BACKGROUND: The Board of County Commissioners adopted a resolution in March 2003 titled "A Resolution Supporting Diplomatic Solutions to End the Conflict with Iraq"' which encouraged agencies and governments to come together in brokering a peaceful accord in Iraq rather than waging what could only be called a devastating war. Commissioner Gordan has proposed a new resolution supporting the end of the war in Iraq. While recognizing the service and bravery of our Armed Forces and not diminishing but rather acknowledging the potential danger to our military personnel, it is time for the United States to bring a rapid conclusion to the war in Iraq in order to bring our men and women home safely. Orange County Government is aware of the devastating effects this war has caused, not only on the lives of our service men and women, and their families, but also on the economy of our country, with billions of dollars that could be better spent on health care; social services, education and infrastructure. The resolution, if adopted, calls upon the government of the United States to develop a clear strategy for a swift ending to the war in Iraq, which will bring our military personnel home. The resolution will also be forwarded to federal and state legislative delegations on behalf of the residents of Orange County. FINANCIAL IMPACT: None RECOMMENDATION (S): The Manager recommends that the Board consider and adopt the proposed resolution. a ORANGE COUNTY BOARD OF COMMISSIONERS A RESOLUTION SUPPORTING THE END OF THE WAR IN IRAQ WHEREAS, the men and women in the Armed Forces deserve our gratitude for their service and bravery; and, WHEREAS, our service personnel should be put in harm's way only for,just cause; and WHEREAS, the Orange County Board of Commissioners adopted a Resolution Supporting Diplomatic Solutions to End the Conflict in Iraq on March 24, 2003; and WHEREAS, the war in Iraq has caused the death of 2000 United States service personnel and tens of thousands of Iraqis; and WHEREAS, in a time of economic difficulty at home the present Administration's policy has cost tens of billions of dollars that would be better spent on health care, social services, education and infrastructure, both here and in other countries; and WHEREAS, while we support the values, the government and the citizen soldiers of the United States, we believe there should be a rapid conclusion to the war in Iraq in order to bring our men and women safely home; NOW, THEREFORE, BE IT RESOLVED, that the Orange County Board of Commissioners calls upon the government of the united States to develop a clear strategy for' a swift ending to the war in Iraq which will bring our soldiers home; BE IT FURTHER RESOLVED, that this resolution be forwarded to federal and state legislative delegations on behalf of the residents of Orange County..
