PURPOSE: To discuss appointments to the Advisory Board on Aging.
BACKGROUND: The Advisory Board on Aging suggests policy and makes recommendations to
the Board of Commissioners and the Department on Aging while acting as the liaison between
older adults of the County and County government. It is charged with promoting needed services,
programs, and funding that impacts older residents.
The Board of County Commissioners appoints all twelve (12) members.

Dear Chair Bedford,
At the December 8th, 2023 meeting of the Orange County Advisory Board on Aging they made
several recommendations for board appointments. The board requests that the following
recommendations be taken into consideration. The board request that the following persons be
reappointed:
The board requests that Jeff Charles be considered for appointment to a second term. He has been
actively involved in the implementation of the 2022-27 Master Aging Plan by serving on the
Transportation Workgroup. As a stroke survivor,he has provided a valuable perspective in many
areas of the Aging Board's work.
The board requests the appointment of Ann Bradford to her first full-term. She was first appointed
to a partial term on 3/7/23. Ann is the Vice-Chair and if reappointed will become the board chair
on July 1, 2024. Ann is actively engaged in the implementation of the 2022-27 MAP and serves on
the Housing workgroup. She is also involved in the planning of the Direct Care Worker Awards
annual event.
The board requests the appointment of Sandy Walker for a second term. She has been actively
involved in the implementation of the 2022-27 MAP and serves on the Community Support and
Health Workgroup.
At the April 9, 2024 meeting the board voted to recommend Jonathan Wilner and Shahnaz GiGi
Rashdi be appointed to the board. Both candidates have attended a board meeting. They both
bring excellent skills and perspectives to the board.

I was an MSW intern at the OCDOA in 1999-2000 and was subsequently hired full time by the
organization. I have my MSW from UNC CH with a Certificate in Aging. For over 20 years I have
worked as a geriatric care manager and director of home care agencies--I assessed client
needs; implemented and supervised care plans; supervised the in-home staff and finally
oversaw the entire operation of the actual home care agencies. For over 6 years, I was an active
member(serving as VP and Pres) of the largest region of the NAPGM (now known as ALCA).
This advocacy organization worked to educate and support professionals working with older
adults in all levels of care.
Reasons for wanting to serve on this board:
I would like to contribute my knowledge and expertise in the field of aging services to my local
community. As a Carol Woods employee, I would like to reengage the organization in advancing
the quality of life and care for all older adults in the OC.
Contribution to the diversity of viewpoints on this board:
As the director of home care at Carol Woods, I am in a position to see individuals in all levels of
care and levels of ability. My knowledge and expertise can be expanded to look at older adults
throughout the entire Orange County. My past experience with the OCDOA was a foundation for
me to meet all individuals and assess their needs whatever their current situation and wherever
they may live.

Please explain how your background, education and experience is relevant to this board
My background is diverse. I have a degree in Economics from the Wharton School and an
M.F.A, in Film/Screenwriting from the University of Miami. I have been an actor, stage director,
college instructor business person, non-profit Artistic Director(East Wind Theatre Company, NY;
Philadelphia Area Repertory Theater), Executive Director (Delaware Vally Arts Institute; The
ArtsCenter), and taught for the Lincoln Center(NY;) in their arts in education non profit. I was the
founder of FimFest (Bucks County, PA) a yearly film festival. All of this diversity is relevant to the
functioning of any board.
Please explain your reasons for wanting to serve on this board
I am 77 years old and concerned about, what I perceive to be, a dearth of senior resources in
Carrboro. I am well aware of the work that Orange County has done in serving senior citizens,
but feel as though there are more ways to serve us.
How would your particpation on this board contribute to the diversity of viewpoints?
I am a senior citizen and understand the problems facing my peers. I am married to a senior
citizen who is further challenged by being a survivor of a debilitating illness. I was a caretaker for
my mother, while she was alive. I was a Teaching Artist and administrator, who brought arts-
related programs into senior living environments. In short. my background in the arts, business
and education gives me a broad perspective from which to generate ideas.

services/access and communication processes to the older/mature residents in Orange Co.

As a maturing resident within Orange Co, I want to both help build and plan for the aging
population's needs based on available resources and current knowledge of services that
improve the individual's requirements for quality of life.

