Salary Grade 20 has hiring range of $42,954 - $55,811. BACKGROUND: In May 2003, the Board of County Commissioners approved the service delivery change in the emergency transportation component of Orange County's emergency medical services. With that change, the County assumed the emergency ambulance transportation component of emergency medical services. The Orange EMS and Rescue Squad previously provided this service. As part of the change, the Board approved a new supervisory position effective in October 2003 to provide additional supervision needed by the addition of the transportation function. With the death of Emergency Management Director Nick Waters in April 2004, the decision was made to hold off on filling the position until the County appointed a new Emergency Management Director and that Director had an opportunity to review the position and decide on the best use of the position to address the supervisory needs. Emergency Management Director Jack Ball has completed that review and determined that the new position would assume direct management responsibility for the new field employees, providing for more uniformity and continuity of management and direction for all levels of field EMS personnel (including Paramedics and EMT Basics). Specifically, the new position will be responsible for: • Supervising the operational EMS Shift Supervisors. This includes resolving problems, coordinating hiring and orientation of EMS personnel, taking and recommending corrective actions and discipline, implementing procedures, ensuring compliance with Infection Control Policy, and compliance with OSHA standards, Planning and coordinating a comprehensive certified emergency medical services training program approved through the North Carolina Office of EMS to provide appropriate continuing education for all levels of EMS providers, including EMS field personnel, training personnel, emergency medical dispatch and basic search and rescue training. Planning and administering the Continuous Quality Improvement program. This includes monitoring employees for compliance with patient care protocols and documentation; reviewing training records, medical reports and records; conducting field spot checks; and providing regular reports on findings to the Audit and Review Committee, Working with the Deputy Director for Emergency Medical Services in managing all aspects of the County's EMS functions. This includes budget development; daily operations, including maintenance of vehicles and equipment, purchasing of supplies and materials and scheduling of personnel; preparation of reports, and recommending changes in policies, procedures and protocols. The EMS Director requested that Personnel classify the new position based on these planned duties and responsibilities. Personnel has reviewed the duties and responsibilities of the position, compared the duties and responsibilities to existing County positions and conducted market survey, although the available market data was very limited. Based on this, Personnel recommends that a new class of Emergency Medical Services Operations Manager at Salary Grade 20 be created. FINANCIAL IMPACT: Funding for this position is included in the approved budget for 2005-06. The estimated cost (salary and benefits) of this position is about $53,508 on an annual basis. RECOMMENDATION(S): The Manager recommends the Board amend the Classification and Pay Plan to add the new class of EMS (Emergency Medical Services) Operations Manager at Salary Grade 20. Attachment JOB TITLE: EMS (Emergency Medical Services) Operations Manager DEPARTMENT: Orange County Emergency Management JOB SUMMARY: This position is responsible for assisting with managing and overseeing the county's emergency medical services program. MAJOR DUTIES: o Works with the Deputy Emergency Management Director/EMS in managing all aspects of the County's emergency medical services functions, o Plans, develops and coordinates a comprehensive certified emergency medical services training program approved through the North Carolina Office of EMS, o Designs and conducts training; identifies and contracts with instructors; and serves as liaison with the community college and the University in monitoring and evaluating courses, o Supervises the operational EMS Supervisors: resolves problems, takes and recommends corrective actions and discipline, and coordinates hiring and orientation of EMS personnel. o Plans and administers the continuous quality improvement program, including monitoring employees for compliance with patient care protocols and documentation; reviews training records, medical reports and records; and conducts field spot checks. o Monitors employees for compliance with the Infection Control Policy; documents and files employee exposures and departmental compliance with OSHA standards, o Monitors safety of employees, investigates on-the-job injuries and takes appropriate disciplinary action. o Plans, delivers and conducts training on a variety of topics such as use of medical equipment, procedures for verbal and written reports, caring for patients at the emergency scene and in transit to the hospital, diagnosing patients' injuries and illnesses, procedures for handling deceased victims, including documentation and disposition, etc. o Works with Deputy Emergency Management Director on developing the division's budget, overseeing daily operations, including maintenance of vehicles and equipment, purchasing of supplies and materials, scheduling personnel, and preparing forms and reports, o Participates in EMS response for patient care, EMS back-up, search and rescue missions and extended medical and rescue incidents, o Participates in County Emergency Operation Center (EOC) activities and serves in various roles within the incident command structure. o Serves as Deputy Emergency Management Director/EMS in his/her absence. o Performs other related duties as assigned. KNOWLEDGE REQUIRED BY THE POSITION: o Knowledge of basic and advanced emergency medical and life-sustaining techniques, including cardiac care, trauma and shock care, and ventilation and other CPR techniques. o Knowledge of medical terminology, medical billing, anatomy, physiology, and disease process, o Knowledge of infection control and OSHA guidelines. o Knowledge of the county road system and geography, o Knowledge of radio and 911 communications. o Knowledge of relevant state and federal laws and county ordinances, o Knowledge of county and department policies and procedures, including personnel and purchasing practices. o Knowledge of government accounting and budgeting practices. o Skill in collecting and analyzing data. o Skill in supervision, o Skill in the administration of emergency medical techniques and in the use of specialized equipment associated with advanced life support. o Skill in extrication techniques. o Skill in patient assessment. o Skill in oral and written communication. SUPERVISORY CONTROLS: The Deputy Emergency Management Director/ EMS assigns work in terms of very general instructions requiring the use of much judgment. Completed work is spot-checked for compliance with procedures, accuracy, and the nature and propriety of the final results. GUIDELINES: Guidelines include county ordinances, federal, state, and local laws and policies pertaining to emergency medical treatment, as well as established procedures and medical protocols. These guidelines require judgment, selection, and interpretation in application. COMPLEXITY: The work consists of administrative and supervisory duties. The need to determine appropriate medical procedures for a wide variety of situations and the emotional stress of dealing with emergency and life-threatening situations contribute to the difficulty of the work. SCOPE AND EFFECT: The purpose of this position is to assist with managing and overseeing the county's emergency medical services program. Success performance ensures a well- functioning emergency medical services system and the health and well being of county citizens. PERSONAL CONTACTS: Contacts are typically with co-workers, hospital personnel, law enforcement personnel, fire department personnel, other emergency response personnel, state and federal agency representatives, victims of accidents and their families and the general public.. PURPOSE OF CONTACTS: Contacts are typically to give or exchange information, resolve problems, provide services, or motivate or influence persons. PHYSICAL DEMANDS: The work is typically performed while sitting, standing, walking, or stooping. The employee frequently lifts light objects, occasionally lifts heavy objects, climbs ladders, uses tools or equipment requiring a high degree of dexterity, and must be able to distinguish between shades of color. WORK ENVIRONMENT: The work is typically performed in an office and outdoors, where the employee may be exposed to noise, contagious or infectious diseases, and occasional inclement weather. The work requires the use of protective devices. SUPERVISORY AND MANAGEMENT RESPONSIBILITY: This position has direct supervision over EMS Supervisors (4). MINIMUM QUALIFICATIONS: o Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field. o Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require two to four years of related experience, o Possession of or ability to readily obtain a valid driver's license issued by the State of North Carolina for the type of vehicle or equipment operated. o Possession of and ability to maintain North Carolina certification as an Emergency Medical Technician at the Paramedic level,
