PURPOSE: To approve a revised map of the South Orange Fire District.
BACKGROUND: Staff recommends that the Board of Commissioners approve the
accompanying map reflecting the service boundaries of the South Orange Fire District, This
purely administrative action will have no effect on the delivery of fire protection services to
citizens and properties in the South Orange Fire District, It will continue arrangements that
have existed since the early 1980s and will have no impact on the costs for providing those
services nor the tax rate required to produce the revenue to pay for those services, Formal
BOCC approval of the map will assist the Town of Carrboro as it prepares for the next
inspection of the South Orange Fire District by the North Carolina Department of Insurance,
All rural fire districts in North Carolina are graded for fire insurance ratings by the North Carolina
Department of Insurance every three to five years. Departments are graded on fire suppression
capabilities, equipment, and administrative files. Documentation review includes maps of each
fire district, and these maps must have Board of County Commissioner approval to be
recognized by the Department of Insurance, During the most recent inspection, staff from the
North Carolina Department of Insurance determined that the map of the South Orange Fire
District needed to be updated. The Town of Carrboro has provided fire protection services to
this district under the terms of a 1982 contract between the County and the Town.
Several additions to the service area have taken place since the existing map of the district was
done, and several municipal annexations have affected the contiguity of certain parts of the
district. Accordingly, that map does not reflect the current boundaries of the South Orange Fire
District, although property owners in the affected areas pay fire district taxes and receive
service from the Town of Carrboro. Annexation areas included were on Culbreth Road, Smith
Level Road, Old Highway 86, and Homestead Road.
Emergency Management staff have worked with Land Records staff to produce the attached
map with the corrected boundaries of the South Orange Fire District. Once approved by the
Board, the map will be submitted to the Department of Insurance for their approval, as the
Department of Insurance has indicated it will accept a map produced by Land Records.
FINANCIAL IMPACT: The approval of this item has no financial impact on the County. No
changes in fire protection, tax rates, or service levels will be reflected by this action.
RECOMMENDATION(S): The Manager recommends that the Board approve the revised map
of the South Orange Fire District.