As a Hispanic woman, I would bring my upbringing into the conversation/discussion on how to
best include and address my group's best interests.

Orange County Planning Board
Please explain how your background, education and experience is relevant to this board
Planning is something I do on a daily basis while working on clinical trials. From organizing the
review of the studies to be undertaken and editing of the various manuals and files used to
ensure the protection of humans. My role is 100% based on planning what is best for the

company I work for to execute the studies. As an auditor, I review the data in front of me to
confirm the cleanliness and completeness of the sites conducting our studies. I believe these
skills and experiences will be a value add to this commission.

As a prior HRC member at large, I've had to sit and listen to our county's residents discuss
various issues, including concerns on how we as a county are changing the landscape of
Orange Co. My hopes are to be part of the conversation to find a balance between the needs of
our county and its residents wants/needs.

I hope to bring a range of experiences, from work skills to a woman as specifically a Hispanic
woman's view point to the table.

I am a doctoral student in sociology at UNC-Chapel Hill. For my dissertation research, I am
conducting an ethnographic study of the the politics of eldercare in the Triangle area. As part of
this research, I have been getting involved in the advocacy work of the North Carolina Coalition
on Aging and Friends of Residents in Long Term Care. More personally, I have experienced my
family s challenges navigating systems of aging and eldercare. These personal experiences
inform my interest in improving systems of care and aging as much as my educational and
professional experiences.
Reasons for wanting to serve on this board:
I am extremely impressed by the scope and variety of aging services in Orange County. At the
same time, our community(reflective of the country at large), is approaching a crisis as aging
services stretch to meet the needs of our aging population. I hope that by serving on this board I
could contribute to improving aging services in our community. I would also hope to learn more
about strengths of the existing services in Orange County by serving on this board.
Contribution to the diversity of viewpoints on this board:
I would bring a sociological perspective to the board. My strengths lie in being able to connect
specific issues to broader social, political, and economic structures. Though I spend most of my
time thinking and learning about issues related to aging, I am a newcomer to the field and am
relatively young, which might also offer a different perspective to the board.

My wife and I started One You Love Homecare of Chapel Hill in 2021, serving seniors in the area
by providing non-medical personal and companion services that allow seniors to remain home
as long as possible. This journey we are on began when my mother passed away in 2012, and
my wife and I became the primary caregivers for my father, a retired dentist with advanced
Alzheimer's. We learned a great deal about the caregiving industry, using CNAs/Companion
caregivers to augment our care for my father during the time he was with us. When it was no
longer safe for him to remain at our home, I conducted extensive research on memory care
facilities in Wake County before finally selecting a new home for him. During his stay there, we
continued to provide volunteer support to his facility and donated a number of items for the care
of their patients. For caregiver training, we attended conferences designed specifically for
caregivers in the Alzheimer's and dementia area, and we joined caregiver support organizations
which provided ongoing support over the lifecycle of the caregiving experience into the post
period after the loved one has passed away.

As I've worked to build our own business, I've visited a number of adult care facilities in the area.
All facilities are not the same, and many are suffering from staffing shortages leading to limited
care for patients which sometimes may even lead to injury. I'm passionate about all seniors
having dignity and quality care in their last years regardless of their demographic or personal
situation.
How would your particpation on this board contribute to the diversity of viewpoints?
While I can't help but bring my own viewpoint to any situation or discussion, I firmly believe in the
dictates of respect and kindness. Additionally, I've been a sales executive in the IT and
cybersecurity solutions/services market for well over a decade managing teams ranging from
local to regional to national to global responsibility. My last two positions entailed opening and
managing the European market for a company, which required the ability to work in and
communicate with a number of different cultures. Most recently I ran global sales for an
international company where I was daily presented with the challenges for working with
completely different cultures. If it matters, I have had two daughters living in Chapel Hill/Carrboro
for the last twelve years. They have both been very involved in the food services industry of
Orange County during this time. If anyone reading this ever ate at Panciuto in Hillsborough prior
to the lockdown, they have more than likely met them both. I have learned much in the way of
mutual acceptance and kindness as well as communications with my daughters over the years
proving that old dogs can learn new tricks. They are the main reason we relocated to
Hillsborough after downsizing.
