HomeMy WebLinkAboutMinutes - 19640429A special meeting of the Board of Commissioners for the County of Orange, North Carolina, was held at the County Courthouse in Hillsboro, North Carolina, the regular: place of meeting at 10 o'clock A.M., April 29, 1964. Present: Chairman Donald M. Stanford and Commissioners Harvey Bennett, Gordon Cleveland, Carl M. Smith and Henry S. Walker. Absent: None Also present: S. M. Gattia, County Accountant, and Betty June Hayes, Register of Deeds and ex officio Clerk of Board of Commissioners. The Chairman announced that a special meeting bad been called to be held at 10 o'clock A.M., on April 29, 1964, at the County Courthouse in Hillsboro, North Carolina, and that two days' written notice in the following form bad been given to each of tbe? Board members and a copy thereof bad been posted on the County Courthouse bulletin board at 4:00 o'clock P.M., on April 25, 1964, and has remained so posted: NOTICE OF SPECIAL MEETING OF THE. BOARD OF COMMISSIONERS FOR ORANGE COUNTY, NORTH CAROLINA NOTICE IS HERESY GIVEN that a special meeting of the Board of Commissioners for the County of Orange, North Carolina, will be bold at 10 o'clock A.M., April 29, 1964, at the Courthouse in Hillsboro, North Carolina, for the purpose of taking any necea- e of businessoas$may comeobeforeothebBoard Bond Orangec County nanconnection with the d acting upon such otherauthorization s/s Donald M. Stanford Chairman of Board of Commissioners Dated this 25th day of April, 1964• Thereupon Commissioner Smith introduced the following order authorizing bonds which was read: ORDER AUTHORIZING $40,000 COUNTY COURTHOUSE BONDS BE IT ORDERED AND RESOLVED by the Board of Commissioners for the County of Orange: 1. That, pursuant to The County Finance Act, as amended, the County of Orange, North Carolina, is hereby authorized to contract a debt, in addition to any and other other debt which said County may now or hereafter have power or authority to contract, and in evidence thereof to issue County Courthouse Bonds in an aggregate principal amount not exceeding $40,000 for the purpose of providing funds, with any other available funds, for remodeling and improving the County Courthouse. 2. That the purpose for which said bonds are authorized as herainabove set forth and for which the proceeds of the bonds will be expended is hereby found and declared to be a necessary expense of the County of Orange within the meaning of Section 6 of Article VII of the Constitution of North Carolina. 3. That a tax sufficient to pay the principal of and the interest on said bonds when due shall be annually levied and collected. 4. That a statement of the County debt has been filed with the Clerk and is open to public inspection. 5. That this order shall take effect thirty days after the first publication thereof after final passage, unless in the meantime a petition for its submission to the voters is filed under said Act, and that in such event it sball take effect when approved by the voters of the County at an election as provided in said Act. The Board thereupon designated the County Accountant as the officer to make and file with the Clerk the statement of debt and assessed valuation of the County as required by The County Finance Act, as amended, to be filed before the final passage of the order which was introduced at this meeting. Thereupon the County Accountant filed with the Clark, in the presence of the Board, the statement of debt and assessed valuation as so required. The order authorizing $40,000 County Courthouse Bonds was thereupon passed on first reading. On motion duly made and unanimously carried the Board fixed 10 o'clock A.M., May 12, 1964, as the hour and date for the public hearing upon the foregoing order, and directed the Clerk to publish said order, together with the appended note as required by The County Finance Act, as amended, in The News of Orange County not later than the tenth day before said date. ORANGE COUNTY STATEMENT CONCERNING OTHER THAN SCHOOL INDEBTEDNESS 340 I, S. M. Gattis, County Accountant of the County of Orange, North Carolina, do make and file the following statement of the financial condition of said County, havi been designated by the Board of Commissioners for that purpose. Said statement includ- es a statement of debt incurred and to be incurred for other than school purposes under orders either introduced or passed, whether evidenced by bonds, notes or otherwise, and whether incurred by original creation of the debt or by assumption of debt, including debt to the State or any department thereof, but not including obligations incurred to meet appropriations in anticipation of revenues to an amount not exceeding the amount of the last preceding tax levy for other than school purposes. (a) The assessed valuation of property as last fixed for county taxation (b) Outstanding debt for other than school purposes 11(c) Bonded debt for other than school purposes to be incurred under orders either introduced or passed County Courthouse Bonds (d) The sum of items (b) and (c) (e) Sinking funds (except school sinking funds), being money or investments thereof pledged and held for the payment of principal of debt outstanding for other than school purposes (f) Moneys payable to the County by a railroad or interurban rail- way company under contract, as all or part of the cost of grade crossing elimination, if such moneys are pledged to and when collected will be used in the retirement of outstanding debt for other than school purposes (g) Amount of unissued funding and refunding bonds not for school purposes included in gross debt (h) The sum of items (e), (f) and (g) (i) Net debt, for other than school purposes, being the sum by which item (d) exceeds item (h) Q) The percentage that the net debt for other than school purposes bears to said assessed valuation $150,000.00 $ 40,000 $ None $ None $ None /a/ S. Upon motion of Commissioner Cleveland, seconded by Commissioner Walker, and unanimously adopted, it was agreed that the principal of said bonds be paid in five (5) equal annual installments. The County Administrator presented the following questionaire from Alex McMahon, tive Secretary of the N. C. Association of County Commissioners. Name of County Orange 1. The Griffenhagen-Kroeger Report recommended that legislation be adopted to allow a board of county Commissioners, if it voted to do so, to take over responsibili for local administration of public welfare. If such legislation were passed, the boar could decide to take responsibility for appointing the county welfare director, for making local policies within State Welfare Board rules, and for appointing an advisory board to advise the county commissioners and the welfare director on welfare matters. If legislation along these lines is presented to the General Assembly, would you like your county indluded in it? Yes OC) 'No ( ) 34'7 2. Instead of permissive legislation, mandatory legislation could be developed. This would actually abolish the present county welfare board, transfer its duties to the board of county commissioners, require the county commissioners to appoint the welfare director, and allow the board to appoint an advisory committee.
