HomeMy WebLinkAboutMinutes - 19640203Minutes of the Board of County Commissioners 333 February 3, 1964 The orange county Board of Commissioners met in regular session on Monday, February 3, 1964, at 10:00 o'clock A.M., in the Commissioners Room at the Courthouse in Hillsboro, N. C. Members present: Chairman Donald Stanford, Commissioners Harvey Bennett, Gordon Cleveland, Carl M. Smith, and Henry S. Walker. Members absent: None Commissioner Cleveland, Chairman df the committee appointed on December 2, 1963, for the purpose of attempting to break the poverty cycle in North Carolina, present@d the proposals which were jointly being submitted by the counties of Orange and Chatham to the North Carolina Fund. Commissioner Cleveland assured the Board that no binding commitment of the Orange County Board of Commissioners had been made in said proposal. Upon motion of Commissioner Smith, seconded by Commissioner Bennett, and unanimously adopted, Chairman Stanford was authorized to sign said proposal to the North Carolina Fund on behalf of Orange County. Two representatives from the Eno Fire District were present and requested that the County enter into a contract with said district for the purpose of being able to obtain lower fire insurance rates for the citizens of said area. The County Attorney was asked to formulate a contract. Upon motion of Commissioner Walker, seconded by Commissioner Smith, and. unanimously adopted, Orange County was authorized to enter into a contract with the Eno Fire Protection District at a fee of $10.00 per.month for the next six (6) months. E. M. Lynch, Clerk of Court, again brought to the attention of the Board the matter of the additional work involved in his office due to the increase of the Recorder's Court docket and the additional terms of Superior Court. Due to this situation, Mr. Lynch requested that he be authorized to employ another deputy Clerk of Superior Court. No action was taked on said request. The Superintendent of County Schools and the members of the Orange County Board of Education met in Joint session with the Board of County Commissioners for the purpose of appointing a member for the A. B. C. Board. ----- IIpon motion of Delmar Brown, seconded by Commissioner Bennett, and unanimously adopted, Dr. V D. D. Carroll was re-appointed to a three (3) year term on the County A. B. C. Board; said term to begin at the expiration of his present term. The following department officials presented reports for the month of January, 1964: Jim Wight, Welfare Director E. M. Lynch, Clerk of Court Thomas E. Bivins,Veterans Service Officer Betty June Hayes, Register of Deeds Burch Compton, Civil Defense Director, presented to each member of the Board a copy of Orange Count Operational Survival Plan. The Board had authorized the publication of said plan. Mr. oo__nd tha with the is=n of said plan, Orange-County now has met the requirements to become a part of the States Civil Defense Program. The Board complimented Mr. Compton on his diligent efforts in.completing said plan. John Henry Williams of Route #1, Chapel Hill, N. C., along with a delegation from the White Cross area, asked that the Board recommend to the State Highway Commission that road #1951 from the Chatham County line be paved. Mr. Williams stated that a road petition had been previously filed. The Board assured Mr. Williams that such recommendation would be forwarded to the State Highway Commission. H. H. Ivey of Route #1, Chapel Hill, N. C, was present and requested that.road #1950 be con- sidered.for paving and/or improvements. Chairman Stanford informed Mr. Ivey that a petition most be secured for said road, and that only then could the Board act on his request. Jim Wight, Welfare Director, presented his semi-annual report and two blind aid cases. Remus Smith, Sr.,.Chairman of the A. B. C. Board, presented their report for the last six months of operation, ending December 31, 1963. George Watts Hill, Acting Chairman of the Community Health Organization Committee, and George M. Stockbridge, Executive Secretary of said Committee were present. The following letter was presented along with a booklet setting forth the proposal for a Regional Health Planning Council:. "RE: HEALTH PLANNING COUNCIL FOR CENTRAL NORTH CA..OLINA Attached is a "Proposal for a Regional Health Planning Council" as prepared by the Community Health Organizational Committee by direction of the Durham Chamber of Commerce. On page 5 of the booklet on Income Budget is suggested of 710,000 each from Government, Health Interests,- aCororations and Individuals. We have informal but valid assurances that the funds suggested of Health Inter- ests will be available on a matching basis; $4,450 in cash ha,s been collected from Corporations and Individuals, also on a matching basis. We will meet that `10,000 goal. ;3.34 "You note that the $10,000 requested from Government is divided: Durham County $8,000 Orange County 1,500. Wake County 500 $10,5W the division being "based on size and expected activity and benefit during the first year of study." Specific request is made of Orange County Board of Commissioners to: a. Approve the general program of the Health Planning Council. b. Authorize County expenditure prior to June 30, 1964, of $750 toward the first six months operating expenses of HPC, said fund to be matched by Health Interests and Corporations and Individuals. And later .... c. The Council will make official request at the proper time through County Administrator Gattis for an additional 'v750 appropriation for use over the period July 1 to December 31, 196h, again as matching Funds. As you note from the booklet, we have been informally advised by U. S. Public Health Service that, subject to availability of funds, the Health Planning Council would be eligible for a Federal Grant covering a two to four year period. Current grant regulations require seom local governmental and health interest participation. We will therefore make additional request for future matching funds as soon as we receive more definite advice from Washington. " A discussion ensued on the Health Planning Council proposal and request. No action was taken. Chairman Stanford informed the Board that he had been contacted by Attorney John T. Manning, acting on behalf of the District Solicitor, who requested that the Board attempt to secure two special criminal terms of Superior Court on the 13th and 20th of April respectively, for the purpose of expediting the disposition of cases on the congested criminal docket. It was moved and unanimously adopted that Orange County Try to secure two special terms of criminal court in order that the disposition of the cases on said docket might be expedited. The dates for these special terms were set as April 13th and April 20th. Chairman Stanford read a letter from Mrs. Clarence D. Jones, Chairman of the Orange County Historical Museum Committee. Mrs. Jones stated: "In the early days it is recorded in the Court Minutes that the Court from time to time appointed a Keeper of the Standard Weights and Measures in Orange county. We, the Orange County Historical Museum committee, think it is of particular interest that Orange county still has, the original Weights and Measures, procured in 1760; in excellent condition. We think it would be of further interest and in keeping with the Orange County Museum's aim of pre- serving and publicizing the rich historical background of Orange county to have the Commissioners appoint a present day Keeper of the Standard Weights and Measures. "We recommend that Clerk of Court Edwin Lynch be appointed to this office and that he be instructed to make regular visual checks of these aforementioned properties now housed in the Orange County Historical Museum to see that these original weights and measures are kept in good condition and in a locked case." Upon motion of Commissioner Cleveland, seconded by Commissioner Smith, and unanimously adopted, 3. M. Lynch was appointed as Keeper of the Standard Weights and Measures for Orange County; his duties are to be those which are outlined in Mrs. Jones's letter. Upon motion of Commissioner Bennett, seconded by Commissioner Smith, and unanimously adopted, the Clerk of Court was authorized to employ a Deputy Clerk of Court at a beginning salary of 6237.00 per month.
