PURPOSE: To consider approving membership of the Site Selection Advisory Committee and
to provide comments regarding a Needs Assessment Advisory Committee to be jointly
appointed by Durham Technical Community College (DTCC)and Orange County
Commissioners.
BACKGROUND:
Site Selection Advisom Committee
The Board of County Commissioners previously approved a Resolution of Intent to site a
satellite campus of the Durham Technical Community College (DTCC) in Orange County.
Selecting a site for the facility will be the responsibility of the County Commissioners.
The suggested compoaifion of the Site Selection Advisory Committee Is as follows:
•
Two(2)County Commissioners
• Two (2) DTCC Trustees from Orange County
• County Manager
President of Durham Technical Community College
•
Two (2) Employer Representatives(Clerk will advertise for applications)
• Two (2)Al-large citizen representatives(Clerk will advertise for applications)
• Two (2)School System Representatives -one from each of the two districts
•
Two(2)Chamber of Commerce Representatives-one from each of the two Chambers of
Commerce in the County
• One (1) representative from the Orange County Planning Board
• One (1) representative from the Orange County Economic Development Commission
Staff to this Advisory Committee will be:
Durtism Tech Vice President of Student Support Services
Orange County Director of Purchasing and Central Services
• Orange County Engineer
• Orange County Planning Director
• Orange County Economic Development Director
Individual appointees will be brought beck for Board consideration on August 20,2002 to allow
adequate time far solicitation of the at-large and employer representatives.
The Site Select Advisory Committee will be changed to:
• Recommend the final criteria whereby shes shall be evaluated,
• Establish a rating system whereby area may be evaluated, and
• Bring amused the recommendation for consideration by the County Commissioners no
later than June W,2003 in order that construction can be completed by the targeted
opening dale in all 2006.
In addition to selecting a alts for the satellite campus, prior to April 2003, staff of DTCC and
Orange County will be surveying residents to determine the adult education needs of the
County. All elements of the population are to be considered In this first step toward developing
a plan for degree andfor certificate programs, courses, and other adult education services far
Orange Countys community college campus. Special attention will be given to the needs of
potential students who are unemployed or underemployed residents and graduating high
schools students. Current and future employers will also be involved in the study to ensure that
the workforce is being prepared for lobs avallabie in the County.
DTCC envisions that the members of the Advisory Committee for Programming Neads
Assessment will be charged to serve as advisors to DTCC and Orange County staff who will be
conducting the needs assessment. Specifically, the responsibilities of this Advisory Committee
will be attendance at monthly meetings during the course of the needs assessment to:
Advise on the plans for the needs assessment and ensure Inclusiveness,
• Suggest appropriate methods and venues for collecting data,
Advise staff on the preparation of a final report,
Advise staff on the presentation of the analysis of the data to the DTCC Board of
Trustees and the Orange County Commission, and
•
Advise staff on other appropriate presentations of the needs assessment data
throughout the County.
DTCC has recommended that the membership of the Advisory Committee shall be appointed
jointly by the Orange County Commission and the DTCC Board of Trustees as fo0ows:
• Four(4)Public Schools Representatives-One from each high school
• Ore (1) representative of the Hispanic population of the County
• One (1) representative from UNC Chapel Hill
•
One (1)representative from the Department on Aging
One (1)representative from the Department of Social Services
One(1) representative from Joint Orange/Chatham Commonly,Action
Four(4)Town Mayors or their designees- one each from Carnal Chapel Hill, Mebane
• and Hillsborough

Two(2)Chamber of Commerce representatives -one from each of the two Chambers of
Commerce in the County
•
One (1) representative of a large employer within the County
Two(2) midneserratives of small business employers within the County
• Two(2) representatives of the DTCC Boar of Trustees
• Two(2)at-large representatives of the County appointed by the BOCC
•
Two(2)County Commissioners
Staff to the Needs Assessment Advisory Committee will be:
• DTCC's Vice President for Student Support Services
• Orange County's Directorof Purchasing and Carrel Services
• Research Personnel employed and contracted by DTCC
FINANCIAL IMPACT: There is no financial impact associated with the appointment of the Site
Selection Advisory Committee. However,the 2002-2012 Capital Investment Plan includes a
total of$4 million,funded over two years,to meet any cash match requirements associated with
the satellite campus development.
RECOMMENDATION(S): The Manager recommends that the Board approve the suggested
charge and membership of the Site Selection Advisory Committee: and direct the Clerk to
advertise for the at-large and employer membership and prepare the appointments for the
August 20, 2002 County Commissioners meeting.
