23 Agenda Item 5.a.i. Public Involvement Plan
24 Nish Trivedi presented the public involvement plan and explained the document. The goal is to make this
25 a living document and update as required. Sherry Appel wanted to ensure her recommendations were
26 received and reviewed. All comments were received, and the plan was updated accordingly. Nish Trivedi
27 explained that once this document is approved by the Board of County Commissioners we will see have
28 several translations of other languages.

32 Agenda Item 5.b.ii. Safe Routes for Schools
33 Nish Trivedi explained that Bonner Houser helped make this plan possible by connecting us with the
34 interim superintendent. The goal is getting the schools involved. Orange County staff will conduct the in-
35 house plan update process. We provide the scope of work to the superintendent for approval and
36 explained that we could only facilitate external improvements and the school's principals would have
37 facilitate with NCDOT for internal improvements.The expectation is to compete the process from January
38 to December of 2024. We would like to have public workshop during the summer. Darlene Weaver
39 suggested May-June for involvement with the schools. Joshus Mayo mentioned that the Transportation
40 Directors plans the bus routes during the summer. OUTBoard suggested we have a non-voting Youth
41 Delegate on the OUTBoard as representative for student group.

48 The pedestrian MSTA study was not accurate, due the COVID-19 during 2020. Recommend redoing the
49 study, it only included 32 and 50 students. It was mentioned that the students were not in school due to
50 COVID-19 and requested the videos. Sherry Appel requested to know the output vs outcomes, ie. what
51 changed. What was accomplished other than approving plans. Output is what we got, and outcome is
52 what happened.

70 Agenda Item 6.b. Website updates: Nish Trivedi explained the changes to the websites and updates.

72 Agenda Item 6.c. NCDOT Updates :The 1-40 widening the contractor is currently working in the medium
73 between 1-40 and 1-85 in the split between US 15501. The contractor is actively installing drainage pipes
74 and structures, also fine grading in placing the ABCs, and working to insulate the concrete batch plant
75 that is located by 1-40. NC 68 intersection the subcontractor is working on the floor bearings. The 1-40
76 bridge over NC 86 is progressing. Contractor has installed Gritters last week,which was around November
77 the 8th on the bridge phase one and will start at soft paving. They were supposed to start on November
78 the 7th. The contractor is scheduled to perform concrete payment next spring. Estes Rd workers are
79 progressing with installation of concrete for project facilities, curves, gutters, and sidewalks. Homestead
80 Rd is in progress with the widening to accommodate project curve and gutter curve is being actively being
81 placed it says stormwater sewer being installed. NC86 by Martin Luther King has been removed and
82 roadway on construction predominantly completed at this intersection, except for the final assault
83 resurface.

19 Nish Trivedi gave overview of the Transit Service Areas for Orange County. He explained when it was
20 established and how it has expanded and improved. We need a formal process which is manly the
21 outboard to make a recommendation to the Board of County Commissioners to clearly defines our
22 services areas as 10 miles outside Orange County as now we are direct recipients of the FTA 5307 funds.
23 This designation gives us direct access to some of the 5307 and compliance review and defining our service
24 area boundaries.

31 Agenda Item S.b. Youth Delegate. Nish Trivedi thanked Natalie Ziemba for her assistance as Parks and
32 Recreations representative for example memorandum. The youth delegate will help to facilitate the
33 Orange County Safe Routes to School Plan as a non-voting member. Art Menius asked how this delegate
34 will be selected. Nish Trivedi explained the selection process would be the same as any OUTBoard member,
35 the apply with application would be made available to the public for the public to apply and the Board of
36 County Commissioners would pick the name.This person will be one year appointment.

42 Agenda Item 6: Staff Updates and Reports- Nish Trivedi reminding everyone about the update to the by-
43 laws to add the Youth Delegate position and informed the board about upcoming projects that would need
44 their approval for Short Transit Plan and Public Engagement process before going to the Board of County
45 Commissioners. We updated OUTBoard upcoming Bike Ped Plan for Orange County.

