Schedule Revisions
PURPOSE : To approve budget , grant , and capital project ordinance amendments for Fiscal Year
;
2023 -24 .
Planning and Inspections
1 . Communications Towers Trust Fund — The Communications Tower Trust Fund accounts
for application fees paid to the County by telecommunication companies , with these fees
being used to pay costs associated with determining tower location and construction . This
budget amendment appropriates $ 6 , 000 in revenue received to pay consultant costs for
reviewing telecommunication applications . The consultant fee is paid only after the project is
closed out , in compliance with the County ' s Unified Development Ordinance . This budget
amendment provides for the receipt of these funds in the Communications Towers Trust
Fund , outside of the General Fund .
SOCIAL JUSTICE IMPACT : There is no Orange County Social Justice Goal associated with
this item .
Criminal Justice Resources
2 . The Criminal Justice Resources Department has received $ 1 , 250 in donations from the
Orange County Bail Bond Justice Project to assist with client transportation and other client
needs for use in FY 2023 -24 . This budget amendment provides for the receipt of these
additional funds in the General Fund .
SOCIAL JUSTICE IMPACT : The following Orange County Social Justice Goal is applicable
to this item :
• GOAL : FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION AND
INEQUITY
The fair treatment and meaningful involvement of all people regardless of race or
color ; religious or philosophical beliefs ; sex , gender or sexual orientation ; national
origin or ethnic background ; age ; military service ; disability ; and familial , residential or
economic status .
Asset Management Services
3 . The Asset Management Services Department requires an additional $ 7 , 000 in funds to
purchase and install a storage building at the Robert & Pearl Seymour Center . This will
ensure the proper storage of tables and chairs to ensure safety and fire code compliance .
These expenses will be funded with a transfer from the County Capital reserves .
SOCIAL JUSTICE IMPACT : There are no Orange County Social Justice Goals associated
with this item .
Department of Health
4 . The Health Department requests to amend the County Fee Schedule to include the new
fees detailed in Attachment 2 . These changes to the fee schedule do not affect revenues
budgeted for FY 2023 -24 . The proposed new Personal Health Division fees are intended
to cover the costs of new services provided . These fees were approved by the Board of
Health in February 2024 .
5 . The Health Department has received $ 50 , 000 in funding from the University of North
Carolina at Chapel Hill to participate in a study , called the Achieve Study , to demonstrate
the impact of a new strategy on hypertension treatment in Maternal Health patients . This
funding will be utilized for training , travel , and supplies . This is a multi -year grant and
appropriates funding in the following grant project , outside of the General Fund :

The creation and preservation of infrastructure , policies , programs and funding

Bond Referendum
6 . In a separate abstract for this April 16 , 2024 meeting , the Board will consider establishing
a 2024 Bond Education Committee in preparation for the proposed November 5 , 2025 bond
referendum . To facilitate the dissemination of information about the bond , this amendment
allocates $ 50 , 000 from fund balance for use by the Committee .
SOCIAL JUSTICE IMPACT : The following Orange County Social Justice Goal is
applicable to this item :
• GOAL : ENABLE FULL CIVIC PARTICIPATION
Ensure that Orange County residents are able to engage government through
voting and volunteering by eliminating disparities in participation and barriers to
participation .
Environment, Agriculture , Parks and Recreation

7 . The Department of Environment , Agriculture , Parks and Recreation has received $ 24 , 000
in donations for the Little River Regional Park and Natural Area , aDurham /Orange County

Partnership , from the annual Trail Run . This donation from the Trail Heads organization
will be utilized for park projects and equipment . This amendment recognizes these
donations and appropriates the additional funding in the following grant project ordinance , I'
outside of the General Fund :

SOCIAL JUSTICE IMPACT : The following Orange County Social Justice Goal is
applicable to this item :
• GOAL : ESTABLISH SUSTAINABLE AND EQUITABLE LAND - USE AND
ENVIRONMENTAL POLICIES
The fair treatment and meaningful involvement of people of all races , cultures ,
incomes and educational levels with respect to the development and
enforcement of environmental laws , regulations , policies , and decisions . Fair
treatment means that no group of people should bear a disproportionate share
of the negative environmental consequences resulting from industrial ,
governmental and commercial operations or policies .
Department on Aging
8 . The Orange County Department on Aging has received notification of additional Home and
Community Care Block Grant funds , distributed by the Triangle J Council of Governments ,
in the amount of $ 41 , 769 . These funds will be used to provide additional support toward
the Lunch Program , Wellness Program , and Community Based Supplies . This budget
amendment provides for the use of these funds during the current fiscal year .
SOCIAL JUSTICE IMPACT : The following Orange County Social Justice Goal is
applicable to this agenda item :
• GOAL : CREATE A SAFE COMMUNITY
The reduction of risks from vehicle/traffic accidents , childhood and senior injuries ,
gang activity , substance abuse and domestic violence .
ENVIRONMENTAL IMPACT : There are no Orange County Environmental Responsibility Goal
impacts associated with these items other than as noted otherwise above .
FINANCIAL IMPACT : Financial impacts are included in the background information above . This
budget amendment provides for the receipt of these additional funds in FY 2023 -24 and increases
the authorization of the General Fund by $ 100 , 019 , the Multi -Year Grant Fund by $ 74 , 000 , the
County Capital Reserve by $ 7 , 000 and the Communication Towers Trust Fund by $ 6 , 000 .
RECOMMENDATION ( S ) : The Manager recommends the Board approve the budget , grant , and
capital project ordinance amendments for Fiscal Year 2023 -24 .
