Memo from Clarion Associates Tom Altieri, 919-245-2579 Cy Stober, 919-245-2592 PURPOSE: To receive a briefing from Clarion Associates, LLC, on the Orange County Land Use Plan (LUP) 2050 for discussion and feedback. BACKGROUND: At its September 12, 2023 work session, the BOCC received its first project briefing from Clarion Associates. Outcomes of this work session were the confirmation of the Project Name, "Orange County Land Use Plan 2050" and Project Tagline, "Guiding Our Future" for the purpose of project branding. Following is a link to the agenda materials from that meeting: http://server3.co.orange.nc.us:8088/weblink/0/doc/70754/Pagel.aspx Summary of Project Scope and Deliverables Completed The project schedule spans a little over two years from kick-off to Plan adoption and includes the following phases: Phase 1: Launch Project (COMPLETED) Phase 2: Identify New Issues and Opportunities, including 1St Outreach Window (CURRENTLY HERE) Phase 3: Evaluate Planning Influences Phase 4: Develop the Plan (2nd and 3rd Outreach Windows) Phase 5: Adopt the Plan (Public Hearing) The following Phase 1 work, project launch and kickoff have been completed: • Planning Department Kickoff (context mapping and reconnaissance tour) • Staff Working Group Kickoff • Office of Equity and Inclusion and Community Relations Meeting (focus on public engagement) • Virtual and in-person stakeholder interviews • Collection and inventory of relevant data, plans, and studies • Project branding and website https://www.orangecountylanduseplan.com/ The following Phase 2 work has commenced, with some parts completed prior to this November 9, 2023 Board work session: • Developing a Current Policy Profile 2 • Preparation of the Equity Database for engagement publicity • Preparing for Community Engagement Window #1 (CEW #1) • Holding the first public workshop launching CEW #1 Highlights From First Public Workshop The first public outreach window was launched through an in-person workshop on October 26, 2023 from 6:00-8:00 pm at the Bonnie B. Davis Environmental and Agricultural Center. Asynchronous online engagement activities follow for a minimum period of three weeks. This will allow participants to engage in a way that works best with their lifestyle and schedule, while also allowing them the opportunity to provide feedback in a similar way as the participants of the in- person workshop. Clarion Associates will provide highlights from the October 26, 2023 workshop as part of the November 9, 2023 work session. Additional information is provided in Attachment A. A PowerPoint presentation will be provided at the meeting. FINANCIAL IMPACT: There is no financial impact associated with this item. The first objective of the meeting is to brief the Board on project progress. The presentation will provide an overview of the Phase 1 work completed and the Phase 2 and Phase 3 work that has commenced.The graphic below provides an overview of the CLUP phases. The second objective is to brief the Board on the preliminary outcomes of the first Community Workshop conducted on October 26,2023.A summary of publicity efforts,workshop participants, engagement activities, and a list summarizing outcomes from the meeting will be shared. This is the first engagement opportunity as 4 part of Community Engagement Window #1 (CEW #1). A full report summarizing the responses from all participants will be shared in the future when the CEW#1 activities have been completed. 3. The third objective is to share with the Board the additional engagement activities to occur during Community Engagement Window #1. These activities include facilitating online engagement following the Community Workshop on October 26th and scheduling additional community meetings in early 2024. 4. The fourth objective is to share with the Board progress made on technical analysis and preparation of the Community Policy Profile. 5.
