PURPOSE: To discuss the charge antl parameters of the Comprehensive Plen Lend Use
Committee (CPLUCL
BACKGROUND: This item was requested by the BOCC at their June 4.2002 meeting.
Attachment 1: Comprehensive Plan Land Use Committee Members lists the 9 Committee
members and T dominated appointed by the Boats of County Commissioners at their May 21y
Meeting. The list also includes the relevant staff that will ba supporting the CPLUC.
Attachment 2: Comprehensive Plan Land Use Committee Handbook Draft explains the charge
and parameters of the CPLUC for the Committee members. In addition, the handbook offers some
thoughts and guidelines on the Committee Members' miss and responsibilities.
Attachment 3: Comprehenshre Plan Land Use Committee First Meedrrg Draft Agenda
identifies the basic outline and structure of the first CPLUC meeting. This includes what topics and
areas will be covered as well as the staff responsible for each portion of the meeting.
Attachment 4: CPLUC Draft Presentation Coffee highlights the current land use conditions,
countywide development trends, and demographic changes that will be covered in the first CPLUC
meeting.
All information. including meeting agendas, provided by staff to the CPLUC as well as all work
products and comments from the CPLUC will be forwarded to the BOCC.
FINANCIAL IMPACT: None at this time.
RECOMMENDATION(S): The Manager recommends that the Board discuss and confirm the
charge and parameters of the Comprehensive Plan Land Use Committee.

Welcome and thank you for agreeing to some on the Orange County Comprehensive Plan
Land Use Committee. This handbook will offer some thoughts and guidelines on being a
Committee Member, including what to expect and what is expected of you.
OVERVIEW OF THE COMPREHENSIVE PLAN LAND USE COMMITTEE (CPLUC)
1. Background.The Board of County Commissioners(BOCC)has directed!the Planning and
Inspections Department to prepare a countywide Comprehani Plan, Including an update
of the 1981 Land Use Element. The Plan should recommend actions and strategies which,
when combined,will ensure environmental quality and sustainability, economic viability,
and the ability to keep up with demands for infrastructure and services throughout Orange
County. The Plan should also deal pdmadly with areas of countywide importance,
coordinate with regional efforts, and reflect the uniqueness of each area within the County.
At a minimum,the Plan should address these five aspects of growth: amount and density,
location, rate and timing,mat, and quality. Finally, the Plan should recommend specific
tools needed to implement it. In order to create the Plan.the Comprehensive Pien Land
Use Committee (CPLUC) has been established by the BOCC to offer guidance to the

2. Charge and Purpose. The charge and purpose of the CPLUC Is to:
a. Be a "sounding board'during the first stage of the ComprehensNe Planning process,
with all materials being forwarded to the BOCC;
It. Review background data on current land use condition, analysis of countywide
development trends, and demographic changes;
c. Identify constraints m future growth;
d. Review the various future growth scenarios; and
e. Offer perspectives, based on their areas of interest, on the pros and cons of addressing
and resolving land use and growth issues through a system of Goals, Objectives,
Policies, and Implementation Regulations.
3. Composition.The CPLUC will consist of representatives from the following Commissions
and Boards:

YOUR ROLE AS A COMMITTEE MEMBER
Your role as a Committee Member is fundamental M the success of the Orange County
Comprehensive Planning Process. During this process you will be asked to fulfill the following
roles:

1. Representative of and Liaison to Your Commission/Bond. You are the officially
appointed representative of your Commission and/or Board. As such, you are the eyes,
ears and mouth of your fellow Commission/Board members. You are responsible for
representing their interests and perspectives, while also conveying the work and results
of the CPLUC back to your Commission/Board.
2. Representative of the Citizens of Your Community. You represent a unique local
viewpoint from within the County and its citizens. You know Orange County well- its
people and its resources. Your insights will allow you to determine which growth
management policies, strategies, and fools are right and which are not.
3. Guidance During Plan Development. You should provide local perspective and
insight on information gathered as well as feedback on policies, strategies, and tools as
they are developed. In doing so, you will playa critical role in helping to shape the
specific policies that will lead Orange County and your community well into the 21"
Century. At the same time, you are not being asked to be a planner or policy writer,
rather,you are to be a sounding board for the citizens of Orange County,your
Commission/Boad, and your community.
4. Public Meetings Facilitation And Support. During the course of the planning process,
you may be asked to help facilitate public meetings. Specific roles will be discussed
and agreed upon before each meeting and may include:greetinglsigning people in,
facilitallng small groups, summarizing meeting results, serving as a resource person
during meeting activities.
5. Plan Presentation. At the conclusion of the planning process, you will likely participate
in presenting the results of the Comprehensive Plan Land Use Committee to the
Planning Board and Board of County Commissioners.
6. Networking And Recruitment. You know others in the county and your community
who have a keen interest in the tutu re of our area. These others may include friends,
neighbors, business associates, or others in positions of interest and influence. By
inviting these individuals to participate in the planning process, you can help make sure
that all viewpoints within the county are embodied In the plan.
ROLE OF OTHER GROUPS, AGENCIES AND STAKEHOLDERS
1. Orange County Commissions and Boards. As the Plan Is being developed,each
Commission and Boom will be briefed by their representatives an CPLUC on the Plan's
progress. Courtesy copies of any CPLUC materials shall be provided to the
Commissions and Boards as they are developed.
2. Municipal Governing Boards in Orange County.While,the members of the CPLUC
are from County Commissions and Boards. this In no way diminishes the role of the
municipalities in the Comprehensive Planning Process. As the Plan is developed, each
municipality will be periodically briefed on the Plan's progress. Courtesy copies of any
CPLUC materials shall be provided to the municipalities as they are developed.

