PURPOSE: To discuss appointments to the Commission for the Environment.
BACKGROUND: The Commission for the Environment advises the Board of Commissioners on
matters affecting the environment with particular emphasis on protection. It educates public and
local officials on environmental issues and performs special studies and projects. It also
recommends environmental initiatives and study changes in environmental science and local and
federal regulations.
The Board of County Commissioners appoints all fifteen (15) At-Large members.

Dear Ms. Jensen:
The Commission for the Environment (CFE) has five terms that ended on December 31,
2023. Kristie Mather (position#1),Veronica Penn Beattie (position#10) and Ian
Morse (position#11) held three of those positions and they would all like to remain on
the board. The CFE recommends all three members be re-appointed to another term.
Kim Piracci (position#9) and Kim Livingston (position#3) held the other two
positions, and they will both be leaving the board, therefore creating vacancies in their
positions.
As a result, there are now six vacancies within the CFE. After reviewing the list of
applicants, the CFE recommends the following individuals for new appointments:
Matthew Ferguson to position#2, Lily Schacht to position#3, Patrick Fn'Piere to
position#5, John Bucher to position#9, Nicholas Stover to position#12 and Aimee
Vandemark to position#14. The CFE would benefit greatly from the background of
these applicants.

Background, education and experience relevant to this board:
Since a 9th grade biology class where we covered global warming, I ve been concerned that
climate change is the crisis the world is facing. I pursued a career path in evolutionary genetics
and have a solid education and rigorous training in a particularly math and data-heavy field of
biology, along with deep thinking, research and written communication. Throughout, I maintained
a strong interest in environmental and especially climate change issues. I gravitated towards
educating myself about what I could do in my personal life. I figured I d leave the structural
change to those who were in government and my influence would be through my own actions,
personal interactions and my vote. Being a bit geeky, I kept reading and educating myself about
the structural change. I became increasingly concerned that change wasn t happening fast
enough or to a sufficient degree, but felt I couldn t actually do anything at a higher level, because
I wasn t trained in politics or environmental science. Since moving to Chapel Hill about five years
ago, I started paying attention to local politics and have revised my opinion. I think that even
without formal training in environmental science, there s a role I can play in change that is bigger
than personal choices. Additionally, I ve done a little writing on toxins for the Duke Superfund
Center and been active in actions at my UU congregation to make environmental concerns,
especially climate change, a bigger focus.
Reasons for wanting to serve on this board:

I want to do more to slow climate change and start adaptation plans than is possible at a
personal level. We haven t done enough, and I think we ve got to have more folks working on
climate change. The Climate Council seems a place where action can happen at a local level
and I think I can be a valuable contributor. Local development and growth is a major piece -
positive or negative -of how we can lessen climate change while understanding that some
change is now inevitable and adaptation has to be part of the game. I can bring a combination of
passion and analytical thinking to the council.
Contribution to the diversity of viewpoints on this board:
I bring the perspective of a parent. I am Caucasian, but have been increasingly concerned with
environmental justice and the fact that people who have traditionally been disadvantaged also
tend to be impacted first and more severely by the climate crisis.

As long as I can remember I ve been developing a consciousness that the current American
culture with an inclination towards disposability and convenience above all else is inconsistent
with a planet that is a comfortable place for humans and many other living creatures. I pursued a
career path in evolutionary genetics and have a solid education and rigorous training in a
particularly math and data-heavy field of biology, along with deep thinking, research and written
communication. Throughout, I maintained a strong interest in environmental issues. I gravitated
towards educating myself about what I could do in my personal life. I figured I d leave the
structural change to those who were in government and my influence would be through my own
actions, personal interactions and my vote. Being a bit geeky, I kept reading and educating
myself about the structural change. I became increasingly concerned about the many areas in
which humans are still acting more destructively than constructively, but felt I couldn t actually do
anything at a higher level, because I wasn t trained in politics or environmental science. Since
moving to Chapel Hill about 5 years ago, I started paying attention to local politics and have
revised my opinion. I think that even without formal training in environmental science, there s a
role I can play in change that is bigger than personal actions.
Reasons for wanting to serve on this board:
I m concerned about the choices that our communities are making that are at odds with
sustainability and environmental health. My personal choices aren t going to be enough and I
want to ensure that our community makes structural choices that are sustainable and protect the
sort of environment that is healthy for humans and other living creatures. I think I can be a
valuable contributor. I can bring a combination of passion and analytical thinking to the
committee.

