PURPOSE: To award one contract for the County CDBG Scattered Site Housing Rehabilitation
Program and two housing rehabilitation contracts for the CDBG Housing Rehabilitation Program
administered by the County for the Town of Chapel Hill.
BACKGROUND: The Housing and Community Development Department solicited bids from
qualified housing rehabilitation contractors participating in the County's Housing Rehabilitation
Program. The informal bidding process is governed by the North Carolina General Statues
§143-131 and does not require a minimum number of bids. Additionally, present program
procedures provide that housing rehabilitation contracts be awarded to the lowest responsible
bidder. Additionally, all contractors participating in the County's Rehabilitation Program are
required to utilize current deconstruction and material recycling methods during the repair
process.
Sealed bids were solicited from participating contractors on July 27 and August 10, 2005 with
bid openings on August 9 and 23, 2005 with at least three bids received for each rehab job. Bid
results are attached.
FINANCIAL IMPACT: The Orange County 2004 CDBG Scattered Site Program and the Town
of Chapel Hill CDBG Program provides grant funding for these repair projects.
RECOMMENDATION(S): The Manager recommends awarding the following housing
rehabilitation contracts:

Exterior:
Install a new crawlspace door and frame. Install pressure
treated lumber. Install a 2x4 frame and % inch plywood door.
Install new galvanized hinges and locking hasp.
2, Remove the gutters from the front and rear fascia.
Wrap ALL exterior wood on the unit. Wrap all door and
window frames with white coil stock.
Install vented soffit in the overhangs. Install solid soffit in the
gable overhangs.
Install aluminum coil stock under the left/front windows.
4. Install a 36 inch six panel, metal insulated door unit with aluminum
threshold, weather-stripping and matching trim. Install a lockset
land deadbolt to be keyed alike. Install a wide view peephole.
Prime and paint the door and trim with semi-gloss latex paint.
All paint shall cover completely,
5. Install a 32 inch 9 lite exterior door unit on the side porch.
The unit shall have an aluminum threshold, weather-stripping
and matching trim. Install a double cylinder deadbolt and lockset
keyed to match the new front door. Prime and paint the door
and trim with semi-gloss latex paint. The paint shall cover
completely.
6, Install two (2) vinyl over wood storm doors on the front and
side porches. The storm doors shall have a push button lock,
vinyl sweep, screen and pneumatic closer,
7. Install continuous aluminum gutters and downspouts on the
front and rear of the unit. Install the front downspouts into the
drain tile. Install splash blocks under the rear gutters.
Windows:
Install double insulated vinyl replacement windows in all rooms.
The new windows shall have locks, screens and at least one
openable sash. Install all necessary trim. Install fifteen (15)
replacement windows and one picture window. _

Kitchen:
Repair one damaged cabinet drawer. Install the existing drawer
front. Install a new solid wood drawer. Install the existing
hardware.
Patch the wall in the rear right corner with sheetrock. Finish
the sheetrock smooth and paint to match existing wall color.
Hall Bath:
Remove the wall and ceiling covering to the framing. This
includes the sheetrock and tile. Remove the vanity, tub
and commode.
2. Remove the vinyl floor covering. Repair approximately
two sheets of damaged sheathing. Install matching
sheathing.
1 Repair two damaged floor joists below the tub. Install
matching treated lumber.
4. Install wall framing for two grab bars in the shower area.
The bars are to be anchored into solid blocking. The Rehab.

edge of the surround shall be water tight.
8, Install "/4 inch lauan plywood. Prepare the floor for
vinyl.

