Capital Needs Work Group
June 21, 2023
Meeting— 8:30-10am
The Capital Needs Work Group is conducting a Virtual Meeting on June 21, 2023. Members of
the Group will participate in the meeting remotely.
Attending: Jean Hamilton, Bonnie Hauser, Kirk Vaughn, Steve Arndt, Perdita Holtz, Travis
Myren, Jessica Goodell, David Sturtz, Al Ciarochi, Kelly Guadalupe, Gary Donaldson, Dwayne
Foster, Rani Dasi, Catherine Mau, Andre Stewart, Greg Wilder, Patrick Florence, Dr. Felder,
Carrie Doyle, Riza Jenkins
1. Welcome—Commissioner Jean Hamilton, Chair of Work Group
Introduces group, and introduces Woolpert and Cooperative Strategies
2. Woolpert Inc. Status Update
• David and Jessica provide status update. Provides powerpoint
o Is working through the schools, has visited 13 so far.
o Educational Adequacy assessment done for all schools. Geocoded all
floorplans. Captured room type, size and Furnishings, Fixtures and
Equipment(FF&E).
o Met with internal stakeholders, applying weights to each space type. "Must
have, nice to have, etc"
o Provided timeline. Provide options in September, final recommendations in
December.
• Jean Asks:Timing for survey,how does consultant prepare questions with feedback
from county/schools. Asks that Bonnie, Rani, Jean be included in the survey
review.
o Community Survey in July. Feedback will be provided by working group.
Asks for recent questions surveyed from community. Survey provides
prioritization info by school districts and by community at large.
• Rani asks about the Educational Adequacy Assessment.
o Educational Adequacy assesses the gap between the design against the
educational needs. Both districts have noted lack of support spaces,
especially in elementary schools. Also provide allocation of support spaces
based on population.
• Bonnie asks: Would consultant review that closets are being used as offices?
o Yes, and reviews adjacency of spaces.
• Bonnie asks: Have school districts provided other assessments by school districts?
• Bonnie asks: How does the deliverable address other needs like year-round
middleschool and expansion of programs?
o Deliverable shows the spaces the school district has, districts can use that
deliverable to determine if expansions have right space.
• Bonnie asks: Enrollment Projections
o Will get OREd projections for future enrollment, but already is using
historical enrollment to see at current usages.
• Bonnie asks: Should the school districts provide the possible future build sites
o Yes
• Bonnie: We have existing funding. Should we use that or spend it?
o By Labor Day, Woolpert will have a good handle on which schools should
be kept up and which schools need to be rebuilt/major renovation. But if
you have funds encumbered and ready to go, spend.
o Woolpert will have a facility condition assessment which will identify
which schools are in which shape.
• Jean asks: School Safety how is that handled?
o Safety and Adequacy must be handled/scored separately. Looking at
capital, not operating (policy, practice) for safety. Will look at perimeter,
access, sightlines, lighting.
• Jean reads Dr. Felder's comment: Make sure surveys are translated.
• Bonnie: When will the boards meet with the consultant.
o Will meet with joint board in September. Meeting will be best when
condition data is finalized. Will schedule with individual boards through
staff.
3. Discussion and Group Next Steps
• Jean: continue to meet every other month.
• Bonnie: Timeline for the bond and SAPFO
o Travis: last bond there was a bond education committee, started after the
approval from the board. But could be beforehand. Staff was planning for
January.
o Gary: Will provide timeline for bond schedule. (emailed 6/22)
• Bonnie: One thing that will be different from prior Bond Referendums is that we
will have a joint plan based on need, not two separate plans.
• Bonnie: Community Engagement.
• Perdita: SAPFOTAC is ready to replace SAPFO, possible meeting at joint meeting
with school districts.
o Jean: suggest county commissioner worksession, not at joint meeting.
• Bonnie: asks for a draft for new material.
o Perdita: All staff have those drafts.
o Jean: recommends bringing that draft to the next meeting.
o Travis: Important to make sure all boards are talking about MOU at the
same time.
4. Next Meeting is Third Wednesday in August.
