PURPOSE: To:
1) Conduct a public hearing on the 5311 Administrative grant application and the Combined
Capital grant application for FY 2025;
2) Approve the 5311 Administrative grant application; and
3) Approve the Program Resolution (Attachment 1) and Local Share Certification (Attachment
2).
BACKGROUND: Each year, the North Carolina Department of Transportation (NCDOT)
Integrated Mobility Division (IMD) accepts requests for capital, operations and administrative
needs for county-operated transit programs. Orange County Transportation Services (OCTS) is
eligible to make application for both capital and administrative funding and seeks a total of
$206,764 in grant funding.

OCTS provides the opportunity for access to jobs and services to many individuals. The 5311
Administrative and Combined Capital grants provide financial support for transit services that
promote economic self-sufficiency to a wide range of residents and locations. The funds
additionally support a system that enhances the access of residents in the non-urbanized areas
to health care, shopping, education, employment, public services, and recreation.
OCTS staff received new information from NCDOT regarding the discretionary allocation and are

required to redo the public hearing and update the Local Share Certificate to receive these
additional grant funds.
FINANCIAL IMPACT: This update carries no financial impact in FY 2023-24. In FY 2024-25, the
County will be responsible for an anticipated County contribution of up to $31,020. As a direct
result, the County will receive up to an additional award of $175,774 in federal and state grant
funding. The department will include this in the FY 2024-25 annual budget process for
consideration by the Board of Commissioners.
SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable
to this item.
• GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION AND
INEQUITY
The fair treatment and meaningful involvement of all people regardless of race or color;
religious or philosophical beliefs; sex, gender or sexual orientation; national origin or ethnic
background; age; military service; disability; and familial, residential or economic status.
• GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY
The creation and preservation of infrastructure, policies, programs and funding necessary
for residents to provide shelter, food, clothing and medical care for themselves and their
dependents.
ENVIRONMENTAL IMPACT: The following Orange County Environmental Responsibility Goal
impact is applicable to this item:
• CLEAN OR AVOIDED TRANSPORTATION
Implement programs that monitor and improve local and regional air quality by: 1)
promoting public transportation options; 2) decreasing dependence on single-occupancy
vehicles, and 3) otherwise minimizing the need for travel.
RECOMMENDATION(S): The Manager recommends that the Board:
1) Conduct a public hearing on the 5311 Administrative grant application;
2) Approve the 5311 Administrative grant application for $206,794 includes a local match
total of$31,020; and
3) Approve and authorize the Chair and staff to sign the Program Resolution (Attachment 1)
and Local Share Certificate (Attachment 2)

FY 2025 RESOLUTION
Section 5311 (including ADTAP), 5310, 5339, 5307 and applicable State funding, or
combination thereof.
Applicant seeking permission to apply for Public Transportation Program funding, enter into
agreement with the North Carolina Department of Transportation, provide the necessary
assurances and the required local match.
A motion was made by (Board Member's Name) Commissioner and seconded
by (Board Member's Name or N/A,) Commissioner for the adoption of the
following resolution, and upon being put to a vote was duly adopted.
WHEREAS, Article 213 of Chapter 136 of the North Carolina General Statutes and the
Governor of North Carolina have designated the North Carolina Department of
Transportation (NCDOT) as the agency responsible for administering federal and state
public transportation funds; and
WHEREAS, the North Carolina Department of Transportation will apply for a grant from
the US Department of Transportation, Federal Transit Administration and receives funds
from the North Carolina General Assembly to provide assistance for rural public
transportation projects; and
WHEREAS, the purpose of these transportation funds is to provide grant monies to local
agencies for the provision of rural, small urban, and urban public transportation services
consistent with the policy requirements of each funding source for planning, community
and agency involvement, service design, service alternatives, training and conference
participation, reporting and other requirements (drug and alcohol testing policy and
program, disadvantaged business enterprise program, and fully allocated costs
analysis); and
WHEREAS, the funds applied for may be Administrative, Operating, Planning, or Capital
funds and will have different percentages of federal, state, and local funds.
WHEREAS, non-Community Transportation applicants may apply for funding for
"purchase-of-service" projects under the Capital Purchase of Service budget, Section
5310 program.
WHEREAS, (Legal Name of Applicant) ORANGE COUNTY hereby assures and
certifies that it will provide the required local matching funds; that its staff has the
technical capacity to implement and manage the project(s), prepare required reports,
obtain required training, attend meetings and conferences; and agrees to comply with
the federal and state statutes, regulations, executive orders, Section 5333 (b)Warranty,
and all administrative requirements related to the applications made to and grants
