BACKGROUND: The Historic Preservation Commission is charged with undertaking an inventory of properties of historical, prehistorical, architectural, and/or cultural significance. It recommends areas to be designated or removed as "historic districts" and reviews and acts upon proposals for alterations, demolition, new construction, etc. The Board of County Commissioners appoints all seven (7) At-Large members. RECOMMENDATION(S): The Manager recommends that the Board discuss an appointment to the Historic Preservation Commission. 3 37 52 ORANGE COUNTY HISTORIC PRESERVATION COMMISSION March 1',2024 Jamezetta Bedford, Chair Orange County Board of County Commissioners 300 West Tryon Street Hillsborough,NC 27278 Dear Chair Bedford: The Orange County Historic Preservation Commission(HPC) wishes to recommend the reappointment of Cecelia Moore for Position 1. Ms. Moore's first term expires on March 31, 2024. Ms. Moore brings a strong background, with graduate degrees in history and public history, as well as extensive professional experience as a historian at LTNC-CH. Two other members of the HPC will complete their second terms of service on March 31, 2024. The HPC is now in the process of recruiting qualified new members to fill these vacancies. In considering new applicants, the HPC is required to follow the guidelines from the State Historic Preservation Office (SHPO) in order for the County to remain eligible to participate in the state's Certified Local Government program. Those guidelines include the following language governing the qualifications of prospective HPC applicants: "All members shall have demonstrated experience or knowledge in history, architecture or related disciplines that is supported by resume information sufficient to allow the SHPO to confirm the qualifications of members,pursuant to 36 CFR Part 61. The CLG program allows the HPC to apply for special federal grant funding for historic preservation projects. This program has provided us with over $75,000 in grant assistance for past projects to protect historic and cultural resources. For this reason, the HPC requests that these positions remain vacant until there are qualified applicants. Thank you on behalf of the Historic Preservation Commission.
