PURPOSE: To appoint members to the Special Board of Equalization and Review (E&R
Board).
BACKGROUND: Pursuant to N.C.G.S. 105-322, a Special Board of Equalization and Review
was created by a Resolution adopted by the Orange County Board of Commissioners on
February 3, 2004. The Clerk's office has advertised and recruitment has also been done by the
Tax Assessor's office, with several applications received. The Orange County Special Board of
Equalization and Review shall consist of three regular members plus alternate members, each
to serve for a term in accordance with G.S. 105-322.
Applications have been received from the following people: Lee F. Butzin; William Crowther;
Pam Davis; Lawrence Daquioag; Reginald Morgan; Jane L. Sparks have applied to be either
regular or alternate members. Tom Heffner, Ruby Tilley, and Timothy Kepley have each
specifically requested appointment as alternates this year.
FINANCIAL IMPACT: Each member will be paid $75.00 for each meeting they attend, and
the chair will be paid $100.00 for each meeting attended. The funds are included in the Tax
Assessor's budget.
RECOMMENDATION(S): Appoint three regular members, and the remaining applicants as
alternate members, on the Special Board of Equalization and Review, all with terms ending with
the appointment of 'a new Special Board of Equalization and Review; and appoint one regular
member to be the Chair of the Special Board of Equalization and Review.
