Ron carried out his leadership responsibilities as a champion of good government with expertise, gentlemanly aplomb, and a sense of humor that vitalized Association activities for decades. He recently presided at his final Association conference, where the Association Board of Directors honored him with a new scholarship in his name at the public administration program run by the Association's long-term educational partner, the UNC School (and Institute) of Government. Ron received both his undergraduate and law degrees from UNC-Chapel Hill and is very supportive of the University. To initiate this honor, the Board voted to commit at least $25,000 as a match for gifts from Ron's current and former colleagues, friends, and admirers including associations, counties and others, The Orange County Board of Commissioners has previously informally indicated its desire to pledge $1,000 to the scholarship fund to help promote the Aycock Scholarship to become one of North Carolina's top educational incentives for attracting bright, committed students to public service in this state. This agenda item provides an opportunity to formally ratify that pledge and to appropriate $1,000 for this purpose. FINANCIAL IMPACT: This action would appropriate $1,000 of funds currently budgeted in the General Fund Commissioner Contingency account. RECOMMENDATION(S): The Manager recommends that the Board appropriate $1,000 from the Commissioner Contingency account in the 2005-06 Orange County budget as a contribution to the Aycock Scholarship Fund.
