PURPOSE: To consider one reappointment to the Carrboro Board of Adjustment.
BACKGROUND: The Board of County Commissioners (BOCC) makes two appointments to
the Carrboro Board of Adjustment, one an Extraterritorial (ETJ) position and one a Transition
Area position.
Mr, John Ring has been serving as a TA representative in a first term which expired 02/28/2004
and wishes to be reappointed. Additionally, he has been recommended by the Carrboro Board
of Aldermen by a Resolution (see attached) for this appointment, The Resolution was received
by the Clerk to the BOCC on March 12, 2004.
It is a statutory requirement that the BOCC make an appointment to a Carrboro Board of
Adjustment ETJ and/or Transition Area position within 90 days after receiving such a
Resolution; otherwise, the Carrboro Board of Aldermen may make this appointment, The
deadline for the BOCC to make this appointment is June 10, 2004.
FINANCIAL IMPACT: None,
RECOMMENDATION(S): Consider making one appointment to the Carrboro Board of
Adjustment as the Board may decide.

The Carrboro Board of Aldermen at its meeting on March 2, 2004 adopted the attached resolutions
requesting appointments to the Carrbor' o Board of Adjustment and Planning Board..
The Board is requesting that Mr. John Ring be re-appointed to a Transition Area seat on the Board
of Adjustment. His new term wilhexpire in Febru 02ary 07. ~~
In addition, the Board is requesting that Susan Poulton and Frank Hammill be appointed to
Transition Area seats on the Planning Board. Ms. Poulton's term would expire in February 2005,
and Mr. Hammill's term would expire in February 2007..
The Board is also requesting that David Clinton be appointed to an ETJ seat on the Planning Board..
His term would expire in February 2007.
We would appreciate your submitting these resolutions to the County Commissioners for
consideration.

A RESOLUTION REQUESTING AN APPOINTMENT TO A
TRANSITION AREA SEAT ON THE CARRBORO BOARD OF AD.TUSTMENT
Resolution No. 120/2003-04
WHEREAS, as a result of an expiring term, it is necessary to appoint a person to a seat reserved on the Carrboro
Board of Adjustment for persons residing within the town's Transition Area; and
WHEREAS, by state statute and town ordinance, the Orange County Boazd of Commissioners initially has
the authority and responsibility to appoint Transition Area members to the totim's Boazd of Adiustment.
NOW, THEREFORE, THE BOARD OF ALDERMEN OF THE TOWN OF CARRBORO RESOLVES:
Section 1. The Orange County Board of Commissioners is respectfully requested to appoint the following individual
to a Transition Area seat on the Carrboro Boazd of Adjustment, whose term would expire in February 2007:

Section 2, If the Orange County Board of Commissioners fails to appoint persons willing to serve in the
capacity described above within 90 days after receiving this resolution, then the Canboro Boazd of Aldermen may

Section 3, The Town Clerk shall send a copy of tlvs resolution to the Orange County Manager.
Section 4. This resolution shall become effective upon adoption.
The foregoing resolution having been submitted to a vote, received the following vote and was duly adopted
this 2nd day of March, 2004:
