Originally from Brooklyn, NY, has resided in Hillsborough for 17 years. Long time dog lover, home schooling her daughter,recent graduate of Alamance County Community College in animal care and management. Dr. Strong brought up county survey that was sent out to some residents of Orange County for strategic planning. Animal Services was not specifically included in survey, but falls under community services. Survey was done by contract company and strategic planning is ongoing process with focus groups and all of the county services will participate. 2. OCAS is nearing capacity and participating in national Clear the Shelters program, which is on August 261h from 11 am—5 pm. Adoptions are currently lower for large dogs, so shelter is getting fuller. 3. Finishing summer intern program at OCAS, which was successful. 4. NC-SNAP mobile truck has been sold to Peaceful Paws and will no longer be able to serve Orange, Durham or Chatham counties. We will still be able to send patients to NC- SNAP at their locations in other counties. OCAS is looking for other options for low cost community spay/neuter locally. Page 5 of 7 5. Discussed dangerous dog appeal process. There are 8 empty spots on the Hearing Panel currently and each panel needs to be chaired by a member of ASAB. Presented the procedures for the legally sufficient conduct of quasi-judicial hearings —the purpose of the panel is to make sure that the case meets the definition of a dangerous dog. Director Strong presents the Animal Control position about that dog, the victim is able to present their evidence and the panel decides if the animal meets the definition of a dangerous dog. Owner has the option to appeal to Orange County Superior Court. Dangerous dog designation can be appealed after 18 months with evaluation by a qualified trainer. Information Items: Discussed community options for Canine Good Citizen or other types of training and whether OCAS would be able to partner for this, possibly through the Animal Behavior College Informal Discussion: Last year's efforts to hold ASAB meetings at county community centers did not lead to any public engagement. We are open to suggestions for how to engage the community more effectively for ASAB. A tour of OCAS by Holly Pittman commenced after the meeting for all interested members of ASAB.
