SUBJECT: Resolution Confirming Appointment of the Orange Person Chatham (OPC) Area Director DEPARTMENT: County Manager ATTACHMENT(S): Resolution Resume PUBLIC HEARING: (YIN) No INFORMATION CONTACT: Gwen Harvey, Assistant County Manager, ext 2300 TELEPHONE NUMBERS: Hillsborough Chapel Hill Durham Mebane 732-8181 968-4501 688-7331 336-227-2031 PURPOSE: To consider adoption of a resolution confirming the appointment of the next OPC Area Director, BACKGROUND: On August 23, 2005, the OPC/LME Board voted unanimously to appoint Judy R. Truitt, Interim Director, as the next Area Director, following a national search and selection process. State statutes require that the three Boards of County Commissioners confirm the Area Director appointment, Attached is resolution prepared by the OPC Attorney LeAnn Nease Brown for Board consideration. Chair Moses Carey and County Manager John Link represented the County on the Area Director search committee. Also attached is a short account of Ms. Truitt's professional experience, FINANCIAL IMPACT: There is no financial impact to the County for authorization of this action, RECOMMENDATION(S): The Manager recommends that the Board adopt the attached resolution and authorize the Chair to sign. ORANGE COUNTY BOARD OF COMMISSIONERS RESOLUTION CONFIRMING APPOINTMENT OF AREA DIRECTOR OF ORANGE PERSON CHATHAM MENTAL HEALTH, DEVELOPMENTAL DISABILITIES AND SUBSTANCE ABUSE AUTHORITY WHEREAS, N.C.G.S.§122C-111(7) authorizes the Board of Directors of Orange Person Chatham Mental Health, Developmental Disabilities and Substance Abuse Authority to appoint an area director; and WHEREAS, following a search, the report of the search committee and evaluation, the Board of Directors of Orange Person Chatham Mental Health, Developmental Disabilities and Substance Abuse Authority have voted unanimously to appoint Judy R. Truitt as its area director; and WHEREAS, N.C.G.S.§1220-111(7) requires the approval of this appointment by the Boards of County Commission of Orange, Person and Chatham Counties unless the authority to approve has been waived; and WHEREAS, the Board of Directors of Orange Person Chatham Mental Health, Developmental Disabilities and Substance Abuse Authority have voted unanimously to request that the Boards of County Commission of Orange, Person and Chatham Counties to approve the appointment of Judy R. Truitt as its area director at their next meetings; NOW, THEREFORE, BE IT RESOLVED that the Board of Commission of Orange County, North Carolina does hereby approve the appointment of Judy R. Truitt as area director of Orange Person Chatham Mental Health, Developmental Disabilities and Substance Abuse Authority. This the 7`h day of September, 2005. Moses Carey, Jr., Chair Orange County Board of Commissioners 3 Judy Truitt Summary of Professional Experience Judy Truitt has been with OPC Mental Health for nearly sixteen years, providing direct services in both developmental disabilities and adult mental health, before assuming the position of Director of Quality Improvement in 1998. In 2002, Ms. Truitt was named as Deputy Director of the agency, while continuing in her role as QI Director. On November 18, 2004, Ms. Truitt was named as Interim Area Director following the resignation of Tom Maynard. Prior to her employment at OPC, Ms. Truitt was the Director of Case Management Services for the Richland/Lexington MR Board in Columbia, South Carolina. Ms. Truitt's career has also offered her the opportunity to work extensively in court systems in both North Carolina and Florida. She has been a sworn police officer and a child abuse & neglect investigator. She was the Assistant Coordinator of the Florida Guardian ad Litem Program in the Sixth Judicial Circuit, as well as the clinical services/assistant director of a wilderness camping program for delinquent youth. Ms. Truitt was invited to participate on a Senate sub-committee investigating public mental health system reform for the state of South Carolina, and has sat as a Board member for several advocacy and/or client rights organizations. She has a MSW from the University of North Carolina at Chapel Hill.