3. Stakeholder Participation.Any local government boom or committee, as well as any
interest group or citizen of Orange County, may offer their input as a stakehoder in the
Comprehensive Plan. Such stakeholder groups may include, but are not limited to

Such boards, committees, groups or Individual citizens should be encouraged to
participate, in part, by members of the CPLUC as part of their networking and
recruitment duties. This act ive recruitment is designed to ensure that the perspectives
of all interest groups in the county are considered in developing the plan.
Input from such Stakeholders may be provided by attending the public meetings, by
submitting comments to staff by phone 245.2575 or email Ttempia@m.orange.hops or
through the Planning Web Site at co.orange.nc.us/planninglcomp.htm.
COMPREHENSIVE PLAN LAND USE COMMITTEE SUPPORT TEAM
The working relationships of the participant;in the planning process forthe CPLUC ere listed
below and shown in Table 1: Orange County Comprehensive Plan Land Use Committee
Organization and Management.
L Staff from County Departments. The Orange County Planning and Inspections
Department, Comprehensive Planning Division, shall take the lead in coominating the
support team for the aotivitles ofthe CPLUC. The Comprehensive Planning Supervisor will
receive assistance from the Departments of Economic Development, Environment and
Resource Conservation (ESRCD), Environmental Health, County Engineer, and other staff
as appropriate. The support team shall be responsible for the technical and administrative
aspects of the CPLUC's work. Technical ai may involve conducting fieldwork, data
gathering and information sharing. Administrative work may involve Securing meeting
places, maintaining mailing lists, and distributing cost reports, notices, and agendas.
2. Other Agencies. In addition to the Orange County staff,technical support may be
obtained from municipal, regional, and state agencies. Municipal staff may be called upon,
for example, to evaluate haw certain policies or actions can be handled within the
budgetary, administrative,or technical framework of their particular local government,
Specialized staff may work directly as part of the staff support team as necessary.

3. Dispute 3etllemenl Center. The Dispute Settlement Center may be requested to provide
a person to facilitate the meetings to ensure the CPLUC's eRectiveness. The facilitator will
help suggest methods for use by the CPLUC and will hop keep discussions focused and
moving forward. The facilitator will work as pail of the support team In managing the
planning process.
CPLUC MEETING SCHEDULE AND OUTCOMES
1. Timeline and Meal Content. Below is a brief description and schedule of the CPLUC
meetings:
June 2002— First Meei Review of current land use condition, analysis of
countrywide development trends, and demographic changes.
June 2002—Second MaeCnv: Review and discussion on the Potential growth
management challenges facing Orange County, including the possible future conditions
that may occur(i.e. increased trathc, loss of environment resources, degradation of
water quality, and heightened demand on public services).
• July 2002—Third Meeting: Review of the various approaches, such as lower densities,
to the growth management challenges. Current regulations will also be considered as
part of this review. Discussion on the different Growth Scenarios, and the pros and
cons of various growth management tools, including Urban Growth Boundaries.

August 2002—Fouts Mesons: Framework of Goals, Objectives. and PolicieslRepod
2. Outcomes. The Committee will provide staff with feedback in writing or through the
minutes of the meetings on:
The pros and cons of the various growth management tools;
• The direction of the Comprehensive Planning Process; and
•. The possible need for and discussion points for Small Area Planning Committees
and/or meetings.
All Comprehensive Planning work products and comments from the Committee shall be
forwarded back to the BOCG.
3. Comprehensive Planning Process. Table 2: Comprehensive Plan Land Use Element
Tentative Process and Schedule illustrates the proposed Comprehensive Planning
Process. In scut nto the CPLUC, the process may include Small Area Planning
Committees (SAPC). These groups would provide additional feedback about the various
growth management tools and their applicability within specific areas of the County from
citizens living there. In over to do this,the Planning Staff divided the County into 8 sub-
areas based upon watershed, residential density, and utility services. These factors ware
chosen because of their influence on the BOCC's goals. Watershed areas are directly
related to environmental etewayshm;the presence of utilities and infrastructure is vital to
the economic tactic of an area; and the residential density of a community greatly
Influences its character.