For the past 5 years I have worked in the renewables sector as part of the Strata Solar
Operations and Maintenance team. Previously I served as the Program Director for a local
educational non-profit and implemented a STEM-centered curriculum for the middle school
students who attended after-school and summer programming.
Reasons for wanting to serve on this board:
Now and in the future, it is the obligation of the entire community to focus on environmentally
conscious decision making - considering the current and long-term impacts for our neighbors
locally and globally.

Over the past 11 years, I have been privileged to live in many parts of Orange County- Chapel
Hill, Carrboro, rural Orange, and Hillsborough. Although in the youngest age bracket, my

Reasons for wanting to serve on this board:
I am proud of the steps the county is taking toward climate change mitigation. I wish to
participate and help advance progressive attitudes about governance. Recycling, mass transit,
and pollution mitigation are also things I am concerned about and would like to help the
community address.
Contribution to the diversity of viewpoints on this board:
I believe exclusion and historical under-representation of parts of the community has been a
detriment to environmental sustainability. As a board member, I would seek input from a
representative sample of the community. I would also try to be very open-minded and
empathetic. I value contributions to society from individuals, businesses, non-profits, and

Please explain how your background, education and experience is relevant to this board
I was born and raised in NC from a middle class family. For college I went to school to study
Biology at NC State. After graduation I like many young people today faced challenges finding
housing. My wife and I originally lived in RTP but were priced out, and were lucky to find a nice
home for us here in Orange. Since moving here I have served as a teacher at Orange High and
have seen first hand the impact improper housing has had on my students, and would like to get
involved.
Please explain your reasons for wanting to serve on this board
I believe housing is one of those most important issues facing society as a whole today. Not
having affordable housing impacts many facets of life from; occupation availability, health,
savings, etc. Additionally as someone who has had trouble finding affordable housing I know the
importance of this board, and its job. By serving on this board I wish to have an impact on one of
the pressing issues for the community.
How would your particpation on this board contribute to the diversity of viewpoints?
As a newcomer to the area as last year I can bring a fresh perspective that can differ from those
who have are born and raised in Orange. Additionally as someone who has struggled with
finding housing and as someone who directly works with people impacted by housing, I believe I
bring a important perspective.

Please explain how your background, education and experience is relevant to this board
I was born and raised in NC from a middle class family. For college I went to school to study
Biology at NC State. At NC State, I worked on aquaponics projects, and on conservation
projects. Currently I serve as a teacher and Orange High where I teach the next generation
Earth & Environmental Science.
Please explain your reasons for wanting to serve on this board
My interest on serving on the board is twofold. First I believe the nature present in Orange is one
of the things that makes life here so amazing. Protecting it should be our goal just not for our
physical health but are mental health as well. Additionally serving on the commission will allow
me to talk to my students about ongoing concerns in their area and to educate them on how
local government impacts them.
How would your particpation on this board contribute to the diversity of viewpoints?
As a newcomer to the area as last year I can bring a fresh perspective that can differ from those
who have are born and raised in Orange.

I was born and raised in NC from a middle class family. For college I went to school to study
Biology at NC State. At NC State, I worked on aquaponics projects. With the aquaponics project
we developed from scratch and maintained this public display. Currently I serve as a teacher and
Orange High where I teach the next generation Earth & Environmental Science.
Please explain your reasons for wanting to serve on this board
As my wife and I try having kids I would like to have a place for my children and other children to
experience the outdoors. Maintaining &developing these areas are key to the well-being of the
residents. Additionally creating more public spaces in in the Bingham township would be
beneficial for our community out here, and I would like to voice the concern.

Please explain how your background, education and experience is relevant to this board
My background is in soil and water quality. Specifically, I have an MS in Environmental
Engineering. In the past, I have done research at the EPA in RTP on indoor air quality and at NC
State on groundwater contamination. I currently work at Lithos Carbon, a startup that spreads
local basalt rock dust on NC farms to improve soil quality and sequester atmospheric carbon.
Our focus is on farms East of Durham County, so I don t think this is a conflict of interest for
Orange County.
Please explain your reasons for wanting to serve on this board
I want to serve on this board to make a meaningful impact on the environmental initiatives in
Orange County and to become more involved in the community. I hope to bring evidence-based
knowledge to the group to foster well-informed decision making.
How would your particpation on this board contribute to the diversity of viewpoints?
My experience with the interconnectedness and downstream impacts of air, water, and soil
quality will contribute to the diversity of viewpoints. Orange County is socioeconomically diverse
on a very small scale, with gated mansions nearly adjacent to mobile home communities. This
heterogeneity makes environmental justice issues less apparent than in areas with clear
socioeconomic boundaries, where it is obvious when a dump, power plant, or high-traffic road is
constructed in a low-income area. However, these issues still exist and are important to keep in
mind when forming policies and initiatives related to the environment. For example, agriculture
and heavy industry put groundwater at risk for contamination and aquifer depletion. If this
happens, wealthier residents may be able to drill deeper wells or invest in water treatment
systems while others are left without abundant, clean water.

