PURPOSE: To consider two reappointments to the Carrboro Planning Board.
BACKGROUND: The Board of County Commissioners (BOCC) makes four appointments to
the Carrboro Planning Board, two of which are for Extraterritorial Jurisdiction (ETJ) positions
and two of which are for Transition Area (TA) positions.
Two of our members, Frank Hammill and Susan Poulton, have terms which expired 2/28/04,
They have requested, and are eligible for, reappointment.
The Carrboro Board of Aldermen adopted a Resolution Requesting Appointments to the
Carrboro Planning Board (see attached) in which the reappointments of Mr. Hammill and Ms.
Poulton are requested. The Resolution was received in the Clerk's office on March 12, 2004,
It is a statutory, requirement that the BOCC make reappointments to Carrboro Planning Board
ET.I and/or Transition Area positions within 90 days after receiving such a Resolution;
otherwise, the Carrboro Board of Aldermen may make these reappointments. The deadline for
the BOCC to make these reappointments is June 10, 2004.

RECOMMENDATION(S): Consider making the following reappointments to the Carrboro
Planning Board; Frank R. Hammill, ETJ position, for a first full term and Susan Poulton to a
Transition Area position for a second full term, both terms to expire February 28, 2007,

The Carrboro Board of Aldermen at its meeting on March 2, 2004 adopted the attached resolutions
requesting appointments to the Carrboro Board of Adjustment and Pla~nung Board. l
The Boaz'd is requesting that Mr. John Ring be re-appointed to a Transition Area seat on the Boazd
of Adjustment. His new term will expire in February 2007,
In addition, the Board is requesting that Sus. oulton azrd Frank Hamrnill be annotntedTo,
Transition Area seats on the Planning]~o>au1. Ms. Poulton's term would expire in February 2005,
and amnu s term would expire in February 2007..
The Board is also requestine that David Clinton be appointed to an LTJ seat on the Plamring Board.
His term would expire in February 2007.
We would appreciate your submitting these resolutions to the County Conunissioners for
consideration.

A RESOLUTION REQUESTING APPOINTMENTS TO THE
CARRBORO PLANNING BOARD
Resolution No. 121/2003-04
WHEREAS, as a result expiration of terms and vacancies, it is necessary to appoint persons to seats
reserved on the Carrboro Plarming Board for persons residing within the town's Transition Area and
Extraterritorial Planning Jurisdiction: and
Hall
WHEREAS, by state statute and town ordinance, the Orange County Boazd of Commissioners initially has
the authority and responsibility to appoint Transition Area and Extraterritorial Planning Jurisdiction members to the
town's Planning Board.
NOW, THEREFORE, THE BOARD OF ALDERMEN OF THE TOWN OF CARF2BOR0 RESOLVES:
Section 1. The Orange County Board of Commissioners are respectfully requested to appoint the following
individuals to Transition Area seats on the Carrboro Planning Board:
Ms. Susan Poulton (term expiration: 2/2005)

Section 5. This resolution shall become effective upon adoption.
