C . Charge
1 . The charge of the Human Relations Commission is as follows :
a . study and make recommendations concerning problems in the field of human
relationships ;
b . anticipate and discover practices and customs most likely to create animosity and
unrest and to seek solutions to problems as they arise ;
c . make recommendations designed to promote goodwill and harmony among groups in
the County irrespective of their race , color, creed , religion , ancestry, national origin , sex,
affectional preference , disability, age , marital status or status with regard to public
assistance ;
d . monitor complaints involving discrimination ;
e . address and attempt to remedy the violence , tensions, polarization , and other harm
created through the practices of discrimination , bias, hatred , and civil inequality; and
f. promote harmonious relations within the county through hearings and due process of
law .
SECTION II : GOALS AND OBJECTIVES
A . Goals
1 . The Human Relations Commission shall seek to prevent and eliminate bias and
discrimination because of race , color, creed , religion , ancestry, national origin , sex,
affectional preference , disability, age , marital status, or status with regard to public
assistance .
2 . Advise the Orange County Board of Commissioners with respect to matters relating to
human relations and /or social justice issues .
3 . Cooperate with and seek to advise and coordinate the activities of persons or groups
interested in human relations and /or social justice issues .
4 . Conduct inquiries and hear appeals as may reasonably appear necessary to find the facts
with respect to allegations of discrimination .
B . Objectives
1 . The Human Relations Commission shall by means of education , persuasion , conciliation
and enforcement and utilize all of the powers at its disposal to achieve its goals .
2 . Keep abreast of national , state , and local human rights and social justice issues and
advise, make recommendations and /or provide information to the Board of County
Commissioners regarding human relations and /or social justice issues .
3 . Develop and maintain collaborative relationships/ partnerships within the various
communities ( faith , business, residents, government, for- profit and non - profit sectors, etc . ) .
4 . Received allegations of discriminatory housing and public accommodation practices
5 . Host public meetings/events regarding human rights and /or social justice issues .

Meeting Calendar and Changes
Public bodies that are part of county government are required to file a schedule of their regular meetings
with the Clerk' s Office . The schedule should include the date, time, and location of all meetings and should
be approved by each board/commission . The meeting schedules are submitted at the end of each
calendar year in order for the dates, times , and locations online for all meetings scheduled for the
following year .
If there is any deviation from the approved and published meeting schedule, proper notice must be
provided to the public through the Clerk' s Office . The following notice requirements are dictated by law :
➢ Change in Regular Meeting — notice must be given at least seven days prior to the changed
meeting
➢ Special Meeting — notice must be given no less than 48 hours priorto the meeting, and the specific
topics to be discussed must be indicated in the meeting notice
➢ Emergency Meeting — if a decision cannot wait 48 hours, local news outlets must be notified ASAP
➢ Recessed Meeting — notice of the time and place the meeting will resume must be provided at
the time of recess
Due to the legal requirements , we are charged to make sure to add an additional 24 hours to the timelines
above when informing the Clerk' s Office of a change in the meeting schedule to ensure that we are able
to get the notice out in time .
Virtual and Hybrid Meetings — for Boards and Commissions subiect to the Advisory Board Policy ONLY
On December 5 , 2022, the Board of County Commissioners approved a change to Advisory Board Policy,
allowing remote meetings of advisory boards subject to the policy at all times ( not only during a
declared State of Emergency) with the County Manager' s approval . This means that any boards holding
hybrid or fully virtual/ remote meetings must have received prior authorization from the County
Manager. The best time to get her 'ok' is prior to the approval of the annual meeting calendar, but the
Manger will consider allowing remote meetings on an as - needed basis as well .
Agendas and Minutes
Board contacts make sure the following steps are completed for each meeting :
➢ Before meetings, agendas are posted to the Agenda Center on the County' s CivicPlus website .
Minutes are posted in the same location following approval .
➢ Agendas and approved minutes are placed in the Advisory Boards folder on the Countywide
shared drive .
➢ Staff coordinates with the Clerk' s office when new agendas or minutes are added .
* The Director has indicated that she would like the HRC Secretary to take the minutes, therefore l ask that
you please email any minutes to the staff point person unless specified differently.
Meeting Outside Regular Scheduled Meetings
If a collection of HRC members decide they would like to meet socially, they can . However, there are a
couple of rules and nuances you should consider:
➢ Unless a group of you are gathering as an HRC subcommittee, there is NO HRC RELATED
DISCUSSIONS .
➢ If you are planning a social gathering, and it is anticipated that the number attending amounts to
a quorum ( or more ) :
o Inform the staff point person ASAP .
■ The public has to be informed that a quorum of you will be meeting, but NOT TO
DISCUSS ANY HRC BUSINESS .
Email Dos & Don't' s
➢ Don ' t attempt to initiate or carry-out any type HRC business via email ( i . e . nominate, vote , make
action ( s )/decisions )
➢ Do make suggestions , ideas, make recommendation for meeting talking points via email,
o but don 't engage in discussion of these things via email .
■ Make a request or suggest to discuss at a monthly meeting
➢ Do initiate or carry-out any sub-committee business via email
o Inform staff point person of suggestions, ideas , and recommendations regarding their
initiative
