PURPOSE: To present for the Board's consideration an amendment to the Ordnance and
Resolution to Create A Recreation and Parks Advisory Council of Orange County for second
reading.
BACKGROUND: The Recreation and Parks Commissions of Chapel Hill and Can bum have
been allotted representation on the RPAC. However, since October 1993 these positions have
remained vacant. They have been contacted on a regular baste and have not responded.
Therefore, it is being recommended that the Ordnance be amended to provide representation
to the towns of Chapel Hill and Cam without the requirements that the members be a
person from their Recreation and Parks Commission. Section VII of Me Ordinance which
created the Recreation and Parks Advisory Council would be changed to read:
Each member of the Council shall be a county resident appointed by Me Orange County
Board of Commissioners.
The Orange County Recreation and Parks Council shall be composed of one member of
Me Orange County Board of Commissioners, seven representing Me seven townships in
Orange County, one each from Me aides of Chapel Hill, Carr6oro and Hillsborough with
the remaining two members at-h rge.
The Boat approved this amendment on May 8, 2002. However not all of the Commissioners
were in attendance at that meeting. An Ordinance of Orange County net requiring a public
hearing must be approved by all of the members of the Board to be adopted on first reading.
FINANCIAL IMPACT: NONE
i
RECOMMENDATION(S): The Manager recommends that the Board approve the second
reading of the amendment to no Ordinance as presented.
