PURPOSE: To receive a briefing from Clarion Associates, LLC, on the Land Use Plan 2050 for
discussion and feedback.
BACKGROUND: At its February 15, 2024 work session, the BOCC received a presentation with
a review of the first community engagement window outcomes and project deliverables, including
Stakeholder Summary Report and the Community Policy Profile. Following is a link to the agenda

Tonight's presentation will be the Board's third from Clarion and will include a briefing on project
work completed and underway. More specifically, progress towards the development of land use
alternatives that will be used to test and explore policy options for the new Plan will be discussed.
Much of the basis informing this presentation and discussion is data that can be found in the
project's Fact Book and the responses collected from Community Engagement Window #1 . This
will be an opportunity for the Board to ask questions and offer input for refining land use
alternatives prior to the next community engagement window this fall.
Additional information is provided in Attachment A. A PowerPoint presentation will be provided at
the meeting.
FINANCIAL IMPACT: There is no financial impact associated with this item.
SOCIAL JUSTICE IMPACT: There is no Orange County Social Justice Goal impact associated
with this item.
ENVIRONMENTAL IMPACT: There is no Orange County Environmental Responsibility Goal
impact associated with this item.
RECOMMENDATION(S): The Manager recommends that the Board:
1. Receive the briefing from Clarion Associates;
2. Discuss; and
3. Provide feedback.

RE: Discussion of the Comprehensive Land Use Plan with the Orange County Board of
Commissioners
This memorandum outlines the Comprehensive Land Use Plan (CLUP)project presentation and facilitated discussion
that will be conducted at the April 30, 2024,Orange County Boad of Commissioners work session.
1. The first objective of the meeting is to brief the Board on project progress.The presentation will provide an
overview of Phases 2 and 3 work completed and the Phase 4 work that is underway.The graphic below
provides an overview of the Land Use Plan 2050 phases.

2. The second objective is to update the Board on progress to develop land use alternatives that will be used to
test and explore policy options for the new Land Use Plan. This will include a presentation on the following:
a. The purpose and intent of testing land use alternatives as part of developing an updated Land Use
Plan and how this information will be used to guide policy direction.
b. The process that has been undertaken to define the land use alternatives, including guidance from
community sentiments shared during stakeholder interviews and community engagement window#1,
and technical findings available in the Fact Book.
c. The policy concepts being tested for each of the land use alternatives and initial outcomes of the
modeling analysis.

d. The general approach for testing the land use alternatives with residents through community
engagement window#2.
The Board will be able to ask questions and provide their feedback on the land use alternatives. The land use
alternatives will be refined and then presented to the public for their feedback later this year as part of Community
Engagement Window#2.