Item 5.b.
Subject: US 70 Multimodal Corridor Study
Attachment: US 70 Multimodal Corridor Study
PURPOSE: To receive a presentation and provide comments on the US 70 Multimodal Corridor
Study.
BACKGROUND: In 2019, Board of County Commissioners approved the US 70 as a county priority
for consideration in the state's Strategic Prioritization of Transportation (SPOT) process. VHB
recently completed the US 70 Multimodal Corridor Study. It presents a comprehensive
understanding that safety and congestion issues would be addressed through the state's highway
mobility and complete streets process for multimodal accommodations.
• The study kicked off July 2022 and the final report was received January 2024.
• The first public workshops were held in the month of March and provided information
using boards and interactives activities like sticker activity for problem identification.
• At the second public workshop we shared recommendations we received from the public.
• Finally, the draft plan was created with the recommendations along with public
comments and how they were addressed.
• We developed an implementation plan, along with the final report and will present study
and findings to the Towns Boards and Orange County Board of County Commissioners.
NCDOT Complete Streets (link)
All highway projects now go through a comprehensive "complete" use assessment. The
Comprehensive Transportation Plan (CTP) is the governing document for the state's new
Complete Street Policy and its implementation. Per the new policy, "during the Comprehensive
Transportation Planning process, bicycle, pedestrian, transit, and other multimodal usage shall
be presumed to exist along and across certain corridors." NCDOT recognizes that an individual
user is a pedestrian, bicyclist,transit rider, EV/gas vehicle driver, etc., and often times in the same
day. Therefore, the policy dictates "Consideration of multimodal elements will begin at the
inception of the transportation planning process and the decisions made will be documented."
Local Authorization — UDO and Collector Street Plans
The Orange County Unified Development Ordinance (UDO) section 2.5.3.(v) and reiterated in
section 6.10.A.1.(b), includes the requirements for reserving and dedicating right of way or
requiring road construction listed in locally adopted Collector Street Plans or on the CTP. Specific
mention is also made to the dedication of right of way based on the concepts shown on the CTP
and locally adopted transportation plans, in accordance with N.C.G.S. § 136 66.2 and § 136 66.10.
Orange County currently has three locally adopted transportation plans:
• Efland-Buckhorn-Mebane and Orange Grove Road Access Management Plans
• Eno River Economic Development Access Management Plan

Approval of the US 70 West Multimodal Corridor Study will demonstrate County's commitment
to multi-mobility, transit access, and safety of the transportation as an important local priority.
It also demonstrates to local, regional and state partners that the County, like NCDOT's Complete
Streets, sees the road network as equitable for all travelers, not favoring one over the other, and
acknowledges that a traveler throughout the course of their day will walk one place, ride another,
drive to and from a third, and bike yet another.
Staff seeks OUTBoard comments on the Draft US 70 Multimodal Corridor Study.
Next Step:
• March — VHB with staff support, presents study to Hillsborough and Mebane for their
consideration
• March — Staff with VHB support, presents study to OUTBoard for recommendation to
Board of County Commissioners (BOCC)
• April — May — Staff and VHB presents to BOCC for approval and subsequently to DCHC
MPO and BG MPO.
FINANCIAL IMPACT: No immediate financial impacts approving the study. Local approval of study
allows County opportunity to pursue state and federal funding for transportation improvements
along the corridor. It also allows County staff to utilize it in development review process for the
dedication of right-of-way for future state funded improvements and the construction of
bike/ped facilities through enforcement of County's Unified Development Ordinance (UDO).
SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable to this
item:
• GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION AND INEQUITY
The fair treatment and meaningful involvement of all people regardless of race or color; religious
or philosophical beliefs; sex, gender or sexual orientation; national origin or ethnic background;
age; military service; disability; and familial, residential or economic status.
• GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY
The creation and preservation of infrastructure, policies, programs and funding necessary for
residents to provide shelter, food, clothing and medical care for themselves and their
dependents.
ENVIRONMENTAL IMPACT: The following Orange County Environmental Goal impact is
applicable to this item:
• CLEAN OR AVOIDED TRANSPORTATION
Implement programs that monitor and improve local and regional air quality by: 1) promoting
public transportation options; 2) decreasing dependence on single-occupancy vehicles, and 3)
otherwise minimizing the need for travel.

SUBJECT: NCDOT Quarterly Luncheon
This memo updates the Orange Unified Transportation Board on the Quarterly Luncheon
Orange County and member jurisdictions had with North Carolina Department of Transportation
(NCDOT).
Background:
On quarterly bases, Orange County Transportation Services (OCTS) staff coordinates a meeting
with NCDOT, member jurisdictions and regional partners. This meeting is opportunity for staff
and government officials to provide updates on their respective projects and coordinate their
work. Due to the holidays in December, the 2023 fourth quarter meeting was held in January
2024.
2023 Quarter 4 Highlights:
• Orange County
o US 70 Multimodal Corridor Study — draft plan completed February, Hillsborough
and Mebane to take action in March followed by Orange County and MPOs
o Safe Routes to School Action Plan Update — in process, WSP conducting Existing
Conditions analysis for all Orange County Public Schools.
o Planning — new development proposed at NC 54 and Marrow Mill Road, Traffic
Impact Analysis review completed.
o County Land Use Plan 2050 —two workshops completed with lots of comments on
transportation, especially need for rural transit.
o New signal installed at Buckhorn Road
o Orange County Transportation Staff will work on creating a citizen reporting form
for the department website so public can submit comments on road conditions
directly to staff.
• Hillsborough
o Ridgewalk Greenway project is in development, Phase II should occur around the
summer
o Bus Shelters — in process with Orange County
• Chapel Hill
o Estes Drive — should be complete between April — June
o Homestead Road — on track to finish this summer
o Morgan Creek Greenway — 1st round public engagement done, preferred
alternative being determined.
o Estes Drive Extension — advertised with Bowling Creek Greenway
o Camron Avenue — Request for Qualifications advertised
o RAISE Grant — in-process for Everywhere to Everywhere
o Safe Routes to School Coordinator hired
