Amended Resolution 919-245-2007 PURPOSE: To consider adding an approved multimodal transfer center to the County's transportation priority resolution for State Prioritization of Transportation (SPOT). BACKGROUND: At the April 18, 2023 Business meeting, the Orange County Board of Commissioners approved a Centralized Multimodal Transportation Center in Hillsborough (Attachment 1). Since that approval as a County priority, Orange County Transportation Services (OCTS) staff has been working with partners to advance this project. Some of these efforts include: • Working with Hillsborough staff to define the County facility on Town property in coordination with regional and statewide transit providers including rail as part of the Town's train station. • North Carolina Department of Transportation for state and federal investment through the State's Transit Facility Feasibility Study, started April 2023 • Coordinating with Go Triangle through its Short Range Transit Plan update • Go Triangle and County submitted the project for SPOT 7 scoring, o Transit: Regional Impact— As part of Durham and Orange County fixed route o Rail: Regional Impact—As independent multimodal transfer center transit/rail/bike/ped. • Orange County Short Range Transit Plan for project development and state and federal funding. • Identifying other planning and funding opportunities through Orange County Transit Plan and the Bi-partisan Infrastructure Bill. The Orange County Transportation Advisory Service (TAS) and Orange Unified Transportation Board (OUTBoard) recommended approval at their January 2023 meetings respectively. However, this project was not included in the signed resolution as approved by BOCC on April 18, 2023. The attached resolution seeks amendment with the following inclusion (Attachment 2): #24. Regional Multimodal Transportation Center— Centralized mobility hub in Orange County connecting all transit agencies together to Amtrak, bike/pedestrian facilities and park-n-ride lot, also considered a Regional Transfer Center. 2 FINANCIAL IMPACT: This transportation priority is in preliminary development, seeking state and federal funding, and implementation through adopted plans. There is no financial impact at this time. SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable to this item: • GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION AND INEQUITY The fair treatment and meaningful involvement of all people regardless of race or color; religious or philosophical beliefs; sex, gender or sexual orientation; national origin or ethnic background; age; military service; disability; and familial, residential or economic status. • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY The creation and preservation of infrastructure, policies, programs and funding necessary for residents to provide shelter, food, clothing and medical care for themselves and their dependents. ENVIRONMENTAL IMPACT: The following Orange County Environmental Responsibility Goal impact is applicable to this item: • ENERGY EFFICIENCY AND WASTE REDUCTION Initiate policies and programs that: 1) conserve energy; 2) reduce resource consumption; 3) increase the use of recycled and renewable resources; and 4) minimize waste stream. • CLEAN OR AVOIDED TRANSPORTATION Implement programs that monitor and improve local and regional air quality by: 1) promoting public transportation options; 2) decreasing dependence on single-occupancy vehicles, and 3) otherwise minimizing the need for travel. RECOMMENDATION(S): The Manager recommends that the Board approve the amended County Transportation Priority Resolution to include Regional Transportation Multimodal Center. ' Bike/Ped Auto (Park-n-Ride) l Administrative) added as -� y . oRANcRt3vE`sT _ 1 of 24 SPOT 7 transit proj. _ (for scoring purpose) FTA/NCDOT Facility Stud (Seeking 5339(b) grant) 15 RES-2023-059 Attachment 2 5 ORANGE COUNTY BOARD OF COUNTY COMMISSIONERS A RESOLUTION APPROVING ORANGE COUNTY TRANSPORTATION PROJECTS FOR THE BURLINGTON-GRAHAM AND DURHAM-CHAPEL HILL-CARRBORO METROPOLITAN PLANNING ORGANIZATIONS (BGMPO AND DCHC MPO) AND THE TRIANGLE AREA RURAL PLANNING ORGANIZATION (TARPO) FOR CONSIDERATION IN THE STATE PRIORITIZATION OF TRANSPORTATION PROCESS AND STATE TRANSPORTATION IMPROVEMENT PROGRAM WHEREAS, the North Carolina Board of Transportation (BOT), every two years, prepares a Statewide Transportation Improvement Program (STIP) that identifies transportation projects to be implemented over the next ten years with State and Federal funding; and WHEREAS, the North Carolina BOT solicits input for identifying transportation projects of local and regional importance to be included in the STIP; and WHEREAS, the DCHC MPO, BGMPO and TARPO Boards are charged with the development of their respective Transportation Improvement Program (TIP); and WHEREAS, Orange County is a member jurisdiction of the BGMPO, TARPO and DCHC MPO; and WHEREAS, Orange County gives priority to identified safety needs on existing roads and bridges, to transportation projects that encourage alternatives to automobile travel, to projects that minimize adverse impacts on the natural environment and cultural sites, and to those projects that foster economic development in the County's designated Economic Development Districts; and WHEREAS, Orange County strongly encourages the North Carolina Department of Transportation (NCDOT) to design all highway projects, where appropriate, to accommodate bicycle and pedestrian traffic to provide alternative means of transportation