PURPOSE: To consider a prodamation for Heroes of 2001 Stamp Day as requested by the
Efland Post Office as part of a nationwide even.
BACKGROUND: For the second time in United States history,the United States Postal Service
has approved the issuance of a special stamp series,the Heroes of 2001 -semlpostW stamp.
(The Breast Cancer Research stamp series was the first.) This 45-cent stamp, scheduled for
introduction on June 7,2002, will be sold with all proceeds above postage (and the Postal
Services reasonable cost)going to the Federal Emergency Management Agency and
earmarked far assistance to Me families of emergency services personnel who were Word! or
permanently disabled in the line of duty in the September 11, 2001 terronst attacks.
As pan of the everts introducing the stamp and to honor local heroes,the Efland Post Office will
hold an appreciation ceremony far the Efland Volunteer Fire Department on June 7,2002 at
11:00 a.m. and the stamps will be available for sale to the public.
The Board is asked he proclaim June 7, 2001 as Heroes of 2001 Stamp Day in Orange County
as pan of this stamp introduction events to acknowledge and commemorate both local heroes
and Me heroic personnel of September 11,2001. The Efland Post Office has also requested
the presence of one or more Commissioners at the June 7 ceremony.
FINANCIAL IMPACT: There is no financial impact associated with the proclamation.
RECOMMENDATION(S): The Manager recommends that Me Board approve the proclamation
and authorize the Chair to sign.

neighbors and businesses by mail;and
WHEREAS, local branches of the U. S.Postal Service me significant community
resonces and sources of local pnde;and,
WHEREAS, the issuance of the first United Slates eommwvoretiVe postage stamp in
honor ofBenjamin Franklin in 1867,stmup collectors have tresanced those
depictions of gear Amerieeve,nomenteus events and Meteor places in
our narimW history; and
W1tEREAS, more Flom 22 papers Amaicmas Collect stamps,nothing stamp collecting
one of the most popular hobbies m the nation; and
V[HERIl the fire,police and emergency permit provide an invaluable service to
our connumry,and
W}1EREA5, every day these brave police,&c and simMency personnel risk their
in eHEns that help save lives;and
WIIEREAS, the United States Postal Service has seen fit to issue a special
comicommorairve U.S.postage stamps entitled"The Heroes of
2001"to honor those men and wmnm who gave their lives in the rescue
efforts 611owing the terrorist attacks of September 11,2001;
NOW,THEREFORE,do we,the Orange County Board of Commissioners,hereby
pmclaim June 7,2002,as
HEROES OF 2001 STAMP DAY
as Orange County and proclaim Wa observance to all residents of Orange
County and encourage all to pay tribute to the spirit and resolve of our
great country and 0 recognize the importmt roles om fire,police and
emergency we&=play in our everyday lives.
