Members present: Chairman Donald Stanford, Commissioners Harvey Bennett, Gordon Cleveland,
Carl M. Smith, and Henry S. Walker.
Members absent: None.
The purpose of this meeting was to discuss in detail the operation of the Medical Examiner
System. The following persons were present in their official capacities for said discussion:
Allen H. Walker, Jr., Orange County Coroner
Dr. Hubert Patterson, Proposed Medical Examiner
Dr. Charles L. Johnston, Proposed Asst. Medical Iiraminer
Dr. Robert Be Lindsay, Proposed-Asst. Medical. Examiner
Dr. Robert J. Murphy, Proposed Asst. Medical Examiner
Mr. James Harper, of the Institute of Government
George Hunt, Chief of Police, Hillsboro
John M. Llmmllyn, Chief or Police, Carrboro
E. W. Smith, Chief of Police, Mebane
Detective Sergeant Howard R. Pendergraph, Chapel Hill Police Department
C. D. Knight, Sheriff, Orange County
Dr. Hubert Patterson expressed his opinions of the Medical Examiner system and how the
program, if adopted in Orange County, should be executed from a practical standpoint.
Mr. James Harper of the Institute of Government Presented the legal aspects of the Medical
Examiher System. He also gave his views on the practical application of this system as he has
observed it in use in other North Carolina counties.
Those present entered into considerable discussion of the proposed system.
Commissioner Cleveland was, at this time , excused from the meeting.
Upon motion of Commdesioner Smith, seconded by Commissioner Bennett, it was unanimously
adopted that the Medical Examiner System be instituted in Orange County, effective April 1, 1964,
with Dr. Hubert Patterson as Medical Examiner and Drs. Charles L. Johnston, Robert Be Lindsay, Robert
J. Murphy, Robert J. Senior, and William D. Huffines as Assistant Medical Examiners.
There being no further business to come before the Board, the meeting was adjourned.

Minutes of the Board of County Commissioners ------
March 16, 1964
The Orange County Board of Commissioners met as a Board of Equalization and Review on Monday,
March 16, 1964s at 10:00 o'clock A.M., in the Commissioners Room at the Courthouse in Hillsboro, N. C.
Members present: Chairman Donald Stanford, Commissioners Harvey Bennett, Gordon Cleveland,
Carl M. Smith, and Henry S. Walker.
Members absent: None.
Mrs. Anne M. Miller, Deputy Clerk Superior Court, administered to the members of the Board of
Commissioners the oath as members of the Board of Equalization and Review. There being no business for
this Board'to conduct, the Board of Equalization and Review recessed until the first Monday in April.
Chairman Stanford then convened the body as the Board of County Commissioners.
Upon motion of Commissioner Bennett, seconded by Commissioner Cleveland, and unanimouslyr adopt-
ed,J. Herbert.Holland was appointed to fill the unexpired term of June Merritt on the Carrboro
Planning Board.
Ray Harden, Professional Engineer, from the office of T. C. Cooke, Professional Engineer and
Consulting Engineer, explained their proposal for air conditioning the courthouse. After considerable
discussion of the project, Mr. Harder was authorized to proceed with advertisement of the job and to
schedule a bid opening for April 2, 1964.
The Board discussed with representatives of Associated Surveys their work on revaluation of
7ounty property. After the discussion, those present visited several tracts of land that had been
appraised by the Company.
There being no further business to come before the Board, the meeting was adjourned.