Hall Bath:
9. Install vinyl floor covering, shoemold and metal trim.
The vinyl to cost not less than $14/yd.
10. Install a new vanity. The vanity shall have a solid wood front.
Homeowner to choose either stained or white finish. Vanity
shall be complete with hardware and molded marble top.
11. Provide a transfer seat.
12. Reinstall the existing recessed medicine cabinet.
13. Install an access panel for the tub/shower faucet. Prime and
paint the access panel with semi-gloss latex paint.
Master Bath:
Remove the sheet vinyl from the floor. Prepare the floor for
12" x 12" composite tile. Remove all nails & clean. Install a
new tile floor. Homeowner to choose a stock floor from a
Home Improvement Center. Caulk the area between the
new composite floor and the wall tile. Use a 100% silicone
caulk.
Bedroom Hall:
Install a disappearing stairway with aluminum stairs.
Install new casing. Prime and paint the door and trim with
semi-gloss latex paint. The paint shall cover completely.
Trim the stairway to properly fit the floor.
Electric:
Install a 200-amp breaker panel, weather head and mast.

Plumbing:

and slip resistant bottom. Install a new drain line assembly

Insulation:
Remove the insulation in the crawlspace. Install R-19
insulation,
2. Install baffles in the attic. Add blown insulation in the attic
to achieve an R-30 rating.
3, Install a 6-mill vapor barrier. Remove all wood and debris
before the poly is installed. All wood removed from the
crawlspace shall be hauled to the landfill.

Exterior Grade Work:
Raise the grade along the front and right side foundation walls.
Install a large vent well on the front right foundation vent.
Install a tandem load ( 12 yds) of soil. Raise the grade to divert
water away from the foundation wall. All excess soil may be
placed along low areas along the rear and left side wall,
Install solid drain-tile on the front right downspout, Install
the drain-tile before the soil is placed beside the foundation.
The drain-tile shall extend 10 ft past the rear foundation wall.
Seed and straw all exposed areas. _
Install drain tile on the left front and right side foundation
walls. Dig to the footing, The ditch shall extend at least 24"
out from the foundation wall. Clean footing and wall and
prepare for water-proofing, Waterproof the top of footing
and wall to with 2 inches below the new grade. Install crushed
gravel and landscape fabric, Place a minimum of 12" of gravel
on the side and top of drain tile. All drain the shall extend
10 ft, past the rear of the unit.
Crawlspace:
Repair the termite damage along the front and right side
foundation wall. Replace approximately 60 linear ft of damaged
sill and band. Install a temporary dropped girder to support
the floor system while replacing the damaged framing.
Install a temporary 4x6 in the interior ceiling corner to
support the roof load while the band and sill is being
replaced. ( See Plan)
Note: All new lumber installed shall be pressured lumber.
Cut the existing floor joist approximately 2 ft from the foundation
wall. Remove the 2ft section of floor joist to expose the band and
sill. Double the existing floor joists along the entire length of the
front. Install pressure treated 2x8 floor joists.
Nail the two joists together with 16 penny galvanized nails.
The joists must rest on the foundation plate and center girder.
Install a new piece of 2x8 to fill in the 2ft missing section.
A permit is required for this work. _

Exterior:
Carefully remove the gutters and leaf guards, Prepare the gutter board /
overhangs for almninum coil stock. Wrap the five window frames on the
left side addition. Wrap the front and back door frames with coil stock.
Wrap ALL exposed wood on the boxing with aluminum coil stock.
Install vented soffit in all overhangs. Install solid soffit in the gable
overhangs and front porch ceilings. Remove plywood from the
soffit to allow ventilation into the attic.
(Note) Lead Based Paint is present on the front porch ceiling.
Use Lead Based Paint Safe Work Practices.
Install %4" fan fold insulation and D-5 vinyl siding on the left
addition. Remove the masonite siding before the fan fold insulation
is installed. Install all necessary corner trim and J-channel.
Re-install the existing gutters/leaf guards. Install using proper
fasteners. Caulk all areas where the downspout and gutter connect.
Install solid drain-tile to all downspouts to divert water away from
the foundation, Install drain-tile below grade where possible,
4. Install new weather-stripping and threshold on the kitchen door.
Install the jamb-up weather-stripping. Install a threshold with
replaceable vinyl insert.
5, Install a.32 inch, aluminum over solid wood core storm door.
The storm door shall be complete with screen, weather-stripping,
lock, closure and limited lifetime warranty.
6. Install a new front door. Install a 1 '/4" solid wood 9 lite door.
Trim/cut the door to fit existing opening. Install a keyed lockset and
deadbolt. Install new hinges andjamb type weather-stripping,
Prime the new door with an oil primer. Paint the door with semi-
gloss latex paint.
7. Install an aluminum threshold with replaceable vinyl insert for
the front door. Trim door to properly seal at the bottom,

