BACKGROUND: The Board of County Commissioners approved six (6) vehicle replacements for Orange County Emergency Services in the FY 2023-24 Capital Investment Plan budget. Four of these vehicles are response capable SUVs with warnings lights, sirens, and communications technology (radios, etc.). The Emergency Management Division, which oversees the logistics function of the Emergency Services Department, in partnership with Fleet Services, has selected Utilitac to build the four response capable SUVs using the competitively bid contract BuyBoard National Contract (Contract #698-23). The price for these vehicles and upfits, excluding vehicle graphics and auxiliary power supplies used to power agency medical response equipment, is $228,142.65. The auxiliary power supplies will be installed by a different, local vendor upon the County taking possession of the vehicles. FINANCIAL IMPACT: The Board of County Commissioners has approved a total amount of $413,076 for replacement of six vehicles within the 2023-24 fiscal year. The purchase of the four SUVs will be funded from this funding. The remaining funds ($184,933.35) will be used to purchase the additional two vehicles and any needed upfits. SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to this item: 2 • GOAL: CREATE A SAFE COMMUNITY The reduction of risks from vehicle/traffic accidents, childhood and senior injuries, gang activity, substance abuse and domestic violence. The purchase of these four response-capable SUVs will provide Emergency Services staff the capability to respond to community safety needs and life-threatening emergencies. ENVIRONMENTAL IMPACT: There is no Orange County Environmental Responsibility Goal impact associated with this item.