I am a public policy executive with over 25 years experience in strategic planning, policy
development/implementation, performance management, facilitation of public/private
partnerships, and coordination of marketing, research, communication, and external/political
affairs.

I have increasingly become interested in contributing to solutions to climate change, resilience,
and environmental sustainability.
How would your particpation on this board contribute to the diversity of viewpoints?
I started my career as a water resource technician (water well driller) in the Peace Corps in the
mid-1970s. Since then I have taken advantage of periodic opportunities to engage on
environmental issues through my work at USAID and with the UN and World Bank on issues
ranging from cross-border environmental disputes, governance projects related to
water/sanitation, and Blue/Green policy initiatives.

Please explain how your background, education and experience is relevant to this board
I worked at the National Institute of Environmental Health Sciences for 38 years rising to become
the Associate Director of the National Toxicology Program for 10 years. I have a Ph.D. in
pharmacology and toxicology and did post doctoral work in environmental toxicology.
Please explain your reasons for wanting to serve on this board
Adaptation to climate change is simply not happening quickly enough, and more needs to be
done to identify opportunities to solarize, further reduce waste generation, simplify and expand
recycling and address transportation needs reducing reliance on fossil fuels. Orange County
needs to prepare for heat and flood emergencies, and all citizens need to recognize that actions
to mitigate climate change require individual and collective efforts and responsibilities.
How would your particpation on this board contribute to the diversity of viewpoints?
In addition to an in depth knowledge of environmental toxicology, I would provide the perspective
of one who has driven EVs since 2011, first installed a solar water heater in 1984, and recently
installed 17 solar panels. My wife and I have a large garden, provide excess vegetables to food
banks, and she is a Master Gardner active in promoting school gardens in Orange County. For
the past 15 years we also have owned a small business with one of our sons in Orange County
so I m aware of the pressures that can at times complicate societal change. This is the
perspective I would bring to the Commission.

1. Please describe, generally, your reasons for wanting to serve on the OWASA Board of
Directors.
I was asked by the current Board director of possible interest in applying to serve. After
consideration, I am interested and feel I could provide needed technical expertise. I m retired
from Federal government service and have the time and desire to contribute to the well being of
the community.
2a. Please list/explain your experience, either professionally and/or from other
boards/commissions that you have in the areas of budget, personnel, and management.
For over 10 years I directed the Division of the National Toxicology Program at NIEHS, part of
the National Institutes of Health. As such I oversaw an - $100 M budget and approximately 115
staff. I therefore have extensive experience in developing budgets, managing diverse personnel,
and managing a large public health program with an international reputation for excellence.
2b. In addition to the experience listed in the question above, please list the
work/volunteer experience/qualifications that would add to your expertise for this board.
I joined NIEHS in 1983 as an entry level staff scientist. Through the years I assumed a steadily
increasing level of responsibility, and gained personal experience working at all levels of a
complex organization. I appreciate the challenges of both working for and directing staff. I m an
internationally recognized toxicologist with knowledge of water disinfection byproducts, fluoride
and PSAS.
3. What do you understand OWASA's role to be regarding issues of growth and
development?
I understand OWASA faces challenges in implementing new PFAS contamination standards, an
aging infrastructure requiring continued pipe replacement, managing leaks, maintaining the land
around Cane Creek, all the while supporting rapid growth of Chapel Hill and Carrboro. OWASA
faces increasing challenges to keeping rates affordable.
4. What do do you hope to accomplish if appointed?
I would hope to be an engaged and valuable resource for the Board of Directors. I consider
OWASA to be a critical public health agency responsible for supplying an essential life resource
to the communities it serves.
5. Please indicate your availability to attend regularly scheduled meetings.
I'm retired and available for these meetings.
6. How would your participation on this board contribute to the diversity of viewpoints?
I would hope to bring scientific and technical expertise in water treatment approaches and

As a Certified Forest Therapy Guide, one of my guiding principles is reciprocity with the nature all
around me. Not just what nature gives to me but what I can give to nature. My hope would be

As a social worker, one of my professional guiding values is SERVICE. While I see my therapy