Windows:

Kitchen:
Prepare the kitchen/dining room for vinyl. Install %4" lauan plywood
and a new vinyl floor. The vinyl to cost not less than $ 14 sq.yd.
Install metal trim at all door openings. Install new painted shoe
molding at all cabinet and wall areas, _
Prepare the white paneling for paint. Paint the paneling with semi-
gloss latex paint. The paint shall cover completely.
Bathroom:
1. Secure the loose tiles in the tub/shower area. Re-caulk the tub/
shower with an approved tub caulk
2. Install 2 %z" wood screws in the top hinge of the bathroom door.
Tighten the hinge so the door will close properly.
Electric:
I . Install a new 200 amp breaker panel, meter base, mast and weather-
head. Make all electrical connections. Install underground service.
2. Remove a 2ft x 14ft section of concrete from the driveway for the
underground service line. The Rehab. Specialist to verify the exact
location. Use a masonry saw to cut the concrete. Patch the driveway
with concrete when electric work is complete.
3. Install hard wired smoke detectors in all sleeping rooms and one
in the hallway.
4. Install arc fault interrupter circuits on the bedroom circuits.
5. Install a service receptacle at the furnace.

6. Install three (:3) GFI protected receptacles in the kitchen.

Electric:
Remove the light fixture over the kitchen sink.
Install two lights in the crawlspace controlled by a wall switch
located within 3 It of the crawlspace door. Install the lights
fixtures in the main center crawlspace.
Mechanical:
Repair all loose, missing and damaged insulation on the ductwork.
Install approximately 60 ft of missing insulation. Tape and secure
the insulation with approved ties and tape.
Insulation:
Add blown insulation in the attic to achieve an R-:30 rating.
2. Remove the R-13 insulation in the crawlspace located in the left
room addition. Install R-19 insulation.
Roof:
1. Trim all layers of shingles that interfere with in installation of the
coil stock on the gables. ( Note) The only layer that should over-
hang is the top course,
Install a metal type ridge vent along the entire ridge. Remove a
three (3) inch section of the ridge before the vent is installed.
Install rubber end caps and joint straps.
Attic:
Install a weather-tight attic access door on the 2"d floor. Install a
jamb, door and weather-stripping. Finish the door and opening to
match the existing trim.

Exterior:
Pressure wash and paint the foundation of the house with
two coats of semi-gloss masonry exterior latex paint.
2. Remove the gutter and fascia. Install approx. 110 l.f,
of 1 x6, #2 pine fascia. Prime the new fascia with an oil
primer.
3. Repair approximately 6 ft of 5/4" corner trim. Prime all new
trim with an oil based primer. Cover corner trim with
aluminum coil stock.
4. Pressure wash and clean the asbestos siding for paint, Caulk
all seams. Paint the siding with flat exterior latex paint, the trim,
three crawlspace access doors, front and rear porch
columns, railings with semi gloss latex exterior paint.
Paint to cover completely. Prime all bare wood with an oil
primer. _
5. Install vinyl siding and trim on the wood siding. Install
aluminum coil stock on the fascia, windows and door trim.
Install vented soffit on all overhangs.
Re-install all awnings.
6. Install aluminum, continuous gutters, downspouts and leaf
guards. Install solid drain-tile to all downspouts to divert water
