I. Call to Order I Commissioner Mahaley, Chair
A. The meeting was called to order at 6:07 p.m.
II. Minutes Approval I April 25, 2023 & May 23, 2023
A. No quorum
III. Executive Committee Report
A. BOCC Public Hearing—Commissioner Mahaley spoke at the public hearing on June 6, 2023,
regarding a proposal to establish a charter school in Hillsborough. BOCC voted against the
proposal. Community member reached out to Commissioner Mahaley following the
hearing, but Commissioner Mahaley was unable to reach community member at number
provided.
B. 2023 Juneteenth Celebration — Commissioner Mahaley thanks staff for organizing the
Juneteenth celebration. Several members of the HRC were in attendance, as well as a
member of the BOCC.
C. Departures — Commissioner Mahaley and Commissioner Garcia-Turner have completed
their terms with the HRC. Each express their gratitude to staff and offer their availability to
support HRC efforts as a community member.
D. South Churton Street Expansion —Town of Hillsborough is seeking to address a new design
for South Churton Street between 1-40 and Eno River. A series of focus groups have been
held to hear from community stakeholders.
IV. County Updates
A. Intake Specialist — The Office of Equity & Inclusion has completed a second round of
interviews for an intake specialist after the first offer to fill the position was declined.
B. Strategic Planning Efforts —The Office will be conducting three (3) community forums to
hear stakeholder input from on County strategic planning.
C. HRC Term Considerations —Considerations are being made on setting parameters on HRC
members time-in-service prior to election to executive team. An amendment to the HRC
by-laws may need to be made for this to be established.
D. HUD Report — The Office is preparing their end-of-year HUD closeout report and
anticipates being able to share with HRC in next session.
E. Resignation — Commissioner Baker has resigned from the HRC due to unforeseen
circumstances.
F. Official Letter of Appeal — The Office has received an official letter of appeal for a Fair
Housing matter that has been determined upon. Commissioners who have received Fair
Housing training will receive notice on next steps for hearing the matter.
V. HRC Events &Committee Reports
A. Community Read —Anticipation of book selection and purchase in the next month.
B. Pauli Murray Awards—Consideration around revisiting the format of the awards ceremony
and potential collaboration with the Hillsborough Central High School Alumni Group.
VI. Commissioner Check-in (2 mins each)
A. Other Business/Announcement/Upcoming Event
i. Historic Hillsborough Excursion will be occurring on Saturday, June 24, 2023, from
10:00 a.m. —4:00 p.m.
