SUBJECT: 5311 Rural Area Formula Grant and Combined Capital Program (5311/5339)
Grant for FY 2024

PURPOSE: To:
1) Conduct a public hearing on the 5311 Administrative grant application and the Combined
Capital grant application for FY 2024; and
2) Approve the Local Share Certification (Attachment 1).
BACKGROUND: Each year, the North Carolina Department of Transportation (NCDOT) Integrated
Mobility Division (IMD) accepts requests for capital, operations, and administrative needs for county-
operated transit programs. Orange County Transportation Services (OCTS) is eligible to make
application for both capital and administrative funding and seeks a total of $1,796,947 in transit
grant funding.

OCTS provides the opportunity for access to jobs and services to many individuals. Public notices
were advertised through News of Orange in English and Spanish.
The 5311 Administrative and Combined Capital grants provide financial support for transit services
that promote economic self-sufficiency to a wide range of residents and locations. The funds
additionally support a system that enhances the access of residents in the non-urbanized areas to
health care, shopping, education, employment, public services, and recreation.

FINANCIAL IMPACT: There is no change to FY2024 5311 Administrative Grant. This update is for
the FY2024 Combined Capital Grant which carries an additional County contribution of up to
$160,000 to be offset by additional Transit Tax Proceeds. As a result, the County will further receive
up to an additional $1,440,000 in federal and state grant funding.
SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable to
this item.
• GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION AND
INEQUITY
The fair treatment and meaningful involvement of all people regardless of race or color;
religious or philosophical beliefs; sex, gender or sexual orientation; national origin or ethnic
background; age; military service; disability; and familial, residential or economic status.
• GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY
The creation and preservation of infrastructure, policies, programs and funding necessary for
residents to provide shelter, food, clothing and medical care for themselves and their
dependents.
ENVIRONMENTAL IMPACT: The following Orange County Environmental Responsibility Goal
impact is applicable to this item:
• CLEAN OR AVOIDED TRANSPORTATION
Implement programs that monitor and improve local and regional air quality by: 1) promoting
public transportation options; 2) decreasing dependence on single-occupancy vehicles, and
3) otherwise minimizing the need for travel.
RECOMMENDATION(S): The Manager recommends that the Board:
1. Conduct a public hearing on the 5311 Administrative grant application and the Combined
Capital grant application;
2. Approve the 5311 Administrative grant application for $196,947 with a local match total of
$29,542 and the Combined Capital grant application for $1,600,000 with a local match total
of$160,000;
3. Approve and authorize the Chair and staff to sign the Local Share Certification (Attachment
1) as appropriate.

Department of Transportation,that the required local funds for the FY2024 Community
Transportation Program and 5307 Governors Apportionment will be available as of July 1,2023,
