with the operation of County government, the department organization and policies, and the operating procedures of the ASAB. Cathy Munnier, Allan Pollak and Mike Delafield wrote a script for the hearing panel chair to use. This will be presented to the county attorney to make sure that it adheres to the NC and Orange County ordinances. Monthly Meeting Attendance Record : Confirmed through approval of meeting minutes Animal Services Advisory Board: 1. Current Vacancies—Lynne DuBose has resigned, so her position (non-municipality) is vacant. Paula Kotarakos was appointed on March 7, 2024. 2. Tracey Little has had 3 absences, so will be notified that she may be removed from the ASAB by the BOCC. This Town of Hillsborough position will then be vacant 3. Debby Hill and Mike Delafield are coming to the end of their first term in June, 2024 and need to confirm desire to continue to 2nd term. 4. Lucia Welborn will be finishing her 2nd term June 30, 2024. Animal Welfare & Advocacy position will be open then Old Business: None Page 6 of 8 Information Items: 1. OCAS Developments presented by Dr. Sandra Strong A. Large donation of food and supplies from Chewy.com split between OCAS and Chatham County shelter—will be used for community pet food assistance. Part of this will go to the Meals on Wheels Pet Pantry. B. Now fully staffed at OCAS. Final ACO position has been filled. There will be a temporary animal care position open in anticipation of summer needs. C. Received $20,000 grant for spay/neuter recently D. Now partnering with Vine Veterinary Hospital in Chapel Hill and St. Francis Animal Hospital in Durham for low cost services for OCAS patients and community patients. E. Press release today because there are more dogs at OCAS than we tend to have at this time of year. F. Tiano Schifano has started her new position at OCAS as the Assistant Director. Informal Discussion: Dawn Roberts has offered her forklift and trailers to assist with movement of supplies at OCAS as needed.
