SUBJECT: Bid Award: Construction of Recyclinq Center at Hampton Pointe DEPARTMENT: Purchasing/Solid Waste PUBLIC HEARING: (Y/N) No ATTACHMENT(S): INFORMATION CONTACT: Bid Tabulation Pam Jones, 245-2652 Gayle Wilson, 968-2885 TELEPHONE NUMBERS: Hillsborough 732-8181 Chapel Hill 968-4501 Durham 688-7331 Mebane 336-227-2031 PURPOSE: To consider awarding a bid to Mainline Contracting, Inc of Durham, North Carolina to construct a recycling center at The Home Depot at the Hampton Pointe shopping center in Hillsborough, BACKGROUND: The Hampton Pointe Recycling Center is to be constructed as a full service un-staffed recycling dropoff center similar to the center at University Mall in Chapel Hill, The center is a replacement for the previous Hillsborough recycling center, which was located until July 2004 in the WalMart parking lot at the Hillsborough Commons shopping center, The County's consulting engineering firm for the Solid Waste Management Department (Draper Aden Associates) and staff prepared the plans and specifications as part of bid solicitation 1449. The bid solicitation was advertised on the County website, A pre-bid conference was held on August 19. Five contractors received the bid package. Two bids were received, Mainline Contracting, Inc of Durham, North Carolina submitted the lowest responsive bid of $115,500, which was in line with the engineer's estimate of $124,350. Mainline is the contractor who is constructing the new Home Depot and is currently onsite. They have indicated they can start work soon after receipt of a notice to proceed. Their contract calls for work on the recycling center to be completed within 90 days, Given Mainline's presence at the site already and presumably an easier and shorter mobilization period, staff are optimistic that the site construction can be completed before the end of the calendar year and that the new dropoff recycling site can go into operation in January 2006. FINANCIAL IMPACT: Total purchase price, if approved by the Board, would be $115,500.
