PURPOSE: To proclaim the week of April 18 through 24, 2004 as Orange County Government
Week and endorse the "Official for a Day" activities.
BACKGROUND: The National Association of Counties and the North Carolina Association of
County Commissioners encourage local governments to celebrate County Government Week in
an effort to educate citizens about county government. A proclamation to acknowledge the
week of April 18 through 24, 2004 as Orange County Government Week is provided as
Attachment I.
This year marks the fourteenth year that Orange County has celebrated County Government
Week by sponsoring the "Official for a Day" Program. On this day, Wednesday, April 21St
students from the area high schools are partnered with department heads and management
staff during the morning to gain an understanding of county government operations. After the
mentoring, a mock board of county commissioners' meeting is held whereupon students
address issues often presented to the Board. An agenda for the day is provided as Attachment
FINANCIAL IMPACT: None
RECOMMENDATION(S): The Manager recommends that the Board adopts the proclamation
and endorses the planned event.

PROCLAMATION
WHEREAS, The North Carolina Association of County Commissioners
and the National Association of Counties have urged citizens
across the state and the nation to learn more about county
government's role in our lives; and
WHEREAS, Counties provide public safety; offer health and human
services; provide opportunities for new businesses to
prosper; and support job training and educational initiatives;
and
WHEREAS, Counties provide many services that make America's
communities stronger, safer places to live and raise families;
and
WHEREAS, County officials and employees use their role as local
leaders to encourage economic development and therefore
improve the lives of their citizens and make their
communities more livable; and
WHEREAS, County governments are the citizen's local government
voice, providing solutions that bring communities together.
NOW, THEREFORE, we the Orange County Board of Commissioners do hereby
proclaim the week of April 18 through 24, 2004 as Orange County Government
Week, and further encourage all citizens to become familiar with the services
provided by Orange County Government.
