PURPOSE: To consider awarding a bid for paving two (2) parking lots at the Whittetl Building,
300 West Tryon Street, Hillsborough, NC.
BACKGROUND: Sufficient packing at the Whittetl Building continues to be a challenge. The
County has recently taken several steps in an attempt to address parking issues, including
relocating the Orange Public Transportmon buses off-site and designating lots for public and
employee parking (see attached memorandum to employees fmm the Manager). One of the
primary mechanisms to maximize existing parking, however, is to pave the lots. Engineering
estimates indicate that the number of cars parked can be increased by up to 25% on a paved
lot in which the spaces are marked.
Specifications were prepared by MANIA Engineers to pave two (2) lots; one at the corner of
Tryon and Hassell Sheets and the other which lies tc the east of the Whittetl Building with entry
off Tryon Street. Bids were solicited on June 5, 2002,with three responsive bids received. The
bids ranged from $60,500 to$99,823 (see attached tabulation). The engineering estimates for
this work were in the range of$75,000. The low bid as submitted by False Builders for
$60,500 re0ects the current, much improved bid climate and is recommended for award If
approved by the Board,Me work would be carried out in July 2002.
FINANCIAL IMPACT: Funds are currently available in the Whined Human Services Capital
Project to cover Me cost of the parking improvements outlined in the Background section. The
Board approved the appropriation of pay-as-you-go funds to this project in previous fiscal years.

two(2) parking lots at the Whited Building to Pa not Builders in an amount of$60,500; and
authorize the Purchasing Director to execute the appropriate paperwork pursuant to the
specifications, drawings as prepared by MANIA Engineering, and the bid response dated June
5, 2002 as submitted by Patnot Builders.

TO: Employees in the Whiffed Building
From: John Link, County Manager
RE: Parking Plan for Whiffed
Date: May 15, 2002
As many of you know, there will be some exciting improvements occumng at the Whiffed
Building in the near future, including:
• The installation of anew heating and air conditioning system;
• The renovation of the clinic area of the Health Department; and
• The long-awaked paving of some of your parking areas.
You will be hearing more about the heating and air conditioning system replacement and other
nnovaton projects as their commencement date gets closer. Howevep I wanted to share
some good news about the parking situation with you now.
Plans are currently underway to design and pave the parking lots on Hassell Street across from
the bus parking lot and the east parking lot off of Tryon Street. We will also be making
Improvements to the bus parking lot and the rear lot off of Hassell Street, although they are not
targeted for paving. We will move forward with the bidding of the project following approvals by
the Town of Hillsborough and Me NC Erosion Control (AprillMayj. We estimate that the County
Commissioners should approve the project such that work can commence in July with
completion within 3035 days.
In the meantime, there is an immediate need to address the parking at your building. You era
probably all aware that citizens have sent a petition to the County recently because of their
inability to find adequate parking. In order to provide some organization to the parking situation
and to render a higher level of service to our customers, I asked members of my Staff and
Department Heads at your facility to recommend a parking plan for the facility. I endorsed the
resulting plan that will go into effect on June 3, 2002 as follows:
• The OPT buses have been re-located to the Public Works compound
• Appropriate signage will be posted by the Public Works Department
designating the following parking areas as "Public Parking Only':
• Hassell Steel lot across from the bus parking lot no be paved); and
• The existing bus parking lot (to be improved).
• Appropriate signal will be pasted by the Public Works Department
designating the following parking areas as 'Employee Parking':
• The east parking lot off of Tryon Street(to be paved): :and
• The rear parking lot off of Hassell Street (to be improved).

• Employees are requested to park only in the lots and refrain from on-street
Parking.
• Employees are not to par in the serviceldelivery spaces at the west end of the
Whiffed Building.
• Hangtags for employees to display in their vehicle will be issued so we can
monitor the effectiveness of the plan.
This plan will provide one paved and one unpaved parking area for both the employee
population in the building and the citizens who came there to seek service. Basedonthe
client flow and employee count as expressed by the Departments, a appears that the
designated lots will provide sufficient parking for both employees and dientsl patrons
visiting the facility, particularly after the lots have been paved. We will, however. monitor
the paring patterns and make changes as may be necessary.
As is the case with most new initiatives, there will be a time of adjustment to this parking plan. I
feel that implementation will make a better parking situation for all. The success depends on
each employee doing their pad; however, to park only in the areas designated for employee
parking. I will personally monitor the auccsss of the plan and the employee pardapoflon. If you
