Dr. Joanna Jarred, veterinarian and medical director of OCAS presented to the ASAB her primary role is animal care (medicine, surgery, husbandry, behavior). She enjoys all aspects of being a shelter veterinarian—caring for animals and helping people in need, working on operation, management and planning of facility. Now have small TNR program through OCAS for sterilizing intact cats that are assigned to either an Orange County resident or business. Discussed potential future chemical, hormonal or gene editing treatments that may become available to reduce cat overpopulation problem. Has developed a relationship with Vine Veterinary Hospital, which is under new ownership Page 3 of 5 and able to offer low cost options for veterinary care that OCAS can't offer in-house. There will be two veterinary student interns here this summer as well. 2. Discussion of ASAB Officer Nominations August 2023 —officers elected for 1 year terms and can be re-elected. a. Leadership role is to run the monthly ASAB meeting, chair the Hearing Panel when that convenes, annually report to the Board of County Commissioners and make sure that the board members remain accountable for obligations and committee responsibilities. Full description is in ASAB Policy document. b. Nominations and election will be at August meeting 3. Dr. Pickett introduced topic of Orange County inspections of kennels that breed and sell animals. This system should provide oversight to prevent the type of situation that happened in Hertford County in which the Humane Society of the United States had to intervene. Public participation guidelines: Not necessary General public comments on items not on agenda (3-minute limit): None Monthly Meeting Attendance Record : Confirmed through approval of meeting minutes Animal Services Advisory Board: o Only 1 vacancy on board— the At-Large position remains open Old Business: Dr. Strong updated us that the OCAS budget was funded as presented to the county. Information Items: Dr. Strong's Report 1. Melissa Ramirez-Grimaldi has filled the Program Coordinator role (internal promotion) and her former role is being filled internally as well. Now have an opening in Animal Care Technician role and Animal Control Officer position is also open. 2. Buckhorn Flea Market - letter sent to owner of market that market will need to be licensed as a pet shop if vendors are going to sell dogs, cats or small mammals. And Page 4 of 5 exotic animals are not allowed to be sold at all. Owner of market has decided not to pursue this and there are now noticeably fewer animal sales happening. 3. Recent press release about shelter nearing capacity resulted in increased adoptions and placement of some dogs and cats/kittens into foster care or rescue organizations. Informal Discussion: Dawn Roberts reports that the hunting dogs that were on her property have been removed and placed appropriately.
