HomeMy WebLinkAboutMinutes - 196404203 44 Minutes of the Board of County Commissioners April 20, 1964 The Orange County Board of Commissioners met in special session on Monday, April 20, 19643 at 8:00 o'clock P.M., in the Commissioners atom at the Courthouse in Hillsboro, N. C. Members present: Chairman Donald Stanford, Commissioners Harvey Bennett, Gordon Cleveland, Carl M. Smith, and Henry S. Walker. Members absent: None. Sherman Shelton, County Farm Agent, introduced his District Supervisor, Mr. McNeil, who requested that Mr. Shelton be granted a leave of absence without pay from May 1, 1964, through November 30, 1964. This leave of absence is desired to enable Mr. Shelton to become a technical leader of a group of ten Africans studying agricultural problems in this country. The Board discussed this matter. Upon motion of Commissioner Walker, seconded by Commissioner Smith, and unanimously adopted, said leave of absence was granted to Mr. Shelton. Upon motion of Commissioner Cleveland, seconded by Commissioner Smith, and unanimously adopted, the program of Community Action, Inc. was endorsed by the Board, and the requested Board of Directors, consisting of one Board member and two other citizens was approved. Commissioner Smith, James Wight and Dalton Whitted were appointed to serve on the Board of Directors of Com- munity Action, Inc. The principal purpose of this meeting was to discuss what action should follow the recently adopted resolution designating the Orange County Board of Commissioners as the Mental Health Authority in Orange,County. Present for this discussion were commissioners from Person and Caswell Counties, the District Health Director, medical personnel from Memorial Hospital and from the counties of our Health District, and a member of the planning staff of the State Department of Mental Health. After considerable discussion of the mental health needs and resources in our area, /the group decided to designate a planning committee fo formulate a mental health program for the counties in our health district. This committee will be named at a later date. The Board designated the following persons as members of a committee to study the library program in Orange County: Mrs. Richmond Bond Mrs. Robert Wettach G. Paul Carr D. S. Mattheson S. M. Gattis D. M. Stanford. This committee is to be convened at the call of Mr. Stanford. The County Accountant was given authority and directed to file with the local Government Commission an application for the issuance of $44,000.00 in Bond Anticipation Notes.
