PURPOSE: To consider renewal of a contract that enables the County Solid Waste
Management Department to provide separated food waste collection services to commercial
establishments throughout Orange County.
BACKGROUND: For the past three years, Brooks Contracting of Goldston, North Carolina has
provided food waste collection and Composting services to Orange Community Recycling.
Brooks provides storage cads, collects food waste, and composts it at their facility in Chatham
County. This contract represents a renewal of the existing agreement to collect from
establishments willing to provide at least two tons of separated food waste monthly. Staff
expects fe expand collection during 2002-03 to four Harris Teeter supermarkets in Chapel Hill
and Cardona based on a perceived corporate commdment by the supermarket chain to
recycling of food waste. Under present circumstances, staff believes that the arrangement with
Brooks is an effective means of carrying out this important component of the Count's recycling
program. However,as noted in the County's solid waste management plan filed with the State,
the County may consider larger scale organics composting carried out as an in-house program
at some point in the future.
FINANCIAL IMPACT: The cost of this contract is estimated at$85,000 annually and assumes
that Brooks Contracting will collect up to 800 tons of food. Any amount over that tonnage would
cost an additional $55 per ton. A total of$91,000 has been Included in the proposed FY 2002-
03 Solid Waste Management Department budget for this service to allow for the proposed
addition of the supermarkets to the program and any collections beyond 800 tons. There is no
increase in the per ton cost for the renewal of this agreement.

RECOMMENDATION(S): The Manager recommends that the Board approve the service
contract with Brooks to collect and compost food waste and authorize the Chair to sign it,
subject to final review by Staff and the County Attorney.