that may result in reduced automobile traffic and related air and water impacts; and WHEREAS, on October 18, 2022, Orange County Board of County Commissioners adopted a resolutions the County's Complete Street Policy and Vision Zero Policy; and WHEREAS, Orange County encourages the NCDOT to design all new or replacement bridges with sufficient clearance to allow wildlife to cross safely under them, and to allow pedestrian passage along any existing or planned trail-system connectors; and WHEREAS, Orange County encourages the NCDOT to design all roads, bridges, and right-of-way so as to protect ecosystems and non-renewable resources; and WHEREAS, Orange County has outlined its transportation needs within the BGMPO, TARPO and DCHC MPO planning areas in attachments to this resolution; and NOW, THEREFORE, BE IT RESOLVED by the Orange County Board of Commissioners that the Board endorses the following list of transportation projects to be submitted for scoring by the State and to ultimately be considered for inclusion in the STIP. 6 Burlington-Graham MPO: 1) US-70 Improvements: Widen US-70 and improve intersections from Buckhorn Road (SR- 1114) to Durham County with NCDOT standard street cross-section 4G (110' row, 17.5' median, 11' travel lanes, 5' bike lane, c&g, and sidewalk), add turn lanes and safety improvements at NC-86, St. Mary's Road (SR-1002), Efland Cedar Grove Road (SR-1004), Frazier Road (SR-1310), Richmond Road (SR-1312), Brookhollow Road (SR-1324), Faucette Mill Road (SR-1328), Miller Road (SR-1555), Lawrence Road (SR-1561), Palmers Grove Church Road (SR-1562), Pleasant Green Road (SR-1567), Orange High School Road (SR- 1588), and N Scotswood Boulevard (SR-2300). 2) Mattress Factory Road Interchange: Construct a new interchange at the existing grade- separated crossing of Mattress Factory Road and 1-85/1-40. 3) Mattress Factory Road Extension to U.S. 70: Extend Mattress Factory Road northward across East Washington Street and the NCRR/Norfolk Southern railroad right-of-way to intersect U.S. 70 and close the existing railroad crossover road connecting East Washington Street and U.S. 70 approximately 240 feet to the east of the intersection of Mattress Factory Road and East Washington Street. 4) Buckhorn Road (SR 1114) Widening: Widen Buckhorn Road from U.S. 70 to West Ten Road (SR1144) to multiple lanes with bicycle and pedestrian facilities with grade separation connection at US-70. 5) Lebanon Road Improvements: Intersection and safety improvements along Lebanon Road (SR-1306) from Mill Creek Road (SR-1345) to Efland-Cedar Grove Road (SR-1004). 6) Mebane Oaks Road Improvements: Modernize Mebane Oaks Road (SR 1007) from NC 54 to 1-85 with NCDOT standard street cross-section 2B (60' row, 11' travel lanes, with 5' paved shoulder), add turn lanes and safety improvements at Old Hillsborough Road Road (SR- 2126), Hebron Church Road (SR-1139), Yarborough Road (SR-1138), Oak Grove Church Road (SR-1117), Jones Road (SR-1123), S Jim Minor Road (SR-2135), Nicks Road (SR- 1119), Bradshaw Quarry Road (SR-1100), and NC-54. Widening with Bicycle and Pedestrian Improvements: Construct one additional lane between Patriot's Pointe Drive and New Grady Brown School Road (SR 1221) to include both pedestrian and bicycle improvements along the roadway. The 1-40 bridge would be widened to accommodate both pedestrian and bicycle amenities and one additional travel lane. 16)Orange County Public Transportation Circulator 11 Vehicles: Provide one (1) bus to serve a new route for Orange Public Transportation providing service to major trip generators in Hillsborough 9 17)Orange High School Road/Harold Latta Road Sidewalk Improvements: Construct a sidewalk along the west side of Orange High School Road from Harold Latta Road to U.S. 70, construct a sidewalk along the south side of Harold Latta Road from Cloverfield Drive to Orange Grove Road, install high visibility crosswalks and in-road signage at school entrances and exits on Orange Grove Road, and construct a sidewalk along entrance roads to CW Stanford Middle School. 18)Orange Grove Road/1-40 Pedestrian Bridge: Construct a pedestrian bridge over 1-40 alongside Orange Grove Road (SR 1006), construct a sidewalk along the north side of Orange Grove Road (SR 1006) from the pedestrian bridge to Timbers Drive, construct sidewalks along both sides of New Grady Brown School Road with a midblock crossing, and construct a sidewalk along one side of Oakdale Drive from Cheshire Drive to Orange Grove Road 19) 1-85 Pedestrian Bridge: Construct a pedestrian bridge across 1-85 to connect southern Hillsborough neighborhoods with Collins Ridge, Daniel Boone Village, and Downtown Hillsborough. 20)Trail Connection from English Hill Lane to Buttonwood Dr: Construct a multi-use path connecting English Hill Lane to Buttonwood Drive 21)Trail Connection from Patriot's Pointe to Timbers Dr: Construct a multi-use path connecting the southwest corner of Patriots Pointe to Timbers Drive to shorten walking distances for pedestrians. 22)Orange Grove Road Extension/NC 86 Connector: Extend Orange grove road from Old NC 86 (S. Churton Street) to NC 86 with multimodal accommodations and taking into consideration the new Hillsborough Train Station. 23)NC 10 Improvements - Modernize NC 10 from NC 86 to US 70 Business with NCDOT standard street cross-section 2B (60' row, 11' travel lanes, with 5' paved shoulder), add turn lanes and safety improvements at Lawrence Road (SR-1561) New Hope Church Road (SR- 1723), University Station Road (SR-1712), Mt.
