o Discussion about absence policy on ASAB—if>2 absences within a 12 month
period, Orange County Commissioners request stepping down from the board.

Old Business: Canine influenza— 1 case reported in Orange County. Currently not allowing
dogs to come in to OCAS for meet and greets, to keep shelter dogs protected from potential
virus. More cases reported in Wake County and Durham County.
Information Items: Dr. Strong
1. Buckhorn Flea Market—county attorney drafted letter to flea market owner(based in South
Carolina), to discuss whether they intend to operate as a pet shop to be compliant with Orange
County ordinances. Property may be sold and discussions are ongoing.
2. Program Coordinator position - currently considering applicants and hiring
decision to be made soon.
3. Budget request has been submitted to County Commissioners - requested stopping
the pet tax, since this does not generate much revenue and places an undue burden on lower
income owners. Also requested increased funding for staff training and certification of
animal control officers.
4. Yesterday, Orange County Animal Services (Drs. Strong and Jarrad, two other staff
members, and Dr. Pickett) assisted the Humane Society of the United States and the Hertford

County Sheriff's Office in rescuing more than 100 dogs in an alleged cruelty case involving a
large-scale dog breeder.
5. Greg Ceseretti, Assistant Director of OCAS will be on medical leave for a while,
but expected to return to work eventually.
